Affirming the immense historical significance of President Ho Chi Minh's return to Vietnam.The workshop was attended by leaders of the Party and State, leaders of central ministries and agencies; leaders of Cao Bang province and some localities; leaders of Hanoi National University, the University of Social Sciences and Humanities; a large number of scientists and management staff from research and training institutions, central and local management agencies, and some international scientists. In her opening remarks, Comrade Dinh Thi Mai, Deputy Head of the Central Propaganda and Mass Mobilization Department, affirmed that the seminar is a scientific activity with profound significance in terms of politics, ideology, theory, and practice; contributing to clarifying the immense historical value of President Ho Chi Minh's return to Vietnam; and providing important scientific arguments to serve the work of propaganda, revolutionary tradition education, and fostering faith and aspirations for national development in the new era.
Exactly 85 years ago, on January 28, 1941, after 30 years of wandering in search of a way to save the country, Leader Nguyen Ai Quoc crossed the border and returned to his homeland. This momentous historical event not only marked a decisive turning point in the Vietnamese revolution but also opened up a strategic phase in the struggle for independence and national liberation.
With keen political insight and a profound strategic vision, President Ho Chi Minh chose Cao Bang – a region with a special geopolitical, defense, and security position, and rich in patriotic traditions – as the first revolutionary base. Here, he directly led the revolutionary movement, presided over the Eighth Central Committee Conference (May 1941), and finalized the national liberation strategy, placing national liberation as the top priority.
From Pac Bo - Cao Bang, the revolutionary flame spread throughout the country, leading to the birth of the Viet Minh Front, the Vietnam Propaganda and Liberation Army, and the great victory of the August Revolution in 1945, giving birth to the Democratic Republic of Vietnam - now the Socialist Republic of Vietnam.
These victories laid the ideological, political, and organizational foundation for the entire Vietnamese revolutionary process, creating the basis for today, under the leadership of the Party, our country to confidently move into a new era of development – the era of the Vietnamese nation's resurgence.
Comrade Phan Thăng An - Secretary of the Cao Bằng Provincial Party Committee - delivered a welcoming speech at the workshop.
In his welcoming remarks at the conference, Comrade Phan Thang An, Secretary of the Cao Bang Provincial Party Committee, affirmed that the conference, held at the University of Social Sciences and Humanities, Vietnam National University, Hanoi – a leading training and scientific research center in the country – with the participation of many leaders, scientists, and reputable experts in the fields of history, political theory, and culture, demonstrates a high sense of responsibility and close coordination between the locality and the training and research institution, aiming to further disseminate the historical, theoretical, and practical values of this momentous event.
At the conference, scientists presented papers and discussed topics such as: Ho Chi Minh's return to Vietnam: A significant milestone, historical meaning, and enduring value (Assoc. Prof. Dr. Bui Dinh Phong, Ho Chi Minh Institute and Party Leaders - Ho Chi Minh National Political Academy); The role of Cao Bang in the revolutionary movement during the 1930-1945 period (Assoc. Prof. Dr. Nguyen Ngoc Ha, Deputy Editor-in-Chief of the Communist Magazine); The position of Cao Bang in Vietnamese history (Prof. Dr. Nguyen Quang Ngoc, Vice President of the Vietnam Historical Science Association); Ho Chi Minh's three departures from Pac Bo: Activities that initiated modern Vietnamese diplomacy (Prof. Dr. Pham Hong Tung, Chairman of the Science and Technology Council, Institute of Literature and Development); Further understanding of the culture of national salvation in Ho Chi Minh's writings in Cao Bang during the 1941-1943 period (Assoc. Prof. Dr. Pham Quang Long, former Rector of the University of Social Sciences and Humanities). Building the Cao Bang Revolutionary Base, a strategic decision of Leader Nguyen Ai Quoc (1941-1945) (Comrade Nong Hai Pin, former Standing Committee member of the Provincial Party Committee, former Head of the Propaganda Department of the Cao Bang Provincial Party Committee)... In addition, the conference also received video presentations from researchers in China and Russia.

Professor Phung Huu Phu, former member of the Central Committee of the Communist Party of Vietnam, former Vice Chairman of the Central Theoretical Council, and Chairman of the Science and Training Council of the University of Social Sciences and Humanities, summarized the conference.
The workshop was attended by leaders from central ministries and agencies, leaders from Cao Bang province, Vietnam National University, Hanoi, and the University of Social Sciences and Humanities.
The Organizing Committee of the Conference received 225 full papers from scientists and managers from agencies and localities nationwide, of which 150 papers were selected for publication in the conference proceedings. The proceedings are organized into three main themes: The historical context of President Ho Chi Minh's return to Vietnam and the role and position of Cao Bang in the Vietnamese revolution; President Ho Chi Minh's return to Vietnam: Role, imprint, and impact on the Vietnamese revolution; The system of relics associated with President Ho Chi Minh in Cao Bang: Value and conservation solutions in the context of the digital age.
Promoting the cultural and historical values of Cao Bang province.At the workshop, scientists proposed and discussed issues related to the research, preservation, and promotion of the value of relics associated with President Ho Chi Minh in Cao Bang province within the context of economic and cultural development in the digital age. The issues raised and discussed at the workshop received significant attention from delegates, such as: The role of the Pac Bo Special National Relic in the socio-economic development of Cao Bang today (Mr. Ha Ngoc Chien, former Member of the Central Committee of the Communist Party of Vietnam, former Chairman of the National Assembly's Ethnic Council, former Secretary of the Cao Bang Provincial Party Committee); Developing tourism associated with historical and revolutionary relics in Cao Bang province (Assoc. Prof. Dr. Pham Hong Long, University of Social Sciences and Humanities); Connecting Pac Bo tourism development with the Guangxi Red Tourism Route (China) (Mr. Dinh Ngoc Hai, former Deputy Director of the Department of Culture and Information of Cao Bang province)...
Speaking at the conference, Comrade Phan Thang An, Secretary of the Cao Bang Provincial Party Committee, emphasized that for the Party Committee, government, and people of all ethnic groups in Cao Bang province, President Ho Chi Minh's return to Vietnam is not only a sacred source of pride but also a great spiritual motivation and a solid foundation for the locality to continuously strive in the cause of building and developing the homeland.
For the past 85 years, upholding the teachings and revolutionary moral example of President Ho Chi Minh, the Party Committee, Government, and people of all ethnic groups in Cao Bang province have always united and strived to overcome difficulties, gradually developing. From a mountainous province facing many challenges, Cao Bang is actively exploiting its potential and advantages, promoting socio-economic development, maintaining national defense and security; and at the same time preserving and effectively promoting the values of revolutionary cultural and historical heritage, including the Pac Bo National Special Historical Site - a "red address" of special importance in educating future generations about patriotic and revolutionary traditions.

Along with preserving and promoting revolutionary cultural and historical values, in recent years, Cao Bang province has made many positive changes in socio-economic development, gradually effectively exploiting the potential and advantages of a locality rich in cultural identity and tourism resources. Cao Bang province concludes 2025 with many impressive figures: achieving and exceeding 9 out of 16 socio-economic targets; GRDP target increased by 8%; budget revenue increased by 62% compared to 2024, exceeding the plan by 92% and the central government's assigned estimate by 104%; import and export exceeded the plan by 77%, increasing by 79%; tourism increased by 12% in visitor numbers and nearly 38% in revenue; agriculture maintained its development momentum with tobacco and ginger both exceeding the plan.
2026 also marks the first year of implementing the Resolution of the 20th Provincial Party Congress with challenging goals: 10% GRDP growth; GRDP per capita reaching VND 56.85 million; digital economy contributing at least 9%; budget revenue increasing by 12%; and multidimensional poverty reduction exceeding 3%.
In the context of the country entering a new stage of development, accelerating the process of reform and deep international integration, the study and creative application of Ho Chi Minh's thought has even deeper contemporary significance. The lessons from President Ho Chi Minh's return to Vietnam – about independence, self-reliance, putting the people first, and linking theory with practice – still retain their value today for the cause of building and defending the socialist Vietnamese Fatherland in general and Cao Bang province in particular.
Within the framework of the Conference, delegates attended a ceremony to offer incense at the memorial to President Ho Chi Minh in the Traditional Room of the University of Social Sciences and Humanities.
The exhibition of images titled "Uncle Ho with Cao Bang" was held right on the campus of the University of Social Sciences and Humanities.
