Presidium of the Congress

Attending the Congress were: Professor Phung Huu Phu, Vice Chairman of the Central Theoretical Council; Associate Professor Nguyen Kim Son, Secretary of the Party Committee and Director of Vietnam National University, Hanoi (VNU); and 197 outstanding Party members representing nearly 300 Party members throughout the Party Committee.

According to the Political Report at the Congress, during the 2015-2020 term, the Party Committee of the University of Social Sciences and Humanities achieved significant accomplishments in many areas, successfully fulfilling the set targets. The Party Committee of the university identified policies and solutions to ensure leadership in professional activities, including many innovations in university admissions and training during the 2015-2020 period.

The university has established a dedicated admissions department within the Training Department; diversified its methods of promotion and admissions counseling; developed management and training organization processes; and adjusted the planning of majors and specializations to create new, relevant training programs. The university has implemented numerous policies to support the development of its faculty; increased investment in training facilities; and strengthened relationships with agencies, businesses, political and social organizations.

Therefore, university admissions attracted a large number of applications, increasing from 17,478 (in 2015) to 39,980 (in 2019); the number of admitted and enrolled students increased from 1,439 (in 2015) to 2,186 (in 2019). Notably, over the past period, the university has developed and signed cooperation agreements with more than 100 domestic and international partners, including many prestigious universities, research institutes, and scientific organizations.

Efforts to attract foreign lecturers have been intensified, with over 170 foreign experts coming to teach and conduct research. Many faculty members have been sent to study, teach, and participate in exchange programs at advanced universities around the world; hundreds of students have received scholarships from international and domestic organizations; and many students have had the opportunity to study, exchange, and interact with universities and partners abroad.

The university has maintained and enhanced its position and prestige as a leading research university in the social sciences and humanities in Vietnam. The university's scientific staff has led and organized the implementation of 309 scientific research projects at various levels. Many experts have been assigned to lead the implementation of component tasks under major national scientific programs. In addition, the university has organized more than 50 major international scientific conferences, published 6 monographs with international publishers, and published 250 articles in prestigious international journals…

However, alongside the achievements, the leadership in implementing the resolutions and policies of the Party and State, the resolutions of the Vietnam National University, Hanoi, and the resolutions of the University's Party Committee in some Party branches has not been timely or effective; the Party Committee and some Party branches have not had many solutions to innovate the methods of political and ideological education among cadres and Party members; the leadership capacity, fighting spirit, and quality of Party activities, as well as the spirit of criticism and self-criticism in some Party branches, are still limited, leading to the sometimes untimely resolution of ideological issues among cadres and Party members regarding the University's problems...

With the goal of “Strengthening the leadership role of Party committees at all levels; promoting the traditions, strengths, and position of the University of Social Sciences and Humanities; mobilizing all resources for the comprehensive development of the University, proactively pursuing university autonomy; making breakthrough innovations in organizational and personnel work, training, scientific research, and advanced university management; applying modern technology in all fields to develop the University into a research university; providing high-quality human resources in social sciences and humanities to meet the requirements of national development in the context of the fourth industrial revolution and international integration”, for the 2020-2025 term, the University Party Committee is determined to comprehensively and synchronously innovate with a focus on key areas and an appropriate roadmap to build and develop the University.

Accordingly, the Party Committee of the University of Social Sciences and Humanities focuses on leadership solutions to create strong momentum for building and developing the university towards a research university; preparing human resources, financial resources, physical and technical infrastructure, and a proactive spirit in university autonomy in accordance with the Party's guidelines and the State's policies and laws; developing a team of experts, especially leading experts; building policies to support and promote the strengths of basic science disciplines, creating a superior scientific identity with high-level training programs in the country; and supporting the development of applied and experimental disciplines. The university diversifies its admission methods based on the regulations of the Vietnam National University, Hanoi to attract high-quality students; promotes scientific research, creating high-quality and distinctive products in social sciences and humanities...

Speaking at the Congress, Comrade Nguyen Kim Son, Secretary of the Party Committee and Director of Vietnam National University, Hanoi, acknowledged and highly appreciated the achievements that the Party Committee of the University of Social Sciences and Humanities has achieved in the past. Among these, the growth of the young staff, scientific research, and the significant increase in the number of PhDs at the university in recent years are impressive highlights… “The University of Social Sciences and Humanities is a core unit in the development of Vietnam National University, Hanoi, and a leading unit nationwide in the field of training and research in the social sciences and humanities,” Comrade Nguyen Kim Son emphasized.

Regarding future tasks, the Director of Vietnam National University, Hanoi, stated that the University needs to have faith and leverage its strengths to prepare for development in its new destiny using internal resources. This includes developing human resources and the culture of a humanistic environment. Notably, the University's Party Committee needs to implement effective and groundbreaking solutions to promote the development of an advanced research university worthy of its position as the leading research training center in the country in the field of social sciences and humanities.

Furthermore, the Party Committee of the University needs to finalize the plan for organizing and arranging training to keep pace with new trends. It should continue to cultivate and enhance aspirations to create a new momentum; and continue to promote the transformation process… Notably, attention should be paid to newly opened majors, nurturing and caring for them well so that these new majors, as well as the High School for Social Sciences and Humanities, can grow strong and establish a prominent position in the future. It should continue to develop high-quality training models to attract and train talent for the country; and increase international publications through reputable articles… All for the goal of building a developed, united Party Committee of the University of Social Sciences and Humanities, oriented towards the most humane values.
