- The dissertation clarified the scientific, political, legal, and practical foundations for studying the practice of democracy among the people in rural areas; analyzed and defined the concepts of democracy, democratic practice, and the practice of democracy among the people in rural Vietnam; identified the subjects, content, forms, and factors influencing the practice of democracy among the people in rural areas; and studied the experience of practicing democracy in four localities in the country: Hanoi City, Thai Binh Province, Hai Phong City, and Ho Chi Minh City.

- Analyzing and evaluating the current situation and drawing lessons learned from the practice of people's democracy in rural Ha Tinh province from 2007 to 2018 in the following aspects: people's awareness, people's discussion and direct decision-making, people's discussion and voting for competent authorities to decide, people's participation in giving opinions before competent authorities decide, "people's supervision," and attitudes and behaviors in practicing democracy.

- Forecasting the situation, advantages, and difficulties in the practice of democracy among the people in rural areas of Ha Tinh province; identifying directions to promote the practice of democracy among the people in rural Ha Tinh; proposing four groups of solutions to promote the practice of democracy among the people in rural Ha Tinh in the new situation, including: solutions related to awareness and ideology; solutions related to concretizing the Party's regulations and the State's policies and mechanisms on promoting the practice of democracy; solutions related to organizing the implementation of people's democratic rights in rural areas; and solutions related to inspection, evaluation, and exchange of experiences.
