Representing the University of Social Sciences and Humanities, VNU Hanoi, were Prof. Dr. Hoang Anh Tuan - Rector of the university; Assoc. Prof. Dr. Vu Van Quan - Head of the History Department, Director of the Center for Research and Promotion of Cultural Resources (CRaDCR); Dr. Nguyen Van Anh - Deputy Director of the Center; and lecturers and scientists from CRaDCR.
The delegation from Xín Mần district included Mr. Phạm Duy Hiền - Chairman of the People's Committee of Xín Mần district; Mr. Nguyễn Mạnh Hùng, Head of the District Department of Culture and Information; Mr. Nguyễn Tiến Yên - Political Commissar, District Military Command; Mr. Nguyễn Đức Thành - Deputy Director of the Culture, Information and Tourism Center; and Mr. Lê Quý Anh - Deputy Chief of the Office of the District People's Council and People's Committee.
Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, shared that VNU-USSH is ready to cooperate and support Xin Man district, Ha Giang province in research and training activities.
Comrade Pham Duy Hien - Chairman of the People's Committee of Xin Man District, Ha Giang Province, expressed confidence that cooperation with VNU-USSH will bring many benefits to the locality.
During the meeting, the Chairman of the People's Committee of Xi Man District requested the University's cooperation and support in researching and evaluating the value of historical sites and scenic spots; the potential and orientation of local tourism; and supporting training to enhance the capacity of local officials in the fields of archival work, office management, and reception. Regarding the research and evaluation of the value of historical sites and scenic spots in the district, both sides agreed that, initially, the University will support the district in researching, collecting, and evaluating the value of the Nan Ma historical site. Accordingly, the Center for Research and Promotion of Cultural Resources under the University of Social Sciences and Humanities, Vietnam National University, Hanoi, will be the unit directly implementing activities to collect and research documents, organize workshops on evaluating the value of the Nan Ma historical site in the first quarter of 2024; and provide scientific arguments for the construction of the dossier proposing the recognition of Nan Ma as a national-level historical site.

Furthermore, the leaders of the Xin Man District People's Committee shared their desire for scientists from VNU-USSH to collaborate in researching and understanding the district's remaining challenges in order to identify causes and solutions, such as the ongoing suicide rate in some communities within the district.

Center for Research and Development on Cultural Resources (CRaDCR)Established by Decision No. 2008/QD-XHNV-TC dated July 18, 2018, of the Rector of the University of Social Sciences and Humanities. As of 2023, the center has a history of establishment and operation spanning 5 years (2018-2023).
On September 11, 2020, the Department of Science and Technology under the Hanoi People's Committee certified the Center for Research and Promotion of Cultural Resources as an organization operating in the field of science and technology; conducting scientific research in the field of culture; and providing scientific and technological services such as: consulting, transferring research results, participating in training and knowledge enhancement, organizing scientific seminars and conferences, and international cooperation in the field of culture.
CRaDCR has implemented numerous professional activities in research, transfer of research results, and policy consulting, most notably:
- Participation in the implementation of national-level science and technology projects: i) Compiling the National Calendar of Vietnam (abbreviated as National History); ii) Researching and developing the National Geographical Gazetteer of Vietnam: "History Volume", code: NVQC.19.08 under the special national-level science and technology task "Developing the National Geographical Gazetteer of Vietnam";
- Participated in conducting two archaeological surveys and excavations: i) Collaborating with the Historical Research Board, Department of Culture, Sports and Tourism of Thanh Hoa province to excavate the Van Lai Yen Truong relic site; ii) Collaborating with the Department of Culture, Sports and Tourism of Bac Ninh province to organize the excavation and archaeological research of Tinh Lu Pagoda relic site, Lang Ngam commune, Gia Binh district, Bac Ninh province.
- In coordination with local authorities, we organized two scientific seminars to provide a basis for developing and implementing policies on the preservation and promotion of cultural heritage values: i) In coordination with the People's Committee of Lang Son City, we organized a seminar on the Nhi-Tam Thanh historical site, To Thi mountain, Mac Dynasty citadel, cultural heritage and tourism potential; ii) In coordination with the Ninh Binh Department of Culture, we organized a seminar on "Traditional and Modern Ninh Binh Ancient Pottery Craft."
- Implemented 3 projects related to policy planning in Quang Ninh province, Ha Long city and Cam Pha city, Quang Ninh province: i) Project: Management and organization of festivals in Quang Ninh province until 2025, with orientation to 2030 (already completed); ii) Project: Management, preservation and promotion of the value of historical sites and scenic spots in Hoanh Bo district (formerly) until 2030, with vision to 2035 (already completed); iii) Project: Management, preservation and promotion of the value of historical sites and scenic spots in Cam Pha city until 2025, with vision to 2030 (already completed).
- Develop a Code of Conduct for Quang Ninh province.
