The Prime Minister has just issued Decision No. 58/2010/QD-TTg on the promulgation of the "Charter of Universities", dated September 22, 2010.The Charter, comprising 11 chapters and 57 articles, regulates the organization and operation of the university. This decision takes effect from November 10, 2010, and replaces Decision No. 153/QD-TTg dated July 10, 2003. The Charter stipulates the duties and powers of the university; the organization of educational and training activities; scientific and technological activities; international cooperation; the duties and rights of lecturers, civil servants, and public employees; the duties and rights of students; the organization and management of the university; the university's finances and assets; and the relationship between the university, family, and society.
