1. On Party building work:
- The Party Committee strives to achieve the standard of the title of Party Committee that has excellently completed its tasks every year, 20% of Party cells achieve the title of "Excellently completed its tasks", 90% of Party members achieve the title of "Goodly completed its tasks" or higher.
- Maintain the recruitment of 40-45 new party members each year, of which at least 2/3 are students.
2. Regarding personnel work:
- Strive for 75% of lecturers to have doctoral degrees, 29% of lecturers to have professor and associate professor titles by 2025.
- Strive for a ratio of 20 students/1 teacher for the school's training programs.
3. About training:
- Strive for the proportion of postgraduate students to account for 25% of the total number of full-time students.
- There are 38 undergraduate training programs; postgraduate training programs are being reviewed to integrate some existing programs and open some new programs.
- Build 02 more training programs towards internationalization; Have at least 50 courses taught in English and international languages.
- Strive for 25% of undergraduate and graduate courses to have textbooks.
- Strive for 90% of students to graduate on time, 20% of students to graduate early, and 90% of students to have jobs within 12 months of graduation.
- By 2025, the High School for Social Sciences and Humanities strives to have 650 students.
4. Regarding scientific research work:
- There are 500 articles in prestigious international scientific journals; each PhD lecturer has 01 international publication/year; professors and associate professors in 03 years have at least 01 international publication in ISI/SCOPUS journal or at least 01 book chapter in a monograph published in prestigious publishers in the world.
- There are 05 policy consultants with the Party, State and Central agencies.
- Has 05 national and international science awards.
- Have at least 10 cooperation programs with enterprises and localities. Implement from 15 to 20 scientific research topics at the State level or equivalent; training units have at least 01 research topic at the Ministry level or equivalent each year.
- Form at least 02 interdisciplinary research orientations. Have at least 05 outstanding research products based on research in the field of Social Sciences and Humanities. Each research field builds 01 highly summarized work.
- Each doctoral-level staff member regularly presides over or participates in at least one scientific project. Strive for 70% of young lecturers to actively participate and be members of domestic and international research groups and research networks; cooperate and link with at least three pilot enterprises to research and deploy research products with commercialization potential.
5. Regarding quality assessment: An additional 1/3 of training majors are assessed for quality according to the AUN Standards and 100% of training majors are peer-assessed or quality assessed.
- Enhance the leadership role of the Party and Party building work. Strengthen the direct, comprehensive and absolute leadership of the Party in formulating major and key development policies and plans of the School; attach importance to the role of Party committees at all levels in political and ideological work; build organizational structures, manage and develop staff; open new and ensure the quality of training programs; direct the construction and implementation of development projects; major research topics, scientific research tasks, domestic and international cooperation relationships and university administration work of the School.
- Focus on building and developing a team of staff and experts through recruitment; have a plan to develop the team according to field groups, competency frameworks and job title standards; train and foster staff; have policies to attract, encourage, honor and reward highly qualified scientists.
- Comprehensively innovate training, review and evaluate to restructure training sectors, encourage the development of high-quality socialized training programs; invest in enrollment, especially graduate enrollment; strengthen connectivity between training programs and perfect the information technology infrastructure system to meet quality requirements to support innovation in training forms.
- Promote scientific research, create high-quality scientific products and policy advice, especially outstanding products on social sciences and humanities.
- Effectively apply advanced university management models and methods, diversify material resources.
