Announcement of Conclusions from the October 2025 briefing session

On October 6, 2025, the University of Social Sciences and Humanities held its annual meeting. Rector Hoang Anh Tuan chaired the meeting, which was attended by the Party Secretary, the Chairman of the Board of Directors, the Vice Rectors, the Secretaries and Deputy Secretaries of the Party branches, the Heads and Deputy Heads of the units, the Chief Accountant, the Editor-in-Chief of the Journal, and the leaders of the various mass organizations.
After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in September 2025 and the work plan for October 2025; (2) Report on the implementation of the Rector's conclusions at the September 2025 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:

1. Organization – Personnel
1.1. Issuing Regulations on Department Heads and assigning tasks to 30 Department Heads: The coordinating unit has received feedback from the units and will adjust, finalize, and issue the regulations.
1.2. Review Decision No. 5637/QD-XHNV dated December 29, 2023, on the working regulations of lecturers at the University of Social Sciences and Humanities (issued based on document No. 4326/QD-DHQGHN) to clarify the conversion of teaching hours to actual scientific hours, with the aim of encouraging capable scientists to contribute more to high-quality international/national research; and to calculate regulations on research hours that are "more substantive and linked to target products".
1.3. Develop regulations on teaching remuneration payment in accordance with regulations to promote the design of electronic lectures, limit the situation of lecturers working excessive overtime, violating the Labor Law, especially for lecturers teaching subjects common to the entire VNU (according to the 2024 budget settlement, VNU reminded 57 lecturers of the School to exceed 300 hours/year).
1.4. Expedite preparations for the 80th anniversary celebration of the Faculty of Literature and the 30th anniversary of the establishment of the University of Social Sciences and Humanities, Vietnam National University, Hanoi.

2. Training – Student Affairs
2.1. Assign the student affairs department to coordinate with the Youth Union and Student Association to promote counseling and support activities to help students enhance their awareness and skills to avoid being lured or scammed.
2.2. Implement the admissions process (second round of postgraduate studies in 2025, VNU Hanoi Olympic competition, part-time study) strictly, in accordance with regulations, and ensuring quality.
- The Training Department will prepare a report on the current needs and number of registrations, and propose that the Vietnam National University, Hanoi increase the postgraduate enrollment quota for the second intake of 2025 for the University.
- Based on the actual schedule, the Training Department will determine the time to hold a summary meeting on enrollment and training activities, and at the same time widely announce some information about the school's 2026 enrollment to the public.
2.3. Continue to focus on improving the quality of teaching and learning, unifying and standardizing training management and graduation assessment, and creating conditions for students to shorten their training time as much as possible.
- Innovate the inspection and evaluation process in the spirit of empowering lecturers while holding them accountable, and reduce administrative management of inspection and evaluation work.
2.4. Strengthening internationalization
- Receiving international students: Relevant departments (assigned tasks) will coordinate closely to continue promoting the admission of students to study at the School.
- Sending students/pupils from the University for exchange programs abroad: The Department of Training and International Cooperation will act as the focal point to determine the specific number and assign targets to relevant departments (Foreign Language and Training Cooperation Center, Center for Applied Linguistics and International Cooperation (Faculty of Foreign Languages, Literature & Vietnamese Language), Department of Training and International Cooperation, Department of Science, International Relations & Finance, High School for Social Sciences and Humanities, and other relevant units), ensuring a total of 400 participants (including at least 100 students).
- Organizing classes for international professors at the School: The Department of Training and International Cooperation will act as the focal point, and coordinating units will organize classes based on the actual situation, ensuring a minimum of 30 classes per academic year.
- Organize English-language classes for university lecturers: The Training and International Cooperation Department will act as the focal point, with coordinating units organizing a minimum of 50 classes/Plan 2, striving to reach 100 classes/academic year 2025-2026.
- Credit recognition: Implemented flexibly, allowing for the replacement of any elective course in the training program. The goal is to have at least 300 credit credits recognized per student in the 2025-2026 academic year.
2.5. Promoting Technological Advancement: We request that the Training and Information Technology Department review the general subjects to expedite the development of video lectures in the modules.
2.6. Continue to improve the centralized, formal, and modern management mechanism, and strengthen digital governance (paying attention to digital diplomas and transcripts in line with the current trend of digital transformation); finalize and issue documents on training, as a basis for practical implementation.
2.7. Foreign Language Credits - English for Humanities 1, 2 - English for Specific Purposes: Units are requested to review the courses in their training programs with a view to strengthening the specialized foreign language skills of each unit. The Training and Foreign Language Programs Department will coordinate and support units in developing and organizing the teaching of foreign language courses for students. If necessary, the University will add foreign language credits to the training programs.
2.8. The Training and Student Affairs Department shall coordinate with the Planning and Finance Department to clarify the issue of tuition fees and notify students in writing to serve as a basis for implementing student examinations, assessments, and tests.
2.9. Specialized High School for Social Sciences and Humanities: Assign Vice Principal Dang Hong Son to direct the Training and Development Department and the Specialized High School for Social Sciences and Humanities to develop a Specialized School Development Project (including solutions and estimated investment costs), submit it to the Board of Directors before October 20, 2025, and have the School's leadership team review and approve it before October 30, 2025. This project should focus on four key tasks: (1) curriculum reform (advanced thematic plan with professors and associate professors; plan to strengthen foreign language and skills; overseas experiences and exchanges; participation in thematic lectures by foreign professors); (2) improving the quality of the teaching staff; (3) strengthening infrastructure; (4) Promote international cooperation, in order to leverage the advantages of high-quality human resources of the University of Social Sciences and Humanities in accordance with the spirit of Resolution 71-NQ/TW which is "to innovate the model of specialized schools and gifted schools to focus on nurturing national talents, expanding specialized classes in STEM/STEAM" (solution number 5).
3. Science – Foreign Relations
3.1. University's Science and Technology Information: The Science Department will act as the focal point, and cooperating units will regularly update the University's science and technology information on the Dashboard. Simultaneously, they will review and update scientific capacity profiles (at least every 6 months), preparing them for use when needed.
3.2. Publication and organization of a seminar on 30 training programs to celebrate the 30th anniversary of the School's founding: The Department of Science, Technology & Finance is requested to review and urge units to make adjustments (if any) and complete the procedures for publication, ensuring timely completion.
3.3. Synthesize feedback from various units, revise, and submit to the Board of Directors for review and approval to finalize and issue the Regulations on Management of State-Owned Enterprises and the Regulations on Management and Use of the Science and Technology Fund.
3.4. Continue to promote the implementation of Resolution No. 57-NQ/TW. The Steering Committee and the Secretariat are requested to pay attention to and ensure the progress of the tasks.
4. Administration – Finance:We request that the relevant departments (Administration, Quality Assurance and Accreditation Center, Personnel and Organization Department) urgently implement a plan to manage and monitor the working hours of administrative staff throughout the University, in addition to evaluating their performance based on work efficiency (products, KPIs).
5. Other tasksImplement the plan as issued.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that functional departments proactively implement and ensure timely completion, especially for key activities.
Heads of units are requested to widely disseminate and implement the Rector's conclusions from the monthly briefing sessions seriously, fully, and on schedule.
The Administrative and General Affairs Department respectfully announces the conclusions of the Rector at the October 2025 work review meeting for the information and implementation of all functional departments and units.
