10. Summary of the new findings of the thesis:

Based on the systematization of theoretical studies on the quality of human resources of grassroots Women's Union officials, this thesis has developed criteria for measuring the quality of human resources of grassroots Women's Union officials today and clarified some related concepts.

By combining quantitative and qualitative sociological research methods, this thesis has identified the current state of human resource quality among grassroots Women's Union officials, assessed from the perspectives of Union officials and members, higher-level Union leaders, and local government leaders, based on the following aspects: professional qualifications and training; task performance; prestige in the community; moral character, spirit, attitude, and enthusiasm in work; and basic health status.

The thesis identified factors affecting the quality of human resources among grassroots Women's Union officials, such as demographic and social characteristics of individual officials; family conditions/circumstances; and policies and benefits.

The thesis proposed several measures and recommendations to improve the quality of the current staff of grassroots Women's Union branches.

11. Practical applications:

(1) The Central Committee of the Vietnam Women's Union and the Women's Union of Ha Nam province can refer to this to assess the current state of the quality of grassroots female cadres and grassroots Women's Union cadres and implement intervention solutions;

(2) Universities, local and international non-governmental organizations are implementing programs and projects related to improving the quality of female staff and can use the research results of this thesis as a reference;

(3) For individual doctoral students, the research results of the dissertation are used in daily work.

10. Summary of new findings of the thesis:

Based on the theoretical analysis on human resource quality of local women's union staff, this thesis provides relevant measuring criteria and explains relevant concepts.

Using sociological qualitative and quantitative research methods, this thesis has pointed out the current capacity of local women's union staff as assessed directly by the local staff themselves, women's union members, senior women's union executives and local authorities' executives, focusing on the following attributes of the staff: education and qualifications, capabilities, performance at work, reputation in the society, moral qualities, attitudes and work enthusiasm, basic health condition.

This thesis has pointed out the factors affecting human resource quality of local women's union staff, including their demographic characteristics, family conditions, social benefits and welfare schemes.

This thesis has proposed a number of solutions and recommendations for the improvement of human resource quality of local women's union staff.

11. Practical applicability:

(1) This theis provides a foundation for the women's union of Ha Nam to analyze its staff's current capacity and to implement necessary improvements;

(2) universities, local and international non-profit organizations which are carrying out projects relating to female capacity improvement shall consider this thesis a reference document;

(3) to me personally, I shall use the results of this thesis to support my daily work at the Vietnam Women's Union.
