Normally, a scientific article should be published in scientific journals, such as the journal of the Ho Chi Minh National Academy of Politics, the Communist journal, the Historical Research journal and other journals and books with the international standard index ISSN. However, apart from some recently published journal articles, I have mostly not done so for the following reasons:

A hot current issue of the country, should information be exchanged with a group of scientists or information for party members and people? I choose the second way, which is to inform the general public so that they can reflect on the current situation of the country, on effective innovation to build a clean, strong, open and transparent regime on the basis of people's democracy.

Because of my viewpoint of sharing my thoughts, I often post in the Hanoi Moi newspaper - the mouthpiece of the Hanoi Party Committee, the voice of the Party Committee, government and people of the Capital and the Dai Doan Ket newspaper - the mouthpiece of the Central Committee of the Vietnam Fatherland Front.

The basis for approaching the problem is the resolution of the party organization and the reality that the state media provides daily, combined with my own contemplation. These are important bases for identifying the current social situation. My difference is to go to the bottom of the cause that makes the current situation stagnant and more serious. On this issue, my straightforward opinions are to find in the capacity and fighting strength of the leadership and management subjects, as well as the weakness of legal power. This is a responsible policy criticism.

The things I am concerned about are the concerns of many people, including leaders at the Central level. Leaders point out the phenomenon, warn, propose solutions, disseminate and thoroughly implement them. But the reality does not change.

As for me, I am looking for the answer to why, despite good policies and synchronous solutions, reality has not changed, and has even become more complicated, and what is the reason for the situation where high-ranking officials do not comply with party discipline, are degenerate, and are far from the people? I seek the answer to that question in the subjects of political power and micro-level legal power. Only when subjects courageously recognize themselves can there be a basis for innovation and high-ranking leaders no longer worry: "A large part of the population now does not know where they are, people keep asking, and we are still confused about this." At this time, courage is needed in the spirit of the 6th Congress (1986).

This book is a collection of my published articles focusing on factors that have affected the country's socio-political situation, that is, the current history. The duty of historical science, that is, historiography, is to seek the truth of the factors that are the root causes of positive or negative trends. I have reflected on those roots through four historical perspectives:

1. Historical science and the reality of life

2. Policy and life

3. National sovereignty

4. The beloved capital of a thousand years

My concerns are my honest and devoted voice to the Party and the regime that my father and brothers contributed to building more than 70 years ago.

These are also my reflections after a period of time. Reality is always changing, now there are issues that are different from before and cannot be updated in time, I hope my friends and comrades sympathize. This book is considered as a part of the author's personal reflections on a time witnessed with his limited awareness.
