Celebrating 10 years of the Institute of Policy and Management: A journey of many achievements.

On November 3, 2023, the Institute of Policy and Management under the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) celebrated its 10th anniversary, marking a milestone in its development and significant contributions to policy and management research in Vietnam.
The anniversary ceremony was attended by distinguished guests and scientists who have dedicated much effort and intellect to the development of IPAM.
Attending the ceremony, on behalf of the University of Social Sciences and Humanities were Prof. Dr. Phung Huu Phu - Former Vice Chairman of the Central Theoretical Council, Former Deputy Head of the Central Propaganda Department, Chairman of the Science and Training Council of the University of Social Sciences and Humanities, VNU Hanoi; Prof. Dr. Nguyen Van Khanh - Former Rector of the University of Social Sciences and Humanities, Former Director of the Institute of Policy and Management; Assoc. Prof. Dr. Dao Thanh Truong - Vice Rector of the University of Social Sciences and Humanities, Head of the Executive Board of the VNU Scientists Club, Director of the Institute of Policy and Management; Assoc. Prof. Dr. Dang Thi Thu Huong - Vice Rector of the University; Assoc. Prof. Dr. Vu Cao Dam - Chairman of the Science and Training Council, Institute of Policy and Management; and representatives of the leadership of departments and faculties of VNU-USSH.
Representing Vietnam National University, Hanoi were Assoc. Prof. Dr. Pham Bao Son - Vice Director, Prof. Dr. Nguyen Huu Duc - Former Vice Director, and leaders of various departments within Vietnam National University, Hanoi.
Representing the Rosa Luxemburg Institute (RLS), Germany, were Ms. Gabriele Zimmer - Member of the Institute's Executive Board; Mr. Joerg F. Schultz - Former Head of Asia, Rosa Luxemburg Institute; Mr. Philip Degenhardt - Head of Regional Cooperation in Asia, Rosa Luxemburg Institute; Mr. Stefan Mentschel - Regional Director of Rosa Luxemburg Institute for Southeast Asia - Hanoi Representative Office; along with representatives from the RLS Institute's departments and regional fund directors.
Among the guests representing central and local agencies were Dr. Tran Van Tung - former Deputy Minister of Science and Technology, Mr. Nguyen Thanh Duy - Director of the Department of Science and Technology of Soc Trang province; leaders of offices and programs of the Ministry of Science and Technology, the Intellectual Property Office and institutes under the Ministry.
The celebration received attention and participation from leaders and distinguished guests from agencies under the National Assembly, ministries and departments, bureaus, localities, directors of provincial Departments of Science and Technology, rectors of universities and academies, scientists, and many news agencies.
Assoc. Prof. Dr. Dao Thanh Truong delivered the opening speech at the ceremony commemorating the 10th anniversary of the Institute of Policy and Management.
In his opening remarks at the ceremony, Associate Professor Dr. Dao Thanh Truong emotionally shared:The anniversary ceremony was a very special and meaningful milestone, looking back on the 10-year journey of the Institute of Policy and Management, and also the 32-year development from a research program-research center-institute model to its current status as a key research center of Vietnam National University, Hanoi."
Accordingly, since 1991, with the support of the University of Social Sciences and Humanities, Assoc. Prof. Dr. Vu Cao Dam and his colleagues established the "Sociological Research Program on Policy and Science and Technology". After 10 years of operation and development, the program was renamed the "Sociological Research Program on Environment and Development".
Faced with the need to expand collaborative projects and build a policy research network in Vietnam, in 2022, the Center for Policy Research and Analysis (CEPSTA) was established under the University of Social Sciences and Humanities, based on the results of the research program.
In 2013, based on the development potential of CEPSTA and the practical need for the formation of think tanks in policy research in Vietnam, in April 2013, with the permission of Vietnam National University, Hanoi, the Rector of the University of Social Sciences and Humanities decided to establish the Institute of Policy and Management (IPAM). It can be said that the development of IPAM in recent years is thanks to the attention and support of the Board of Directors of Vietnam National University, Hanoi, the Board of Directors of the University of Social Sciences and Humanities, and the collaboration of domestic and international partners, including the Rosa Luxemburg Foundation, Federal Republic of Germany.
The commemorative ceremony paid special tribute to the generations of leaders and scientists who built the foundation of IPAM, including Assoc. Prof. Dr. Vu Cao Dam - the founder and Chairman of the Scientific Council of IPAM; Prof. Dr. Nguyen Van Khanh - former Rector of the University of Social Sciences and Humanities, former Director of the Institute of Policy and Management; Assoc. Prof. Dr. Tran Van Hai; Dr. Trinh Ngoc Thach… These scientists founded and laid the groundwork for IPAM over the past 10 years and have also inspired generations of IPAM students to strive and develop.
Associate Professor Dr. Dao Thanh Truong emphasized:For me personally, as the Director, seeing my students mature from IPAM, inheriting the traditions of the teachers and students of the Institute of Policy and Management, is the greatest success and the most sustainable achievement for IPAM."
Associate Professor Pham Bao Son - Vice Director of Vietnam National University, Hanoi, expects IPAM to continue to play a pioneering role in research, training, policy consulting, and management.
Associate Professor Pham Bao Son - Vice Director of Vietnam National University, Hanoi, expressed his hope that IPAM will continue to play a pioneering role in research, training, policy and management consulting, and contribute to VNU's cooperation activities with localities and domestic and international partners.I am very confident that with the effective leadership of the Institute's Board of Directors and the efforts and dedication of the Institute's experts and staff, IPAM will achieve even more success in the future."—Associate Professor Pham Bao Son expressed.
Professor, Doctor, Meritorious Teacher Phung Huu Phu delivered a congratulatory speech to the IPAM Institute of Policy and Management.

Professor, Doctor, People's Teacher Nguyen Van Khanh - Former Rector of the University of Social Sciences and Humanities, Former Director of the Institute of Policy and Management, shared that the results and successes of IPAM have proven the correct direction in the operational goals of a research center with the mission of being a leader in "Developing Ideas, Awareness, and Innovation"This creates an important foundation for the Institute to continue carrying out its policy advisory tasks linked to the development needs and social realities of the country.
“In the coming decades, building on the achievements made, I expect IPAM to play the role of a think tank similar to the Lee Kuan Yew School of Public Policy at the National University of Singapore, leading the way in innovation, especially in research and policy consulting in Vietnam.”"—Professor, Doctor, People's Teacher Nguyen Van Khanh stated.
At the ceremony, the Institute of Policy and Management was honored to receive recognition and commendation decisions from Vietnam National University, Hanoi, in acknowledging its significant efforts and achievements over the past 10 years.
Vice Rector of Vietnam National University, Hanoi, Pham Bao Son presented the Decision of the Rector of Vietnam National University, Hanoi, recognizing the Institute of Policy and Management as a key research center oriented towards applied research in the period 2023-2028.

The Director of Vietnam National University, Hanoi, awarded Certificates of Merit to the Institute of Policy and Management for outstanding achievements in scientific and technological research and innovation in 2022.
 
 
 
 
Awards of commendation were presented to the Institute of Policy and Management - a key research center of the Vietnam National University - and six individuals for their outstanding achievements in building and developing the unit, on the occasion of the 10th anniversary of the Institute of Policy and Management.
Mr. Joerg Schultz of the Rosa Luxemburg Foundation congratulated IPAM on its achievements over the past 10 years.
At the ceremony, the Institute for Policy and Management and the Rosa Luxemburg Foundation (RSL) of Germany solemnly celebrated 20 years of cooperation and signed a memorandum of understanding to further deepen the relationship between the two organizations. The cooperation between the Institute for Policy and Management and the Rosa Luxemburg Foundation is the longest-standing and most sustainable partnership, spanning over 20 years, since the first project, "Vietnam-Rosa Luxemburg Project on Policies Studies," in 2002.
Also on this special anniversary, the Institute for Policy and Management is organizing an international seminar on the theme "Social Change and Issues of Science, Technology and Innovation Management in Vietnam" and a book and photo exhibition showcasing valuable documents on the formation and development of IPAM.
The exhibition will continue from November 6-8, 2023, at building D of the University of Social Sciences and Humanities, VNU Hanoi.
