Based on Directive No. 01/CT-TTg dated February 8, 2022, of the Prime Minister and Official Letter No. 283/BGDĐT-GDTC dated January 24, 2022, of the Minister of Education and Training regarding direct teaching at educational institutions;
Based on Conclusion No. 296/TB-ĐHQGHN dated February 10, 2022, of the Director of Vietnam National University, Hanoi at the Conference on Training Work for the academic year 2021-2022;
The Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, requests that all units strictly implement the following key points:
1. Schedule and teaching/learning methods
Training units are informing students, trainees, and postgraduate students about the teaching plan and methods for the second semester of the 2021-2022 academic year as follows:
- For high school students, the curriculum follows the schedule set by the Hanoi Department of Education and Training.
- For undergraduate students, online learning will take place from February 14, 2022 to February 26, 2022, and students will return to in-person classes from February 28, 2022.
- For postgraduate level, postgraduate students and doctoral candidates will return to in-person classes from February 21, 2022.
2. Conditions for students to return to in-person learning.
2.1 Training Units
- Students are recommended to receive at least two doses of the Covid-19 vaccine; for students who have not received both doses, units should compile a list and send it to the Department of Politics and Student Affairs.
- Units with international students: Receive students, coordinate with the Training Department to develop appropriate teaching and learning plans, and compile a list of students requiring assistance with immigration and visa applications for the Cooperation and Development Department.
2.2 Department of Political Affairs and Student ServicesCoordinate with the Youth Union and relevant units to develop a disease prevention plan appropriate to the reality and to have a plan to care for and support students who are F0 cases living far from their families, renting outside the campus as well as those living in dormitories; Compile a list of students who have not received both doses of the vaccine and send it to the VNU Hospital and local health authorities for immediate vaccination support during the first week of returning to school; Establish a hotline number to receive information and answer questions related to Covid-19 throughout the school before February 18, 2022.
2.3. Cooperation and Development DepartmentCompile a list of students needing assistance with immigration and visa applications, and send it to the Cooperation and Development Department of VNU Hanoi for support with immigration procedures and visa applications.
2.4. General Administration DepartmentPrepare all necessary facilities and equipment for teaching, arrange separate isolation rooms in case a student is suspected of being COVID-19, and provide thermometers, hand sanitizer, masks, etc., to ensure safety in disease prevention and control. Prepare a plan for rapid testing for all students, trainees, postgraduate students, staff, and lecturers in the school, or testing by area or by class level; as well as a plan for temporary lockdown and cleaning and disinfection in case a COVID-19 case is detected; prepare a contingency plan regarding facilities in case some classes need to switch to online learning, or the entire school needs to switch to online learning.
2.5. Inspection and Legal Affairs DepartmentTo urge and remind staff, lecturers, students, trainees, and doctoral candidates to strictly adhere to the 5K message, as well as regulations on COVID-19 prevention and control…
2.6. Training DepartmentCoordinate with training units to develop plans and guidelines for making up missed classes, retaking courses, and retaking exams for students who unfortunately contract Covid-19 (F0) and students who are required to quarantine (F1), ensuring appropriateness and maintaining the quality of education (without charging additional tuition or fees for these students). Simultaneously, review and send undigitized textbooks to the VNU Information and Library Center for digitization to support teaching and learning.
2.7. Steering Committee for Covid-19 Prevention and ControlDevelop a plan for preventing and controlling the Covid-19 epidemic when there are confirmed cases of Covid-19 (F0), suspected cases of Covid-19, or close contacts (F1) before February 18, 2022, and organize dissemination and guidance to staff, lecturers, students, trainees, and postgraduate students on the Covid-19 epidemic prevention and control procedures. Establish a permanent task force to support and handle any arising issues related to the Covid-19 epidemic.
2.8. Youth Union and Student AssociationLaunching the "Green School, Green Classroom, Safe from Covid-19" movement, recommending that students and trainees receive at least two doses of the Covid-19 vaccine, bring their own drinking water, check their body temperature, declare their health status before coming to school, recommend testing if they have symptoms such as cough, fever, or shortness of breath; limit gatherings; strictly adhere to the 5K message and other epidemic prevention regulations; and respond to the epidemic calmly….
To ensure that teaching and learning are conducted in accordance with regulations, safely, and with quality, the Rector of the University requests that the heads of training units and functional departments seriously fulfill their responsibilities in directing, managing, inspecting, and supervising training activities and COVID-19 prevention and control according to current regulations and guidelines; regularly pay attention to, understand, and update information on the disease situation related to staff, lecturers, students, trainees, and postgraduate students in their units; and promptly report to the Board of Directors and the University's Steering Committee for COVID-19 Prevention and Control if any issues arise in their units.
