After listening to the opinions exchanged and discussed at the Conference on the following contents: (1) Report on the implementation of work in October 2025 and the Work Plan for November 2025; (2) Report on the implementation of the Principal's Conclusion at the Conference on work in October 2025; (3) Exchange and discussion of units and functional departments; (4) Opinions of Vice Principals; the Principal concluded:
1. The country's context and the education sector are changing rapidly, requiring school officials and employees to constantly innovate and actively learn to adapt and meet trends. It is recommended that heads of units regularly update Party and State documents on education and training to promptly grasp adjustments/changes, proactively improve and innovate the direction and strategy of unit development in accordance with the State's policies and development trends of society.
2. Continue to prepare and implement activities within the framework of the 80th Anniversary of the University of Letters and the 30th Anniversary of the University of Social Sciences and Humanities and the Vietnam Teachers' Day Celebration on November 20 in a solemn, elegant spirit, imbued with humanistic identity.
3. Develop a 2026 operational plan: Functional departments should pay attention to developing, especially areas related to funding (Administration, Science, Training, etc.), to be completed before December 31, 2025. The school strengthens management, ensures implementation of the process of managing records, documents, and papers according to regulations, and all activities are implemented with a specific plan (except for urgent tasks assigned by the Board of Directors).
4. Professional staff work in faculties/institutes: Heads of training units coordinate with the Department of Training and Human Resources, the Department of TCCB to review the assignment and arrangement of teaching hours, scientific instructors, and participation in professional councils in the spirit of equal distribution, prioritizing staff in the unit and in the School, ensuring the principle of professional suitability, avoiding localism, leading to violations of democratic principles in academia.
5. Assign Vice Principal Dang Thi Thu Huong to direct the Department of Science, Technology and Innovation to coordinate with the Institute of Policy, Innovation and Interdisciplinary Science (the TCCB Department supports) to research and develop a Project for Research Program Director for individual scientists with capacity and key, long-term projects/topics. The implementation will start from November 2025 and be completed before December 31, 2025. The school aims to build the Institute of Policy, Innovation and Interdisciplinary Science into a center that gathers scientists with strengths in research, especially international research and publication.
- Assign Vice Principal Dang Hong Son to direct the Department of Training and Human Resources (Department of TCCB supports) to research and develop a Project for Director of Training Programs (especially interdisciplinary programs, international programs) to continue promoting internationalization of training, interdisciplinary/cross-disciplinary training... The implementation and construction will start from November 2025 and be completed before December 31, 2025.
6. Training – Quality Assurance:
- Propose that the Department of Training and Human Resources develop and submit to the Board of Directors for consideration the (expected) enrollment plan for 2026, organize to collect opinions from the School's Planning and Investment Council, to soon widely inform learners and society.
- Complete the English Teaching Project for approval in December 2025 and apply from semester 2 of the 2025-2026 school year (international professors' classes; policies on students' foreign language learning...). Increase support to promote students to exchange/internship abroad.
- Promote the implementation of international training cooperation programs with St. Mary's School and some programs with partners in Australia, China, etc.
- Urgently complete procedures to start teaching electronic lectures on Ho Chi Minh Thought, AI Applications in Study and Career from semester 2 of the 2025-2026 school year; sign contracts and start teaching from the 2026-2027 school year for the subjects Party History, Marxist-Leninist Philosophy, and Scientific Socialism.
- Assign the Inspection, Legal and Quality Assurance Department to take the lead in developing the Project on university rankings, to be completed before December 31, 2025.
7. Science – Foreign Affairs:
- The Department of Science, Technology and Innovation reviews, consults and supports the addition and completion of the profile of the Strong Research Group, sends it to VNU, ensuring the progress and targets assigned by VNU (before December 31, 2025).
- Continue to build and complete capacity profiles to serve scientific work/topics in the coming time. Heads of units are requested to pay attention to updating policies and strategies on science and technology of the State, Ministries and VNU to proactively propose appropriate and effective science and technology tasks.
- Continue to complete a number of work processes such as foreign reception processes, international conference management and organization processes... before December 31, 2025.
8. Finance - Facilities:
- Request heads of units to participate and be responsible for the financial work of the unit, urge to ensure the progress of payment and settlement of expenses according to the instructions of the Planning and Finance Department.
- The Administration and General Department urges the progress of renovating and repairing facilities, ensuring conditions for the 80-30 Anniversary Celebration; reviews and reports on the status of receiving and processing documents on the VNU-Office Document Management and Operation system.
9. Other tasks: Implement according to the issued Plan.
The Board of Directors is requested to regularly urge and direct work areas, strengthen inspection work, and report to the Principal on the implementation of plans and tasks in the assigned areas. The functional departments are requested to proactively implement and ensure time, especially for key activities.
Heads of units are requested to widely inform and implement the Principal's conclusions at monthly meetings seriously, fully and on schedule.
