
Associate Professor Tran Thi Minh Hoa (Vice Rector of the University) is giving a summary report on the regulations on management decentralization and management operational procedures within the University of Social Sciences and Humanities.
Since its separation and independent operation, the University's Board of Directors has directed the development of legal documents and operational procedures. However, over the years, many new regulations and adjustments to the University's structure and functions have been made, raising the issue of the need for specific adjustments and guidance to ensure suitability. Based on this, the University's Board of Directors has directed the relevant departments to draft regulations on management decentralization and operational procedures within the University of Social Sciences and Humanities.
Following the opening of the conference, Associate Professor Dr. Tran Thi Minh Hoa presented a summary of the regulations on management decentralization and operational procedures within the University of Social Sciences and Humanities. Accordingly, the principles of the new draft are based on applying legal documents of the State, the Ministry of Education and Training, and regulations of Vietnam National University, Hanoi to specific areas of the University; inheriting regulations developed in 2009; updating changes in the University's organizational structure and changes in the functions and tasks of some units within the University; based on the University's development strategy until 2020 and vision for 2030; and decentralizing management and operational procedures according to work content, not functional units.
The draft mainly comprises 20 chapters, an increase of 7 chapters compared to the 2009 regulations.

During the conference, most delegates highly appreciated the drafting process, the expert consultation process, and the meticulous results achieved so far. To further improve the regulations, some delegates also offered direct suggestions on certain aspects, aiming for a comprehensive set of regulations that are most suitable for the school's operations.
Associate Professor Pham Xuan Hang (Former Rector of the University) commented: the documents still contain many abbreviations, the level of depth and breadth is not uniform, and there is no hierarchical management structure down to the departmental level, while departments have a significant influence on the professional quality of the University. According to the Associate Professor, the University's characteristic is training and research, therefore the role of departments in the overall operation is also very important.

Sharing the same viewpoint as Associate Professor Pham Xuan Hang, Associate Professor Pham Quang Long also expressed his opinion on valuing the role of departments in professional activities within the regulations on hierarchical management and operational procedures. Furthermore, the new draft should aim for efficient operation and avoid overlapping responsibilities.
In the future development orientation, international collaborative training activities are becoming increasingly important, especially in the context of many changes in the training regulations of Vietnam National University, Hanoi. To ensure strong development of international collaborative training, the draft needs to include guidelines that demonstrate collaboration in strategy building and maintaining the activities of many related functional departments, shared Assoc. Prof. Dr. Dang Xuan Khang (Chairman of the University's Trade Union).

Professor Dr. Nguyen Van Khanh (Rector of the University) delivered the concluding remarks at the conference.
Other suggestions focused on guiding the drafting process, such as the need for the drafting committee to clearly define the number of management levels within the school, and the structure and relationships between these levels. Answering these questions would help create a clearer and more coherent draft. When drafting, the content should be standardized according to the State's regulations on administrative documents...
In his concluding remarks at the conference, Professor Dr. Nguyen Van Khanh (Rector of the University) responded to the delegates' comments and suggestions, and acknowledged their contributions. The drafting committee will revise and finalize the document, then forward it to the relevant departments for evaluation before its official issuance.
