- The thesis has clarified the scientific, political, legal and practical bases for studying the practice of democracy of the people in rural areas; analyzed and proposed the concepts of democracy, democratic practice, democratic practice of the people in rural Vietnam; identified the subjects, contents, forms, and factors affecting the practice of democracy of the people in rural areas; studied the experience of practicing democracy in 04 localities in the country: Hanoi City, Thai Binh Province, Hai Phong City, Ho Chi Minh City.

- Analyze, evaluate the current situation and draw lessons from the practice of democracy by the people in rural Ha Tinh from 2007 to 2018 in terms of practicing people knowing, practicing people discussing and deciding directly, practicing people discussing and voting for competent authorities to decide, practicing people giving opinions before competent authorities decide, practicing "people's supervision", on attitudes and behaviors of practicing democracy.

- Forecast the situation, advantages and difficulties in practicing democracy of the people in rural areas of Ha Tinh province; determine the direction to promote the practice of democracy of the people in rural areas of Ha Tinh; propose 04 groups of solutions to promote the practice of democracy of the people in rural areas of Ha Tinh in the new situation, including: Group of solutions on awareness and ideology, group of solutions on concretizing the regulations of the Party, mechanisms and policies of the State on promoting democratic practice, group of solutions on organizing the implementation of democratic rights of the people in rural areas, group of solutions on inspection, evaluation and exchange of experiences.
