The Party Committee of the University of Social Sciences and Humanities is preparing to organize the 28th Party Congress to evaluate the results of the implementation of the Resolution of the 27th Party Congress for the 2015-2020 term and to determine the direction and tasks of the University's leadership in the 2020-2025 term.
The Congress took place on the occasion of the 25th anniversary of the establishment of the University of Social Sciences and Humanities (1995 - 2020), the 75th anniversary of the tradition of the University of Letters (1945 - 2020). The Congress has a special significance not only to summarize the 5-year working term (2015 - 2020), but also to look back on a quarter of a century of construction and growth of the University's Party Committee, thereby setting out the development orientation of the University of Social Sciences and Humanities in the coming decades.
Political and ideological education work achieved important results.
During the 2015-2020 term, the Party Committee of the University thoroughly grasped and focused on directing and organizing the implementation of the Resolution of the 27th Party Congress, the Resolution of the 5th Party Congress of VNU, resolutions and directives of Party committees at all levels in a methodical and drastic manner and achieved good results. The Party Committee regularly updated, disseminated and thoroughly grasped the Party's policies and resolutions on Party building, internal political protection, Party discipline, anti-corruption, etc. At the same time, it guided and required Party cells to ensure good implementation of the Party's principles of activities, supplemented the content of self-criticism and criticism in the assessment of grassroots Party organizations and Party members; grasped the political and ideological situation, promptly resolved concerns and difficulties of cadres, civil servants and students; actively defended the Party's viewpoints, policies and guidelines, and the State's policies and laws.

The Party Committee has seriously implemented the grassroots democracy regulations. The Party Committee Secretary regularly schedules meetings with citizens. Every year, organizes dialogues between the School's leaders and staff, civil servants and students; publicly and transparently reports on the School's activities; sets out policies and directs the development of regulations to ensure the rights and gradually improve the lives of staff, civil servants and students.
The work of educating and fostering political and ideological awareness is carried out in many diverse, practical and lively forms. The Party Committee of the University of Social Sciences and Humanities has become a trusted address, chosen by higher-level Party and Youth Union agencies and organizations to work, survey, organize forums, summarize experiences in political and ideological education, and implement policies and resolutions related to students.
In general, political and ideological education has achieved important results. The vast majority of cadres, party members and students have a firm viewpoint and ideological stance, maintain moral qualities, and play a pioneering and exemplary role in performing their duties and tasks. Thanks to that, the School Party Committee has achieved many achievements in all aspects of work, maintaining the title of a typical clean and strong grassroots Party organization for many consecutive years. The School Youth Union and Student Association have been recognized as Excellent Units for many consecutive years. The School Trade Union has been recognized as a strong grassroots Trade Union for many consecutive years.
Innovating the organizational model, building a team of staff in the direction of a modern research university
Aiming to build a multidisciplinary, multi-field, research-oriented university model, based on practical requirements, the Party Committee has directed the establishment of the Department of Religious Studies; the Center for Sea and Islands, the Center for Research and Development of Cultural Resources; the consolidation of the staff of the Journal of Social Sciences and Humanities; the establishment of the High School for the Gifted in Social Sciences and Humanities; the establishment of 02 new units under the Faculty: the Department of Public Policy (under the Faculty of Management Sciences); the Center for Applied Research and Development of Social Work (under the Faculty of Sociology).
The Party Committee directed the streamlining of the apparatus and reorganization towards improving capacity and efficiency of work in accordance with the spirit of Resolution 18 and Resolution 19 of the Central Executive Committee. Piloting the transformation of the Research and Training Institute model in the School, in 2018, the Institute of Journalism and Communication Training was established. The School has reviewed and evaluated the performance of units from the department level, on that basis, developed a plan to restructure, integrate, and merge a number of departments in accordance with new requirements. Many units have implemented the plan according to the set roadmap.
The Party Committee has implemented the policy of appointing leaders and managers according to the regulations and criteria of VNU and the University; directed and implemented the planning of key staff of the University and its units for the period 2020 - 2025 and the next term; directed units to periodically review the planning; directed the rational use, creating connectivity of human resources between units, ensuring the stability of the organizational structure; directed the implementation of training and fostering of staff, meeting the standards of titles and degrees, exceeding the targets set by the 27th Congress.
During the past term, the organization and personnel work basically completed the assigned targets, some core targets were achieved and exceeded. There were tasks not set out in the Resolution, but the leadership and direction process promptly supplemented and completed them ahead of schedule.

Innovating admission methods, improving training quality
University admission and training in the period of 2015 - 2020 has many changes, with advantages and challenges. In that context, the Party Committee of the School has directed the implementation of a number of synchronous and timely solutions: building a specialized admission department under the Training Department; diversifying forms of promotion and admission consulting; streamlining the management and organization of training, adjusting industry and major planning to build new and suitable training programs; supporting the development of the teaching staff; increasing investment in training facilities; strengthening relations with agencies, businesses, political and social organizations, etc.
Training has achieved some positive results: university admissions attracted many applications: from 17,478 (2015) to 39,980 (2019), the number of successful candidates and students increased from 1,439 (2015) to 2,186 (2019); although postgraduate admissions have decreased, they still maintain 85% of graduate students and 90 to 100% of doctoral students compared to the assigned target. Other training systems have decreased slightly following the general trend of society but are still relatively stable.
Training organization activities have many innovations and achieved positive results, including building 06 new bachelor's training programs; 04 bachelor's training programs oriented towards socialization; 12 master's training programs; 03 doctoral training programs; adjusting university training programs to be compatible with training regulations and new labor market situations; building and developing a learning materials system.
There are many innovations in training organization and management, ensuring regulations and maximizing flexibility in planning and organizing training; promoting the application of information technology platforms; enhancing active interaction between lecturers and learners; managing and organizing standardized training data in a public and transparent manner; effectively coordinating training organization between units in the School and in VNU; strongly innovating teaching methods, testing and evaluation; initially applying online teaching and learning software systems in innovating training and testing and evaluation.

Under the leadership of the Party Committee, student affairs have made many improvements and achieved positive results, including the successful implementation of the one-stop model to facilitate students in handling administrative procedures. Initially, the role of the School's alumni network has been promoted.
Training quality assessment has been focused on and achieved many positive results to meet the development needs of higher education in the new situation. Inspection and legal work in the training field has achieved many positive results, contributing to maintaining good discipline, school order, scientific research and other activities of the School.
Creating high quality scientific products, enhancing international integration
The Party Committee's resolutions, conclusions and thematic reports have made important contributions to orienting scientific research work towards creating high-quality scientific products, enhancing international integration, and gradually developing the School towards a research university.
The school has maintained and promoted its position and prestige as a leading university in research in the field of social sciences and humanities in Vietnam, with international prestige. The school's scientific staff has presided over and organized the implementation of many scientific topics at all levels; many experts have been assigned to be the Heads of component tasks of major scientific programs of the State. Scientific research has been gradually internationalized, especially in the field of cooperation in organizing scientific conferences and international publications. In the past 5 years, the University has organized more than 50 international scientific conferences, published 06 monographs in prestigious international publishers, 68 articles published in journals in the ISI/SCOPUS system, 250 articles in other international journals. Many research projects of students have won scientific research awards at the Ministry level, VNU level and Central Youth Union level.
Under the leadership of the Party Committee, the cooperation and development work has achieved many successes, contributing to enhancing the position of the School. In recent times, the School has built and signed cooperation documents with more than 100 domestic and international partners, including many prestigious universities, research institutes, and scientific organizations; continuing to maintain and develop cooperation with funding funds.
Along with implementing many important international cooperation programs and projects, the University has received more than 170 foreign experts to teach and research. Many staff have been sent to study, teach, and exchange cooperation at advanced universities in the world; hundreds of students have received scholarships from international and domestic organizations; many students also have the opportunity to study, exchange and interact at foreign universities and partners.
In the coming time, the international and domestic situation will have both advantages and difficulties, opportunities and challenges intertwined, posing many tasks and higher and heavier requirements for the Party Committee of the University. Inheriting the tradition, prestige and social position, promoting the comprehensive resources of the country and the world, the Party Committee of the University will uphold the determination to unite, be proactive and creative in preparing conditions well, clearly defining goals and tasks to continue to innovate and develop the University in the term 2020 - 2025, with a vision to 2035, worthy of the glorious tradition, responding to the expectations of generations of cadres, civil servants, students and society, the trust of the Party, the State and VNU.
