According to the new regulations of Vietnam National University, Hanoi (VNU), the electronic lecture system must adhere to standards for use in the formal Learning Management System (LMS) or for provision to Massive Open Online Courses (MOOCs) for students to self-study and supplement their knowledge in related fields. Based on these regulations, VNU faculty members will design and refine the lecture system at various levels, from simple to complex, providing a modern digital learning resource system for VNU's digital library in the future.

Accordingly, online training and the standardization of technical standards for building electronic lectures are part of a series of teaching innovation activities at Vietnam National University, Hanoi (VNU). Implementing this regulation allows VNU's training units to quickly access advanced educational technology combined with traditional teaching methods to create a diverse and rich academic space with the contribution of a multimedia electronic learning materials system (lectures, narrations, audio, images, videos, graphics, etc.); and learning methods through mobile devices: smartphones, tablets, interactive screens, etc. Thanks to this, learners can self-study anytime, anywhere to complete a part of the program under the credit-based training method. At the same time, training units with learning management systems can maximize the use of blended learning.
Furthermore, this new regulation from Vietnam National University, Hanoi also opens up new teaching approaches through the development of virtual lectures, experiments, or computer simulations. Methods of student assessment based on modern measurement theory are gradually being implemented on online tools and information technology platforms through the deployment of e-courses/modules.
This is an important document in concretizing the key tasks of the 6th Party Congress of Vietnam National University, Hanoi regarding digital transformation and the application of advanced educational technologies.
The application and implementation of online training through electronic lecture systems aims to expand the scope of students outside of Vietnam National University, Hanoi, and international students to participate in academic exchanges, demand-driven learning, and lifelong learning. This is also an inevitable trend of Education 4.0 through the application of information and communication technology in teaching and learning; maximizing self-learning, self-research, and individualized training.
