1.1. Objectives
Maintaining its leading position in the country in training, research, and international cooperation in social sciences and humanities, the University aims to elevate itself to the level of prestigious universities in the region, effectively serving the cause of industrialization, modernization of the country, and international integration.
1.2. Directions
Innovate and improve the effectiveness of political and ideological education and ethics in schools; create a fundamental shift in the development of the staff, focusing on developing young staff and leading scientists with professional and foreign language skills on par with the region and approaching international standards; continue to develop some joint training programs and some majors and specializations that meet international standards, improving the quality of graduates; improve the quality and effectiveness of scientific research and international cooperation; promote the application of information technology and implement administrative reforms in schools.
- To develop the University of Social Sciences and Humanities in accordance with the requirements of socio-economic development, the national strategy for education, training and science and technology development, and the development plan of Hanoi National University.
- We will utilize all available resources, relying primarily on internal strengths while maximizing the use of external resources to further enhance and expand the school's position both domestically and internationally.
- To develop the school comprehensively and sustainably in all areas, while simultaneously selecting certain disciplines and specializations to invest in and develop to regional and international standards.
To achieve the above objectives, during the 2009-2014 term, I will work with the Party Committee and the Board of Directors to lead the school in successfully implementing the following key tasks:
1. Continue to improve the structure of industries and professions.
- Reorganize and streamline the departmental structure: separate the Research Management & Postgraduate Studies department into two departments: Research Management and Postgraduate Training; strengthen personnel and add functions to the Administration Department, the Training Quality Assurance Center, etc.
- Establish the Faculty of Political Science and reorganize the faculties/departments so that each unit can manage 1 to 2 training programs, and open some new programs such as:Art studies, Social work, Anthropology, Policy science, Public administration, Chinese studies, Korean studies, Japanese studiesandHan Nom.
- Focus on investing in the development of certain industries with a long tradition, great potential, and new industries with high prospects and social demand, transforming them into industries/specializations that reach regional and international standards.
- Establish and reorganize several research centers in a practical and effective manner.
2. High-quality training that meets international standards.

+ University training scale: 19 majors. Total number of students: 10,000, including: full-time program: 6,500, part-time program: 3,500(Are not (Including students in short-term training courses, distance learning courses, etc.).
+ Scale of postgraduate training: 34 master's degree programs (additional)Art studies, Policy science, Public administration, Anthropology, Social work); 32 doctoral training specializations (additional)Management Science, Political Science, Anthropology, Religious Studies). The total number of graduate students and doctoral candidates reached 30% of the total equivalent student population.
- Implement the development and training of programs for several dual-majors.double degree) like:Linguistics - English, Journalism - English, Literature - Journalism, Sociology - Anthropology, History - Political Science;Main and subsidiary sectors (double major) like:History-Anthropology, Oriental Studies-Japanese Studies/Chinese Studies/Korean Studies/Thai Studies/Southeast Asian Studies etc.
- Expanding the number of disciplines/specializations to achieve international standards:Art studies, Social anthropology, Social work, Organizational management, Labor psychology, Policy science, International relations…By 2014, 10-15% of training programs/majors will have reached regional and international standards.
- Increase the scale of high-quality training and international training partnerships. Prioritize opening international joint programs at the postgraduate level.
3. Rapid development of teaching and administrative staff.
- By 2014: Total number of staff: 600 people, including 450 lecturers and researchers; 85% of lecturers have postgraduate qualifications, of which 60% have PhDs or higher, and 20% hold the titles of Professor or Associate Professor; 100% of lecturers apply advanced teaching and learning methods and can use information technology and foreign languages in their professional activities, of which 20% can teach specialized subjects in a foreign language.
- Implement solutions to standardize the qualifications of staff in terms of professional expertise, foreign languages, and professional skills. Focus on developing leading and senior staff, as well as young staff; ensure the rights and benefits of middle-aged and female staff.
- Gradually increase the ratio of teaching/research/services from the current 7/2/1 to 5/3/2 by 2014.
- Conduct regular annual evaluations, planning, and training of staff to select and develop training plans for personnel in professional skills, foreign languages, management, administration, etc.
4. Improve the quality and effectiveness of scientific research activities.
- Annually, 100% of the university's teaching and research staff have published scientific works, including 5-7 articles printed in international journals.
- Promote the proactive role of faculties and units; and at the same time, build several expert groups specializing in developing large-scale research topics and projects. Strive to have at least two large-scale scientific research topics and projects led and implemented by the University each year.
- Implement a system for converting scientific publications into hours of work and provide appropriate rewards for staff members with numerous publications or publications in prestigious international journals.
- By 2014, the percentage of research papers cited abroad reached an average level compared to other universities in Southeast Asia.
5. Expanding and enhancing the effectiveness of international cooperation.
- Develop joint training programs with leading universities in China, Russia, France, the United States, South Korea, Japan, Singapore, Thailand, etc.; focusing on establishing cooperative relationships with world-class universities (among the top 500 universities).
- Develop more collaborative training projects and programs to support the exchange of staff and students with universities in Japan, South Korea, Thailand, China, the United States, etc.
- Each year, develop and implement at least 2 collaborative research projects and organize at least 2-3 international workshops.
6. Strengthen the mobilization and effective use of financial resources; continue to modernize infrastructure.
- Increase the proportion of supplementary revenue from tuition fees, service fees, training and research, and international cooperation to 50% of the total regular operating budget by 2014.
- The facilities have been modernized to be on par with advanced universities in Southeast Asia.The learning resources, classroom and office equipment, and conditions for teaching, learning, and scientific research in some disciplines meet regional standards..
- Improve and increase the additional income of civil servants and public employees to 1.5 times the current level (additional income coefficient: 370,000 VND/month).
