ButThis study aims to analyze and clarify the nature of effectiveness as the correlation between stated goals and achieved results, and to build and refine a system of criteria for evaluating the effectiveness of the political system at the commune level.
- To survey and assess the current state and effectiveness of the commune-level political system in Ha Nam province, and to identify the issues that need to be addressed to improve the effectiveness of the commune-level political system in Ha Nam province in the coming period.
- To predict the development trends of the commune-level political system, and thereby propose solutions to maximize its potential and improve its operational efficiency.

The effectiveness of the commune-level political system is a crucial yet complex issue. The practical demands of reforming the political system in general, and the commune-level political system in particular, require in-depth research and comprehensive scientific analysis to create unity in understanding and action, thereby further enhancing the effectiveness of the commune-level political system. Throughout its development, the operation of the commune-level political system in Ha Nam province has always been characterized by favorable conditions, but also by numerous difficulties and challenges stemming from both objective and subjective factors. Despite these conditions, the commune, ward, and town-level political systems in Ha Nam province have achieved many noteworthy successes, laying a solid foundation for the overall development of the locality. However, alongside these achievements, certain limitations remain. Improving the effectiveness of the commune-level political system in Ha Nam currently faces four key issues that need addressing. These include: the quality and effectiveness of the staff in the political system at the commune, ward, and town levels still have many shortcomings; coordination between the constituent parts of the commune-level political system is sometimes overlapping and incomplete; the content and methods of operation of the components have been fundamentally reformed and achieved effectiveness, but are not truly uniform among the parts and components in the commune-level political system; the model and operating methods of the commune-level political system are applied according to the general model of the political system without taking into account the specific characteristics of the operating area, and this limits the effectiveness of the political system in communes, wards, and towns in general and in Ha Nam in particular.
Improving the effectiveness of the commune-level political system in Ha Nam province requires a thorough understanding of fundamental principles and the simultaneous implementation of basic solutions. This includes creating a shift in awareness and responsibility among all levels and sectors, leveraging the strength of organizations and forces involved in the process of innovation, improvement, and enhancement of the effectiveness of the commune-level political system; innovating the content and methods of operation of grassroots Party organizations, local governments, the Fatherland Front, and other socio-political organizations, especially the coordination of activities among the components of the commune, ward, and town-level political system. Innovating and improving the effectiveness of the commune-level political system in Ha Nam province is a complex and long-term process requiring the flexible application of a system of basic solutions, focusing on further enhancing the leadership capacity, fighting strength, and prestige of grassroots Party organizations, and improving the effectiveness of government management and administration. This creates close coordination between the Party, the government, the Fatherland Front, and political and social organizations to implement socio-economic tasks, raise the intellectual level and improve the material living standards of all the people.

Under these conditions, the political system of communes, wards and towns in Ha Nam province has gained remarkable achievements, creating a solid foundation for the development of the local. However, besides these achievements, there are certain limitations. Improving the performance of the commune-level political system in Ha Nam Province is currently facing four issues that need to be addressed. These are: The quality and performance of the staff in the political system of communes, wards and towns are still many inadequacies; The coordination between the components of the commune-level political system has been overlapped and omitted; The content and mode of operation of the elements basically have been reformed and effective, but not equal between the components and elements in the commune-level political system; The model and mode of operation of the commune-level political system are applied in the general pattern of the political system, regardless of the specific characteristics of the geographical area and this limits the performance of the political system in communes, wards and towns in general and in Ha Nam Province in particular.
Improving the performance of the commune level political system in Ha Nam Province needs to thoroughly grasp the principle view and conduct to synchronize basic solutions. While it is necessary to create changes in awareness and responsibility of all levels, branches, promote the strength of organizations and forces involved in the innovation process, complete and improve the performance of the commune level political system, renew the contents and mode of operation of party administration organizations, Fatherland Front and socio-political organizations; especially the coordination between the components of the political system of communes, wards and towns. Renovating and improving the effectiveness of the commune-level political system in Ha Nam is a complex and long-term process; it requires to apply flexibly basic solutions, focus on promoting the leadership capacity, fighting power and prestige of party organizations, enhance the effectiveness of management and administration of government; creating a close cooperation between the Party, the Government, the Fatherland Front and socio-political organizations to carry out socio-economic tasks, raise the people's intellectual level and material life for all people.
