- Clarifying the issue of national reunification raised before and since the Geneva Accords (July 1954).

- Clarify the process by which Ho Chi Minh led and directed the people's struggle for peaceful reunification of the country from 1954 to 1960.

- Clarify the process by which Ho Chi Minh led and directed the people's struggle for national reunification from 1961 to 1969.

- Clarify the process by which the Vietnam Labor Party inherited Ho Chi Minh's ideology and will for national reunification, continuing to lead and organize the people in the struggle to complete national reunification from 1969 to 1975.

- To offer observations, draw conclusions from experience, relate them to several countries, and apply them to building and protecting Vietnam's current peace, unity, independence, democracy, and prosperity.
