1. Purpose and scope of the thesis

1.1.Research objectives

Based on clarifying theoretical and practical issues regarding the practice of people's democracy in rural areas, this thesis assesses the current situation, identifies the problems, and proposes directions and solutions for the practice of people's democracy in rural Ha Tinh province in the new context.

1.2. Research Subjects

This dissertation studies the process of practicing democracy among the people in rural Ha Tinh province from 2007 to the present, with a vision to 2030.

2.Research methods used

This dissertation is based on the theoretical foundations of Marxism-Leninism; Ho Chi Minh Thought; the Party's guidelines on building a socialist democracy and practicing democracy at the grassroots level; and political science methodology. In the research and presentation of this dissertation, the author also employed a combination of specific methods, including: logical methods combined with other methods such as statistics, sociological surveys, and interviews... Specifically:

- Overview of the research situation, using methods of text analysis, system-structure analysis, generalization, comparison, and contrast.

- Establish a scientific and practical foundation, using logical, historical, systematic, and structural research methods...

- Research to assess the current situation and identify the problems, using sociological analysis and survey methods…

- Identifying directions and solutions, using forecasting and analysis methods, policy research, behavioral analysis, etc.

3. Main results and conclusions

3.1. Main results

- This dissertation contributes to clarifying the scientific, political, legal, and practical foundations for studying the practice of people's democracy in rural areas.

- This thesis accurately analyzes and assesses the current situation and the issues arising in the practice of democracy among the people in rural Ha Tinh province from 2007 to the present.

- The thesis proposes directions and groups of scientifically and practically-founded solutions to contribute to promoting the practice of democracy among the people in rural Ha Tinh in the new situation.

3.2. Conclusion

ButDemocracy is a historical and political category; the people's enjoyment of democratic rights is an inevitability in the Vietnamese revolutionary process. In the current period, for democracy to truly become the goal and driving force of society, localities and units, especially rural areas, must continuously realize the Party's viewpoints and guidelines, and the State's policies and laws on democracy.

ButWith its unique natural conditions and cultural traditions, Ha Tinh has gradually developed comprehensively in all fields and areas over the years. In particular, by institutionalizing the Vietnamese Communist Party's guidelines on democracy, practicing democracy, and promoting the people's right to self-governance, Ha Tinh has achieved many important results. This is evidenced by the positive contributions of rural people in all aspects of life and society. However, due to institutional inadequacies and the negative impacts of the market mechanism, the practice of democracy by the people in rural Ha Tinh still faces difficulties and limitations. Understanding the domestic and international situation is a solid foundation for all levels to propose solutions to promote the practice of democracy by the people in rural Ha Tinh.

ButGiven the current demands of our country, Ha Tinh needs to continue proposing solutions to promote and enhance the practice of democracy among the people in rural areas within its development strategy. The content of democratic practice should be deepened and linked to the goal of building and perfecting socialist democracy. The political system should continue to be streamlined. Effective implementation of solutions related to awareness, ideology, policies, organization, inspection, and evaluation of democratic practice at the local level is crucial. Consequently, the practice of democracy among the people in rural Ha Tinh will become increasingly effective.

On the basis of clarifying theoretical and practical issues on democratic practice of rural people, the thesis focuses on evaluating facts, identifying issues, referring orientations and solutions for democratic practice of Ha Tinh's rural people in the new situation.

1.2. Thesis objectives

Thesis studies reveal on the democratic practice of Ha Tinh's rural people from 2007 up to now, vision to 2030.

2.Produce methods

Thesis is based on Marxist-Leninist theories, Ho Chi Minh Thought, the Party's approach to building socialist democracy and practicing democracy in local; political methodology. In the process of the research and presentation, I also use a combination of specific methods, such as: logical method combined with statistics, sociological survey, interviews, etc. specifically as followed:

- Overview of the research situation, applying documents analysis method in order to systematize, generalize, compare, and reflect.

- In the building scientific and practical basis, applying logical, historical, and system-structured approach…

- In the evaluating facts and identifying issues, applying sociology canalization and survey.

- Determine the direction and solution, applying forecasting analysis method, policy research, and behavioral analysis…

3. Major results and conclusions

3.1. The major results

- The thesis partly contributes to the clarification of the scientific, political, legal and practical basis for the research of democratic practice of people in rural areas.

- The thesis analyzes and evaluates accurately the situation and issues generated within the democratic practicing of Ha Tinh's rural people from 2007 to present.

- The thesis proposes orientations, groups of solutions based on academic and practical basis which participate in promoting democratic practice of Ha Tinh's rural people in the new situation.

3.2. Conclusions

ButDemocracy is categorized as a historical, political point. People enjoying the democratic rights is indispensable on the go of revolutionary process in Vietnam. At the right time, in order to turn democracy into target and motivation for society, all localities and organizations, especially rural areas must continuously implement the Party's views, guidelines, policies, and laws on democracy.

ButWith specific characteristics of natural conditions and cultural tradition, recently, Ha Tinh has gradually got developed in all fields and areas, highlighted by institutionalizing the Communist Party of Vietnam's guidelines on democracy, democracy practice and the promotion of the people's democracy, which recognized by outstanding achievements. This is evidenced by the active contribution of the rural people in all aspects of life and society. However, due to the institutional inadequacies, the negative impacts of the market mechanism, the democracy practice of Ha Tinh's rural people is encountering with obstacles and difficulties which can be solved by thoroughly understanding the situation in the world and in Vietnam to propose solutions to promote the practice of democracy in Ha Tinh's rural.

ButTo the current requirements of our country, Ha Tinh should continue to advocate solutions to promote and improve the practice of democracy in rural areas within the development strategy; convey the content of democratic practice deeply to reality in association with the aim to build and perfect socialist democracy. Continue to reform the political system in a streamlined way. To well implement multiple solutions related to perception, ideology, policy, implementation, examination and evaluation of the democratic practice in the local. Actual, democratic practice of Ha Tinh's rural people will be increasingly effective.
