1. Purpose and research objects of the thesis

1.1 Research purpose:

The research purpose of the thesis is to analyze the general policy of the State in general for promoting the development of NNCM in universities, and at the same time focus on analyzing the policies for developing NNCM at VNU in particular to clarify the strengths and limitations of the policy, thereby proposing solutions to supplement and perfect the policy for developing NNCM for VNU.

1.2 Research subjects:Thesis on research policy on developing NNCM in universities in Vietnam as a tool to promote the improvement of the efficiency of scientific and technological activities

2. Research methods used

- Document analysis method: The purpose is to discover trends, fields, and research directions of each author who has previously researched in order to select important information to serve the research topic. The collected information is inherited and used selectively in the thesis.

- Investigation method with questionnaire: conducted with 141 subjects who are scientific staff working in research institutes and managers at VNU, including both subjects who benefited from the policy and subjects who did not benefit from the policy to identify the strengths and limitations of the policy.

- In-depth interview method:was conducted with 16 subjects who were heads of NNC, leaders and managers from VNU level to member school level to detect policy issues as well as clarify the discovered policy issues. The sample of subjects selected for interviews ensured representativeness in terms of different fields, ages, and professional seniority.

- Mathematical statistical method:used to process, analyze, and evaluate the results collected by the survey method with the above questionnaire.

- Information processing techniques:

The survey forms were entered, processed, and the results were analyzed on the computer using specialized software SPSS (20.0).

3. Main results and conclusions

In terms of theory, the thesis has reviewed domestic and foreign research to provide a theoretical framework for research on policies for developing strong research groups to improve the effectiveness of scientific and technological activities in universities, including basic issues such as: concepts of research groups, strong research groups, scientific and technological activities, policies, policies for developing strong research groups; Criteria for strong research groups; Role of scientific and technological activities in universities; Role and relationships of strong research groups in universities; Structure of policies for developing strong research groups in universities; Cycle of policies for developing strong research groups in universities; Criteria for evaluating policies for developing strong research groups in universities.

In terms of practice, the Thesis contributes to clarifying the following issues:

- Analyze and evaluate the current status of strong research groups at Hanoi National University. It provides an overview but in-depth view of the current status of strong research groups at Hanoi National University through specific aspects, including scale, structure, organization, activities, contributions of strong research groups as well as factors affecting the formation and development of strong research groups.

- Analyze and evaluate the current status of policies for developing strong research groups at Hanoi National University. In particular, analyze an overview of policies that have an impact on the formation and development of strong research groups of the State in general and at the same time focus on analyzing and evaluating the overall 3 groups of policies for developing strong research groups of Hanoi National University in particular, including: Group of policies for investment and human resource development; Group of policies for improving the research environment and conditions; Group of policies for cooperation and development.

- Systematically present additional solutions to improve the policy of developing strong research groups for Vietnam National University, Hanoi.
