On September 21, 2010, the Ministry of Education and Training issued công văn (official letter) No. 5997/BGDĐT-KHTC providing guidance on the implementation of tuition fee exemptions and reductions for vocational and higher education in accordance with Decree No. 49/2010/NĐ-CP.Government Decree No. 49/2010/ND-CP, issued on May 14, 2010, stipulates the exemption and reduction of tuition fees, support for learning costs, and the mechanism for collecting and using tuition fees for educational institutions within the national education system from the 2010-2011 academic year to the 2014-2015 academic year.
