Accordingly, the Digital Competency Framework was developed with the goal of helping students of the University of Social Sciences and Humanities acquire the necessary digital competencies to live, study, work, and participate in social interactions proactively, positively, and safely in the digital environment.
This digital competency framework is widely used and provided to all organizations and training institutions as a reference document for developing digital competency programs for specific target groups.
The digital competency framework for students of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, comprises 7 competency groups with 26 criteria:
1. Operating equipment and software
2. Information and Data Extraction
3. Communication and collaboration in the digital environment
4. Digital safety and security
5. Digital content creation
6. Learning and developing digital skills
7. Utilizing digital skills for your career.
The specific competencies described within each of these major competency groups are also categorized and reorganized to place less emphasis on technical aspects of operations and more on applying technology to practice through attitudes, empathy, critical thinking, problem-solving, and innovation.
Previously, in November 2022, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, collaborated with the Association of Vietnamese Universities and Colleges and Meta Group to organize the workshop "Digital Competency for Students in the Context of Digital Transformation in Higher Education". At the workshop, a team of experts from the University of Social Sciences and Humanities announced the first Digital Competency Framework for students in Vietnam, based on research and references from many popular digital competency frameworks worldwide. This framework has been widely referenced by domestic training institutions to develop digital competency development programs, aiming to help learners acquire the necessary skills and knowledge to study, work, and communicate effectively and safely in the digital environment. Simultaneously, representatives of the drafting team presented detailed information on the content and effective use of two documents: the "Handbook for Developing Digital Competency" and the "Digital Competency Monograph".
The proactive research and application of a digital competency framework for students, as well as the pioneering role in digital transformation that the University of Social Sciences and Humanities has been undertaking in recent times, were highly appreciated by the delegates attending the event.

At the seminar, Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, emphasized that Vietnamese students possess the qualities and opportunities for comprehensive development in the digital environment. These individuals will be the pillars and future leaders of the country, so equipping them with digital skills to prepare for entry into the labor market is extremely important. The current necessity is to provide young people with basic knowledge and skills about the digital world, giving them a multi-faceted perspective and helping them build their own value system based on respect for differences, empathy, and the ability to critically question.
