Implementing Plan No. 1402/KH-BGDĐT dated August 16, 2023 of the Ministry of Education and Training (MOET) on organizing the Vietnamese Speaking Contest for foreign students in Vietnam in 2023, the Organizing Committee hereby notifies universities, academies; universities, pedagogical colleges; Vietnamese language preparatory training institutions registering to participate in the above Contest (hereinafter referred to as training institutions) of some contents regarding the organization of the Contest as follows:
1. Contest Rules
Decision No. 3180/QD-BGDDT dated October 13, 2023 of the Minister of Education and Training on amending and supplementing the Regulations of the Vietnamese Speaking Contest for Foreign Students in Vietnam in 2023 issued together with Decision No. 2364/QD-BGDDT dated August 16, 2023 (Attached document:

2. Time and place of exam
a) Preliminary round
- Cluster 1 (Northern region): from 8:30 a.m. on October 28, 2023 (Saturday) at the University of Social Sciences and Humanities - Vietnam National University, Hanoi, 336 Nguyen Trai Street, Thanh Xuan District, Hanoi City;
- Cluster 2 (Central region): from 8:30 a.m. on November 3, 2023 (Friday) at University of Foreign Languages - University of Danang, No. 131 Luong Nhu Hoc, Khue Trung ward, Cam Le district, Danang city;
- Cluster 3 (Southern region): from 8:30 a.m. on November 10, 2023 (Friday), at the University of Social Sciences and Humanities - Ho Chi Minh City National University, 10-12 Dinh Tien Hoang, Ben Nghe Ward, District 1, Ho Chi Minh City.
b) Final Round:
From 8:30 a.m. on December 1, 2023 (Friday), at the University of Social Sciences and Humanities - Ho Chi Minh City National University.
3. Some other content
- The Organizing Committee will arrange for the teams to test the stage, draw lots to divide into Group 1 and the order of competition 1 day before the competition date at the Competition venues.
- The stage at the Competition venues is equipped with a large screen sound system, which the teams can use to create effects and show supporting video clips;
- The training facility hosting the Competition venue prepares relevant conditions and guides distant teams regarding travel and accommodation.
