On the morning of December 26, 2015, the Institute of Policy and Management, University of Social Sciences and Humanities, VNU organized a workshop on "Evaluating the results and impacts of Decision No. 79/2005/QD-TTg of the Prime Minister on the socio-economic development of the Northwest region - 10 years in review". This workshop is within the framework of the Science and Technology Project - TB.02X/13-18 chaired by Prof. Dr. People's Teacher Nguyen Van Khanh (Rector of the University of Social Sciences and Humanities). Attending the workshop were Prof. Dr. Nguyen Huu Duc (Vice President of Vietnam National University, Hanoi), Prof. Dr. People's Teacher Nguyen Van Khanh (Rector of the University of Social Sciences and Humanities), Associate Professor Dr. Pham Quang Minh, Vice Rector of the University of Social Sciences and Humanities), Associate Professor Dr. Tran Thi Minh Hoa (Vice Rector of the University of Social Sciences and Humanities), Master Hoang Thi Hanh (Deputy Head of the Northwest Steering Committee, Department of Ethnicity and Religion) and representatives of management agencies, training institutions and research institutes inside and outside the University.

The Northwest is the highest and steepest mountainous region in Vietnam, the source of large river systems such as the Da River, the Ma River, etc., with the largest hydroelectric potential in the country. With borders adjacent to China and Laos, the Northwest has an extremely important strategic position in maintaining national security and defense. At the same time, this is also the region richest in mineral resources in our country and has a large cultural space. Based on that reality, the State pays special attention to the position of the Northwest in the process of industrialization and modernization of the country. Starting on July 1, 2004, the Politburo issued Resolution No. 37-NQ/TW on the direction of socio-economic development and ensuring national defense and security in the Northern midland and mountainous region until 2010. Next, the Prime Minister issued the Government's action program to implement Resolution No. 37-NQ/TW (dated July 1, 2004) of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Northern midland and mountainous region until 2010 (referred to as Decision 79/2005/QD-TTg) on ​​April 15, 2005. Many documents of ministries, branches and localities were also issued after this Decision and put into practice.

The workshop "Evaluating the results and impacts of Decision No. 79/2005/QD-TTg of the Prime Minister on the socio-economic development of the Northwest region - 10 years in review" was held mainly to evaluate Decision 79.Decision 79 was issued with the orientation of prioritizing investment in the Northwest key region, accelerating the pace of regional development, improving the economic and social infrastructure system to meet the requirements of economic development, ensuring national defense and security. With this goal, the Decision has gradually entered life, exploiting the strengths of the Northwest region in terms of resources, land, climate, minerals, hydropower, and border gate advantages to develop economic sectors, settle down, improve the material and spiritual life of the people, meeting the requirements of economic development in the Northwest region. It can be said that Decision 79 has brought about many outstanding achievements to promote socio-economic development, ensuring national defense and security in the midland and mountainous areas of the North until 2010.

In his opening speech, Associate Professor Dr. Pham Quang Minh said that as a leading university in Vietnam like the University of Social Sciences and Humanities, scientists, especially those in the field of social sciences and humanities, must be pioneers and must have research that contributes to the sustainable development of the Northwest - one of the key regions of Vietnam. This is one of the regions that can be said to play an important role in the context of regional integration. Through methods, theories, interdisciplinary and multidisciplinary, scientists can contribute ideas from many different perspectives, serving the sustainable development of the Northwest.

Thereby, the Vice President also emphasized that the scientists of the University have truly taken the lead in the field of scientific research, taking the lead in contributing ideas to the formation of policies. Specifically, the Institute of Policy and Management at the University of Social Sciences and Humanities has become a trusted address, organizing many scientific activities at all levels from the central to local levels. By assigning a Northwest research program to VNU, the Prime Minister has truly placed his trust in the scientists of a leading scientific research center in the country.

After the opening speech, the workshop listened to the report of Prof. Dr. People's Teacher Nguyen Van Khanh on the topic "Impact of Decision 79/2005/QD-TTg on the socio-economic development of the Northwest region: Some practical research results". The report analyzed Decision 79 from the approach of document analysis, presented the results of reviewing and analyzing the system of documents issued to implement Decision 79, evaluated the results of implementing Decision 79 in a number of socio-economic fields of the Northwest, and finally identified the remaining difficulties and proposed solutions when implementing Decision 79.

In addition, the Workshop also had the participation of 14 other reports, focusing on topics such as: "Barriers to implementing Decision 79/2005/QD-TTg" by Associate Professor, Dr. Vu Cao Dam (Chairman of the Science and Training Council, Institute of Policy and Management, University of Social Sciences and Humanities), "Evaluation of the results of implementing Decision 79/2005/QD-TTg in economic development of the Northwest region" by Associate Professor, Dr. Tran Thi Minh Hoa (Vice Rector of University of Social Sciences and Humanities), "Inadequacies of the system of documents and policies to implement Decision No. 79/2005/QD-TTg" by Associate Professor, Dr. Tran Van Hai (Faculty of Management Science, University of Social Sciences and Humanities)...

The comments and sharing at the Workshop are expected to be useful contributions to help the Project Manager complete his research in a complete and comprehensive manner. At the same time, the comments also contribute to proposing solutions to improve the effectiveness of continuing to effectively implement Decision 79 of the Prime Minister to develop the Northwest region sustainably.
