Vietnam participated as a member country, and the Ministry of Education and Training (MOET) appointed Assoc. Prof. Dr. Do Van Hung, Head of the Department of Information and Library Science, University of Social Sciences and Humanities (USSH), Vietnam National University, Hanoi, as the official representative to present the national report and participate in the discussion.
Overview of the SEAMEO INNOTECH 2025 Forum
The objective of this meeting is to develop a regional policy framework on artificial intelligence in education for Southeast Asian countries. Given the profound impact of AI on education at all levels, ASEAN countries need a policy framework for the adoption and deployment of AI in education, focusing on using AI to promote educational equity, human-centered approaches, AI serving human development, fostering innovation, and improving the quality of education. Therefore, policies need to be clearly defined, comprehensive, and long-term-oriented. The policy framework aims to strengthen national capacity by providing guiding principles that can adapt to each country's specific context, resources, and development goals. This adaptability is key to ensuring that AI technologies are used in a way that respects human dignity, promotes inclusivity, and contributes to the common good of learners, educators, and society.
In its national report, Vietnam emphasized that AI has been identified as a strategic driver for education in line with Resolution 71-NQ/TW on breakthroughs in education development and Resolution 57 on science, technology, and digital transformation. With over 25 million learners, Vietnam's strategy is geared towards building a smart learning ecosystem, in which AI plays a crucial role in promoting educational innovation, personalized learning, and supporting the development of high-quality human resources, ready for the country's new phase of development.
At the forum, USSH representatives also shared outstanding results in their collaboration with Meta – one of the largest AI literacy programs in the region. Since 2023, USSH and Meta have developed an AI competency framework for learners, created AI training programs for faculty and students, published the AI Literacy 2025 book series, and organized numerous training courses to enhance awareness, ethics, and skills in using AI in an academic environment. Professor Hoang Anh Tuan, the Rector of the University, emphasized: This is considered an effective university-enterprise cooperation model, contributing to the preparation of high-quality human resources for Vietnam.
Vietnam's report on AI in Education at the SEAMEO INNOTECH 2025 Forum
At the roundtable discussion on AI governance and policy development in education, the Vietnamese representative emphasized three priorities: (1) building an ethical framework and learning data governance, (2) narrowing the digital divide between regions, and (3) strengthening AI capacity training for teachers and administrators. This perspective was highly appreciated by the international community and included in the recommendations for the regional policy framework.

The 2025 Forum concluded with a shared commitment from ASEAN countries to build a responsible, humane, and sustainable AI-based education environment. Vietnam was recognized as one of the pioneering countries with a synchronized approach from policy to practical implementation. The regional policy framework on AI applications in education continues to be reviewed, expanded, and adjusted, and will be published early in 2026.
