Announcement of Conclusions from the November 2025 briefing session

On November 3, 2025, the University of Social Sciences and Humanities held its annual meeting. Rector Hoang Anh Tuan chaired the meeting, which was attended by the Party Secretary, the Chairman of the Board of Directors, the Vice Rectors, the Secretaries and Deputy Secretaries of the Party branches, the Heads and Deputy Heads of the units, the Chief Accountant, the Editor-in-Chief of the Journal, and the leaders of the various mass organizations.
After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in October 2025 and the work plan for November 2025; (2) Report on the implementation of the Rector's conclusions at the October 2025 briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. Given the rapidly changing national context and the evolving education sector, school officials and employees are required to constantly innovate and actively learn to adapt and meet these trends. Heads of units are requested to regularly update their knowledge of Party and State documents on education and training to promptly grasp adjustments/changes, proactively improve and innovate the direction and strategy for unit development in accordance with State policies and societal development trends.
2. Continue the preparation and implementation of activities within the framework of the 80th anniversary celebration of the Faculty of Literature and the 30th anniversary of the establishment of the University of Social Sciences and Humanities, and the celebration of Vietnamese Teachers' Day on November 20th, in a solemn, elegant, and humanistic spirit.
3. Developing the 2026 Action Plan: Functional departments should pay attention to developing the plan, especially in areas related to funding (Administration, Science, Training, etc.), completing it before December 31, 2025. The school will strengthen management, ensuring the implementation of procedures for managing records, documents, and paperwork according to regulations, and all activities will be implemented with specific plans (except for unforeseen tasks assigned by the Board of Directors).
4. Professional staffing in faculties/institutes: Heads of training units, in coordination with the Training and Human Resources Department and the Personnel Department, shall review the assignment and arrangement of teaching hours, scientific advisors, and participation in professional councils, ensuring equitable distribution, prioritizing staff within the unit and the University, and adhering to the principle of professional suitability, avoiding parochialism that could lead to violations of democratic principles in academia.
5. The Vice Rector, Dang Thi Thu Huong, is tasked with directing the Department of Science, Technology, and Finance to coordinate with the Institute of Interdisciplinary Policy, Innovation and Science (with support from the Personnel Department) to research and develop a Project Proposal for appointing research program directors for individual scientists with strong capabilities and key, long-term projects/topics. The implementation of this project will begin in November 2025 and be completed before December 31, 2025. The university aims to develop the Institute of Interdisciplinary Policy, Innovation and Science into a center for gathering scientists with strengths in research, especially in international research and publications.
- The Vice Rector, Dang Hong Son, is tasked with directing the Training and International Cooperation Department (with support from the Personnel and Organization Department) to research and develop a Project Proposal for a Program Director (especially for interdisciplinary and international programs) to further promote the internationalization of training and interdisciplinary/cross-disciplinary training. The implementation of this project will begin in November 2025 and be completed before December 31, 2025.
6. Training – Quality Assurance:
- We request that the Department of Training and Student Affairs develop and submit to the Board of Directors for consideration a (proposed) enrollment plan for 2026, organize consultations with the School's Science and Technology Council, and promptly disseminate this information to students and the public.
- Finalize the English-language teaching plan for approval in December 2025 and implementation from the second semester of the 2025-2026 academic year (classes taught by international professors; policies regarding students' foreign language learning, etc.). Strengthen support to encourage students to participate in exchange programs/practical training abroad.
- Promote the implementation of international joint training programs with St. Mary's School and several programs with partners in Australia, China, etc.
- Expeditiously complete the procedures to begin teaching electronic lectures on Ho Chi Minh Thought and AI applications in learning and profession from the second semester of the 2025-2026 academic year; sign contracts and begin teaching from the 2026-2027 academic year for the subjects of Party History, Marxist-Leninist Philosophy, and Scientific Socialism.
- Assign the Inspection, Legal Affairs and Quality Assurance Department as the focal point for developing the University Ranking Project, to be completed before December 31, 2025.
7. Science – Foreign Affairs:
- The Department of Science, Technology & Finance will review, advise, and provide additional support to complete the dossiers on strong research groups, and submit them to VNU, ensuring that they meet the deadlines and targets set by VNU (before December 31, 2025).
- Continue to build and refine the capacity profile to serve future scientific work/projects. Heads of units are requested to pay attention to updating policies and strategies on science and technology of the State, Ministries, and VNU Hanoi to proactively propose appropriate and effective science and technology tasks.
- Continue to refine several work processes, such as diplomatic protocol procedures and procedures for managing and organizing international conferences, before December 31, 2025.
8. Finance – Infrastructure:
- We request that heads of units participate in and take responsibility for their unit's financial work, and ensure the timely settlement of funds according to the guidelines of the Planning and Finance Department.
- The Administrative and General Affairs Department is monitoring the progress of renovation and repair of facilities to ensure the necessary conditions for the 80th of March celebration; reviewing and reporting on the status of receiving and processing documents on the VNU-Office document management and operational system.
9. Other tasks: Implement according to the issued plan.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that functional departments proactively implement and ensure timely completion, especially for key activities.
Heads of units are requested to widely disseminate and implement the Rector's conclusions from the monthly briefing sessions seriously, fully, and on schedule.
The Administrative and General Affairs Department respectfully announces the conclusions of the Rector at the November 2025 work review meeting for the information and implementation of all functional departments and units.
