On September 16, 2009, the University's Steering Committee for the Conversion of University Education to a Credit-Based System held its 21st meeting and concluded on the following matters.

1. Regarding adjustments to the training program (CTĐT)

a) The training programs allocate the foreign language course time (14 credits) across 3 semesters, with the credits numbered 4, 5, and 5 respectively. Programs with more than 14 credits for this subject will arrange it in the next semester.

b) The Oriental Studies and International Studies programs include a common foreign language course with a duration of 14 credits, as stipulated by the Vietnam National University, Hanoi (VNU).

c) For high-quality training programs, units should temporarily suspend the rearrangement of the training process according to the 8-semester design while awaiting the final conclusion from VNU regarding the duration of foreign language courses.

d) Deadline for completion: Before September 30, 2009

2. Academic advising (AD)

a) Maintain the same model of student counseling as in the 2008-2009 school year.

b) Unit leaders need to pay closer attention to this work, holding regular meetings with academic advisors to understand and guide them in handling tasks, especially during periods when students register for courses.

c) Starting from the 2009-2010 academic year, the task of acting as a liaison for implementing tasks from the university or unit leadership to the academic advisors will be added to the list of duties for full-time undergraduate training assistants.

3. Handling academic affairs for the first semester of the 2009-2010 school year.

a) Discipline the 21 students who did not register for courses in the first semester of the 2009-2010 academic year.first academic warningand allow these students to register additionally.

b) Due to a software error in calculating subject scores, the academic review process could not include all the required aspects of the training regulations. Units will use the score data provided by the Training Department to review academic performance for the first semester of the 2009-2010 academic year.

c) Deadline for completion: Before September 30, 2009.

4. Handling tuition fees for grade improvement and retaking courses.

a) Because the software cannot differentiate between tuition fees for the first attempt and tuition fees for grade improvement and retaking courses, the system calculates tuition fees for students at the same rate, even though the regulations stipulate tuition fees for grade improvement and retaking courses at 125% and 150% of the original tuition fee, respectively. 5. Regarding student registration for specialized courses.

a) Students choose their major according to their own needs. To ensure the scheduling of specialized courses according to the course schedule, by the 5th semester, students register for their major according to the faculty's plan.

b) Units shall organize student registration for majors before March 31st of each year. Based on the number of students registered, the Rector shall decide on the opening of majors in accordance with academic regulations. This regulation shall be applied starting from the 2009-2010 academic year.

6. Register to teach

6.1 Register for teaching time

a) Types of subjects for which teaching time is registered:

- The course (2 or 3 credits) must be taught over approximately half a semester.

- The subject is taught on weekends (Saturdays) or in the evenings, depending on the teacher's needs.

- A subject (2 credits) is taught by one lecturer to two classes in the same semester; a subject (2 credits) for one class and a subject (3 credits) for another class are both taught by the same lecturer in the same semester.

b) How to organize the registration for teaching positions

- Annually, departments plan the courses offered in the following semester (October for the second semester, March for the first semester).

- The department will organize for lecturers responsible for subjects under item a) to register their teaching schedules.

6.2 Registering teaching workload

This applies to subjects where the department needs to adjust the teaching load to ensure sufficient staffing, and the process is similar to registering teaching time.

7. Regarding the management of subject classes and regular testing and evaluation.

Units are strengthening the role of specialized departments and the role of the unit's training inspection team in finding appropriate solutions to manage subject classes and ensure the authenticity of regular test and assessment scores.

The Training Department and the Inspection Board plan to survey the implementation of this work by the faculties and report to the Board of Directors before October 30, 2009.

8. Regarding the budget for managing the subject class.

The Planning and Finance Department is responsible for proposing a plan for allocating course management funds within the training management budget for the 2008-2009 academic year and subsequent years. A report must be submitted to the Board of Directors before October 15, 2009.

The school requests that heads of departments focus on directing the effective implementation of the above tasks.
