Full text of speech by Prof. Dr. Nguyen Van Khanh - Rector of University of Social Sciences and Humanities - at the opening ceremony of the 2009 - 2010 school year.

Dear teachers, officers and civil servants,

Dear students.

Today, in the joyful atmosphere of the first day of school, teachers and students of the University of Social Sciences and Humanities solemnly held the Opening Ceremony of the new school year 2009 - 2010. On behalf of the Party Committee and the Board of Directors of the school, I would like to send to the leaders, distinguished guests, teachers, staff, civil servants, and all students, especially the first-year students of the 54th course of the school, my warmest greetings and congratulations.

Inheriting and promoting the tradition of the University of Letters and Hanoi University of Science, in the past 16 years since becoming an official member of the Vietnam National University, Hanoi, on the basis of the achievements of previous school years, in the 2008-2009 school year, the school's staff and students have continued to strive and have achieved many proud achievements in the fields of training, scientific research and international cooperation.

In the field of ideology and politics, during the past school year, the School has continuously organized activities to continue to widely implement the campaign "Study and follow Ho Chi Minh's moral example", campaign"Two no's (ie substandard training and training that does not meet social needs)"in cadres and students in many diverse forms, such as organizing research and study of the Party's directives and resolutions; Bringing cadres and students on a journey back to the source; Organizing exhibitions of revolutionary historical artifacts and meetings and exchanges with former prisoners imprisoned by the enemy at Phu Quoc prison during the anti-American war; Conducting storytelling contests about Uncle Ho; scientific seminars commemorating the 40th anniversary of implementing President Ho Chi Minh's Testament; Performing arts and sports competitions; volunteer activities and humanitarian blood donation, etc. Those activities have attracted a large number of cadres and students to participate, contributing to raising political and ideological awareness, motivating and encouraging cadres, civil servants and students of the school to enthusiastically strive to practice, teach and study, research and work to successfully complete assigned tasks.

In the 2008-2009 school year, the school's training programs were also implemented according to plan and achieved good quality. Except for the fourth year course that only applied positive elements in teaching-learning and testing-evaluation, all the remaining regular courses were organized to train according to the credit method. The content of the conversion to credit training is being implemented in a relatively synchronous and comprehensive manner in both breadth and depth. Up to now, the school has basically completed a large amount of work according to the credit training process, specifically, compiling, appraising and putting into use 131 more course outlines; reviewing and supplementing learning materials; basically, all the subjects taught have textbooks/lectures. The application of credit training teaching methods has been responded to and implemented by most of the lecturers in the school.

Thanks to the above efforts, the school's training quality last school year was improved, the rate of full-time students graduating with honors and excellent grades reached nearly 16%.

In order to develop the majors and expand the types of training, in addition to implementing enrollment and organizing training in Linguistics at international level, the School is directing the development of bachelor training programs in Japanese Studies, Korean Studies, and Chinese Studies; implementing a dual degree program in Tourism Studies - English and an international joint training program in the form of "2+2" in Vietnamese Studies, Vietnamese Linguistics; enrolling the first course of the international joint training program "2+2" with Guangxi University (China) in the majors of Chinese Language, Public Administration, etc.

In postgraduate training, the scale and structure of the school have developed and innovated. Compared to the 2007-2008 school year, master's training increased by 22.4%; doctoral training increased by 42.1%, raising the scale of postgraduate training of the school to 26% of the total scale of regular training, exceeding the target of VNU 2 years ago. In addition to 29 doctoral training programs (including 1 international standard training program), 30 master's degree programs (including 1 international training program, 3 joint programs with Toulouse II University and 1 domestic joint program), The school is building an additional Master of Social Work training program and two training programs: Master of Management Science and Doctor of Archival Studies.

Regarding scientific research, in 2009 alone, the total budget for implementing various topics and conferences of the school reached over 4.5 billion VND, an increase of 59.3% compared to 2008. In the 2008-2009 school year, units and individuals in the school implemented 5 national-level topics, 81 topics at all levels; 97 scientific research topics of all types were accepted.

Also in the past school year, the school successfully organized 20 scientific seminars/conferences, including 13 international seminars/conferences. In addition to the seminars/conferences regularly organized under the sponsorship projects of the Rosa Luxemburg Foundation, Konrad Adenauer Institute, and Asia Foundation, the school successfully organized 3 The major international scientific conference is the ConferenceThe 9th Asia-Pacific Conference on Korea and Korean Studies, SeminarPromoting Japanese Studies in Vietnam, SeminarResearch and training of Social work in the period of integration and development; participate in organizing the WorkshopVietnam study 3rd timein Hanoi. Scientific research activities of students also achieved high results. In 2008, at the Ministry of Education and Training level alone, there was 01 project winning First Prize, 01 project winning Second Prize, 01 project winning Third Prize, 03 projects winning Encouragement Prize; The school was awarded by the Ministry of Education and Training Certificate of Merit for outstanding achievements in student scientific research movement.

In personnel work, based on the requirements of the Ministry of Education and Training and Hanoi National University on staff standardization, the school has revised and issued a number of documents to implement the roadmap for training and fostering qualified lecturers from now until 2015. To supplement the quantity and improve the quality of lecturers, in 2008, the school recruited 30 new staff, including 26 lecturers; 2 more teachers were awarded the titlePeople's Teacherand 4 teachers were awarded the titleExcellent Teacher.

In financial and infrastructure activities, the total revenue of the school in 2008 increased by 15% compared to 2007, in which the proportion of additional revenue reached 40% of the total revenue of the school and the coefficient of increased income reached 23%. Information infrastructure in the whole school was upgraded. To serve teaching and scientific research, all of the more than 70 departments in the school are equipped with laptops; lecture halls, meeting rooms, and seminar rooms are equipped with modern projection equipment.

Thanks to the above efforts of staff and students, at the end of the 2008-2009 school year, many emulation titles were recognized and awarded to groups and individuals in the school. In addition to the awards of the School and Hanoi National University to dozens of groups and individuals, 4 groups and 3 individuals received Certificates of Merit from the Prime Minister; 1 individual was awarded the Second Class Labor Medal, 2 groups and 6 individuals were awarded the Third Class Labor Medal; the school achieved the title of Excellent Labor Collective, was awarded a Certificate of Merit from the Minister of Education and Training, received the emulation flag and Certificate of Merit from Hanoi National University and was proposed to receive the emulation flag from the Government.

The above achievements are thanks to the spirit of solidarity, high sense of community responsibility of all cadres, civil servants and students of the school, together with the great support and assistance of all levels, sectors, managers and scientists inside and outside the school. On the occasion of the opening ceremony of the new school year, on behalf of the school leadership, I would like to warmly commend and send my sincere thanks to all cadres, civil servants and students of the school for their efforts, enthusiasm in working and studying, and enthusiastic contribution of intelligence and strength to excellently complete the tasks of the school year.

I would also like to express my sincere thanks to the Ministry of Education and Training, especially Hanoi National University, along with agencies, unions, organizations at the central and Hanoi levels, international organizations, retired teachers, scientists outside the school, for their great attention, help, and great contributions to the school's encouraging achievements in the past school year.

Dear teachers, staff, and students,

Entering the 2009-2010 school year, along with welcoming many important events of the country: 1000 years of Thang Long-Hanoi, 80 years of founding the Communist Party of Vietnam, 65 years of the successful August Revolution, 120 years of President Ho Chi Minh's birthday, the School will also celebrate the 65th anniversary of its founding.

Promoting the results achieved in the 2008-2009 school year, implementing the directive of the Minister of Education and Training on the tasks of the entire sector and the plan and tasks for the new school year of Hanoi National University, to continue implementing the Resolution of the 25th Congress of the Party Committee of the school, in the 2009-2010 school year, the whole school continues to focus on innovating and improving the effectiveness of political, ideological and ethical education in the school; promoting the implementation of projects to build and develop the staff, especially the young staff, leading and leading scientists; continuing to develop joint training programs, majors and specialties to reach international standards; improving the quality and effectiveness of scientific research and international cooperation; enhancing the application of information technology and continuing to implement administrative reforms in the school.

The key tasks that the whole school must focus on implementing in the new school year 2009-2010 are:

1. Complete the school's organizational structure from the Board of Directors to departments and units according to the new term of the Principal; promote and improve the quality of planning, training and fostering of staff, especially lecturers and managers. Have specific plans and solutions to promote the implementation of projects on training and fostering young staff and leading and leading staff.

2. Continue to more widely implement the credit-based training method in all courses and training systems; expand the scale of high-quality training, international-level training and international cooperation. In the immediate future, it is necessary to focus on directing and implementing well the training program of Linguistics and two majors of Vietnamese History and Vietnamese Ancient and Medieval History; diversify training types, especially short-term, distance training, joint training; dual training, dual degrees (first of all Tourism-English), training to meet social needs.

3. Concentrate on continuing to develop and implement major scientific tasks, key topics and projects on social sciences and humanities. First of all, we need to strive to ensure the timely implementation and good results of 5 state-level scientific topics chaired by the School; proactively propose and implement a number of topics and scientific seminars that are practical in serving the training work and socio-economic development tasks of the country and the Capital on the occasion of the 1000th anniversary of Thang Long-Hanoi.

4. Continue to implement administrative reforms in the direction of simplifying and shortening procedures; increase the application of information technology in management and further improve the effectiveness of school management; actively seek solutions to increase revenue, continue to expand the school's learning and working space, increase in-depth investment in facilities and equipment for teaching and learning.

5. Promote emulation movementGood teaching, good learningto continue implementing step 2 of the campaign“Studying and following Ho Chi Minh's moral example”; improve teachers' ethics, contribute to maintaining school discipline, create a community cultural environment, quality culture to ensure the rapid development and more successful international integration of the school; promote communication work, promote the image and brand of the school and VNU Hanoi at home and abroad.

To complete the above tasks, each collective, unit and individual staff and students in the school need to be more proactive and active in developing and implementing assigned work plans, while at the same time seeking and maximizing the support and assistance of collectives and individuals inside and outside the school, domestically and internationally, in order to mobilize total strength in the cause of building and developing the school.

In the jubilant and solemn atmosphere of the opening ceremony of the new school year, on behalf of the Party Committee and the Board of Directors of the school, I earnestly call on all cadres, civil servants and students to unite, strive, work and study well to complete the tasks of the new school year 2009 - 2010..I firmly believe that, with the attention and direct guidance of the Hanoi Party Committee and the Ministry of Education and Training, and especially of Hanoi National University, the school's staff, civil servants and students will definitely complete and excellently complete the requirements and tasks assigned in the new school year.
