Based on Decree No. 238/2025/ND-CP dated September 3, 2025 of the Prime Minister, which stipulates...Regarding policies on tuition fees, tuition fee exemptions, reductions, and support; support for learning expenses; and service prices in the field of education and training.;
Based on Official Letter No. 5167/XHNV-KHTC dated July 15, 2025, from the Rector of the University of Social Sciences and Humanities regarding the report on the tuition fee collection roadmap for all programs in the 2025-2026 academic year;
Based on Decision No. 2440/QD-XHNV dated July 7, 2023, of the Rector of the University of Social Sciences and Humanities regarding the regulations on tuition fees for foreign students in various training programs and levels;
Based on Decision No. 6169/QD-XHNV dated August 25, 2025, of the Rector of the University of Social Sciences and Humanities regarding the issuance of tuition fees for regular undergraduate programs and second degree programs in the academic year 2025-2026;
Based on the course registration results for the second semester of the 2025-2026 academic year for full-time students.

I. Fee levels and collection methods:
1. For full-time undergraduate programs:
1.1. For Vietnamese students:
1.1.1. Majors in the QH-2023-X cohort and earlier:
Income: 1,690,000^D/month/student.
Payment method: Payment per registered credit: 470,000 VND^D/credit/coefficient.
1.1.2. Majors for the QH-2024-X cohort:
1.1.2.1. Industries that have undergone quality assessment and established economic and technical standards:
- Psychology, Journalism, Public Relations, International Relations, Hotel Management, Tourism and Hospitality Management.
Income: 3,300,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of credits registered: 910,000^D/credit/coefficient.
- Information Management, Office Administration, Management Science, Oriental Studies, Literature.
Income: 2,750,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of registered credits: 750,000 VND.^D/credit/coefficient.
1.1.2.2. Remaining majors in the QH-2024-X cohort.
Income: 1,690,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of credits registered: 470,000 VND.^D/credit/coefficient.
1.1.3. Majors for the QH-2025-X term:
1.1.3.1. Industries that have undergone quality assessment and established economic and technical standards:
- Psychology, Journalism, Public Relations, International Relations, Hotel Management, Tourism and Hospitality Management, Japanese Studies.
Income: 3,300,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of credits registered: 910,000^D/credit/coefficient.
- Oriental Studies, Management Science, Information Management, Office Administration, Literature, History, Political Science, Southeast Asian Studies, Information and Library Science, Linguistics, Vietnamese Studies, Sociology.
Income: 2,750,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of registered credits: 750,000 VND.^D/credit/coefficient.
1.1.3.2. Remaining majors in the QH-2025-X cohort.
Income: 1,690,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of credits registered: 470,000 VND.^D/credit/coefficient.
1.1.4. High-quality system according to Circular 23 (socialization):
Income: 3,500,000^D/month/student.
Collection method:
+ Payments are collected in two installments during the school year (5 months/installment).
+ For students retaking courses, improving grades, taking excess credits, and taking voluntary classes, the fee is charged based on the number of credits registered: 825,000^D/credit/coefficient.
1.2. For international students (not under agreement)
Tuition fee: 45,000,000 VND/academic year/student.
Method of collection: Collection is based on the school year (collection for 10 months/school year).
2. For full-time undergraduate programs with a second major:
2.1. For majors in the QH-2024-X cohort and earlier: (Tuition fees are collected according to Decree 238/2025/ND-CP)
Tuition is charged per registered credit: 470,000 VND/credit/coefficient.
2.2. Majors for the QH-2025-X term:
2.2.1. Departments that have undergone quality assessment and established economic and technical standards (Fees based on the Explanation approved by the National University):
- Psychology, Journalism, Public Relations, International Studies, Hotel Management, Tourism and Hospitality Management, Japanese Studies.
Tuition is charged per registered credit: 660,000 VND/credit/coefficient.
- Management Science, Oriental Studies, Information Management, Office Administration, Literature, Political Science, Southeast Asian Studies, Linguistics, Vietnamese Studies, Sociology, History, Information and Library Science.
Tuition is charged per registered credit: 565,000 VND/credit/coefficient.
2.2.2 Majors for the QH-2024-X cohort and earlier: (Tuition fees are collected according to Decree 238/2025/ND-CP)
Tuition is charged per registered credit: 470,000 VND/credit/coefficient.
* The school will announce the list of students along with tuition fees and student ID numbers on the school's website and via email to students in each department.
II. Collection time:From March 16, 2026 to 3:00 PM on April 10, 2026.
III. Tuition fee collection process:
1.For students who already have BIDV and SHB accounts, tuition fees are paid automatically through the bank. Students deposit the total tuition fee into their student accounts opened at BIDV and SHB. The banks will automatically collect the tuition fee within the collection period specified in Section 2.
(Note: The minimum balance required to maintain the account is 100,000 VND. Due to potential fees.)The fees include account maintenance fees, inquiry fees, messaging fees, etc., so the minimum balance in a student's account when the bank collects the fees must equal the amount of money charged.Tuition fee + 100,000 VND)
2.For students who do not have a personal account at BIDV or SHB banks, students can pay through the school's account.during the collection period as specified in Section 2.
- Account number: 1003646101, Saigon-Hanoi Bank (SHB), Nguyen Trai Transaction Office, Tay Hanoi Branch.
- Beneficiary: University of Social Sciences and Humanities
When submitting the application, students should fill in all the required payment information using the following format:
[Student ID][Full Name][Department][Course] pays tuition fee
(Example: First major: 22030001, Nguyen Van A, Journalism QH-2022, tuition paid,)
Second major: 22030001N2, Nguyen Van A, Psychology major 2 QH-2023, tuition paid).
IV. Implementation:
We respectfully request that the heads of training units and relevant departments inform and urge students to fulfill their tuition fee obligations within the stipulated timeframe.
After the deadline, the Planning and Finance Department will forward the list of students with outstanding tuition fees to the relevant departments for processing according to the University Training Regulations.
