1. TOPIC OF THE WORKSHOP
The workshop focused on the following topics:
- Report on the pilot implementation of OER at two training institutions.
- Copyright and intellectual property issues related to open access, open publishing, and OER.
- Open licenses (e.g., Creative Commons): challenges and opportunities for Vietnam.
- Vietnamese intellectual property law and the issues of OER development and open access.
- The roles of libraries, universities, publishers, and stakeholders in copyright enforcement and the application of open licenses.
- Balancing the legal/interests between open licenses and intellectual property rights and copyright.
- Copyright and open licensing apply to the sharing of digital resources, electronic publishing, and ebooks.
- Copyright challenges in developing open textbooks in Vietnam.
- Factors affecting the sustainable development of OER in Vietnam.

3. RULES REGARDING ARTICLES
- Papers submitted to the conference must not have been previously published in any journal, scientific publication, or presented at any scientific conference.
- The article should not exceed 10,000 words (including references).
- Each article should include an abstract – no more than 200 words. An abstract in English is encouraged.
- Languages used: Vietnamese or English.
- Include complete information about the author, their affiliation, email address, and contact phone number.
- Font size 13, Font: Times New Roman.
- Tables: Tables must be numbered, have a title, be printed in bold, and centered. Tables must have clear and accurate source citations. The title should be placed above the table.
- Images and charts must be numbered, have titles, be in bold, and be centered. Images must have clear and accurate source citations. Titles should be placed below the images.

4. REGULATIONS REGARDING POSTERS
- This poster is a scientific work that has not been published in any scientific journal, publication, or conference.
- Size: printable on an A0 sheet.
- The design should be aesthetically pleasing, include illustrative diagrams, and avoid including too much text or information. Only include the main points of the scientific research results.
- Poster submissions can be in image format (jpg, png) or MS Word.
