To further clarify this vision, a reporter from Nhan Dan Newspaper had an interview with Professor, Doctor, and Distinguished Educator Phung Huu Phu, Chairman of the Science and Training Council, and former Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi.
-Professor, Doctor, Meritorious Teacher Phung Huu Phu, as someone who has been closely associated with and made many contributions to the development of Hanoi National University, when listening to the speech of General Secretary and President To Lam at the ceremony commemorating the 120th anniversary of Hanoi National University's founding, what message resonated with you the most, and what is the significance of that message in the current context?
Prof. Dr. Phung Huu Phu:In the broadest terms, the current educational development strategy is a continuation and development of President Ho Chi Minh's ideas from 1945. In his speech at the first opening ceremony of the Vietnam National University on November 15, 1945, President Ho Chi Minh expressed his wish that the country's universities should make a direct and practical contribution to the nation-building process; and at the same time, reach international standards, so that our nation could "reach the pinnacle of glory to stand shoulder to shoulder with the great powers of the world."
Today, that great aspiration continues to be concretized by our Party through high-quality higher education, reaching international standards and directly contributing to the development of the country. This is a continuation of President Ho Chi Minh's ideology in a new era, a new context, and with new demands.
In that context, what impressed and deeply moved me most were the seven strategic directions that General Secretary and President To Lam assigned to Hanoi National University. In summary, the overarching spirit is: It is time to act decisively, with the highest political determination and the most practical solutions, in order to enable higher education to make a worthy contribution to the cause of national liberation and create a breakthrough in the country's development in the coming years.
-General Secretary and President To Lam emphasized that Hanoi National University must strive to become a modern, elite university, multidisciplinary and multi-field, operating according to the model of an innovative university and capable of leading the nation. He assessed what groundbreaking changes this model has created and is currently creating for Vietnam's higher education system.
Prof. Dr. Phung Huu Phu:The decision to establish the Vietnam National University, Hanoi, more than 30 years ago was a profoundly strategic move, creating new advantages and strengths for Vietnamese higher education. This significant transformation is clearly demonstrated in three aspects: Firstly, it is a multidisciplinary, high-quality university model; organized and operated according to an advanced, autonomous, and integrated governance model.

Secondly, this model allows for the full utilization of the intellectual resources of the scientific staff. While previously universities operated relatively independently, now, within a unified university complex, scientists from various fields have the opportunity to collaborate, connect, and support each other in a unified environment.
Thirdly, this model creates a new international standing. Thanks to its synergistic strengths, access to advanced governance models, and a large intellectual workforce, Hanoi National University in particular and Vietnamese higher education in general are well-positioned to enhance their standing in the process of globalization and international integration.
- Sir, in the development strategy of Hanoi National University, what directions should be prioritized in training human resources to directly contribute to the country's development in the new era?
Prof. Dr. Phung Huu Phu:For many years, Hanoi National University has focused on combining mass training to provide high-quality human resources with talent and talent development. However, based on the country's development realities and new requirements, we need to place even greater emphasis on elite training.
Depending on the specific field, specialized programs need to be developed to train leaders and managers in the social sciences and humanities; leading experts in strategic and core technologies; and competent personnel in legal affairs, creative economics, foreign relations, culture, and arts.
The crucial factor is to identify, track, and nurture talented individuals from an early age.

Hanoi National University has a unique advantage in possessing a system of specialized high schools – places that have nurtured and continue to nurture many young talents. If these students receive more attention, closer monitoring, and more appropriate training and development programs, I believe that in the future, we will have a larger and higher-quality pool of talented leaders, managers, scientists, technologists, and cultural figures, who will continue to make significant contributions to the development of the country.
