Presidium of the Congress of Trade Union of University of Social Sciences and Humanities, term XXX, 2017-2022

Attending the Congress, on behalf of the Vietnam Education Trade Union, there was Mr. Tran Manh Thang - Head of the Organizing Committee. The Congress was attended by leaders of the trade unions of member schools of the 5 Universities Cluster: Assoc. Prof. Dr. Tran Van Quy - Vice President of VNU Trade Union, Vice President of University of Science Trade Union; Dr. Bui Tuyet Loan - Vice President of University of Science Trade Union, Dr. Nguyen Huu Dong - President of University of Economics Trade Union; MSc. Tran Quy Duong - Vice President of University of Construction Trade Union.

On the side of Vietnam National University, Hanoi, there were Associate Professor, Dr. Dinh Van Huong - Standing Member of the Party Committee, Chairman of the Vietnam National University Labor Union, MSc. Nguyen Thi Thao, Permanent Vice Chairman of the Vietnam National University Labor Union, Dr. Nguyen Quang Lieu - Vice Chairman of the Vietnam National University Labor Union, and leaders of the labor unions of units under Vietnam National University, Hanoi attending.

On the School side, the Congress was attended by Prof. Dr. Pham Quang Minh - Deputy Secretary of the Party Committee, Principal of the School, Prof. Dr. Nguyen Van Kim - Secretary of the Party Committee, Vice Principal of the School, Assoc. Prof. Dr. Tran Thi Minh Hoa - Vice Principal of the School; Prof. Dr. People's Teacher Nguyen Van Khanh - former Principal of the School; Prof. Dr. People's Teacher Vu Duong Ninh - Chairman of the Association of Former Teachers; Assoc. Prof. Dr. Tran Van Hai - Chairman of the Association of Veterans; Dr. Tran Bach Hieu - Secretary of the Ho Chi Minh Communist Youth Union; along with comrades in the Party Committee, leaders of units and 150 delegates representing 21 trade unions of the School. The Congress was also attended by press agencies: VTV1 News Department - Vietnam Television, Education and Times Newspaper, Labor Newspaper to report.

The Executive Committee of the Trade Union of the University of Social Sciences and Humanities, term XXX, 2017-2022, was launched with 15 comrades.

In the first session, the Congress elected the Presidium, the Secretariat, the Delegate Qualifications Review Board, and approved the Program and Working Regulations of the Congress. The important reports presented and unanimously approved by the Congress were: The report summarizing the comments of the departmental unions, the report of the Union Inspection Committee, the report on financial work, and the report of the Delegate Qualifications Review Board. The content of the election took place in accordance with the procedures and principles. As a result, the Congress elected the Executive Committee of the School Trade Union for the XXX term, 2017-2022 with 15 comrades. The first session of the new term Trade Union Executive Committee elected the Standing Committee, the positions of Chairman, Vice Chairman, and the Trade Union Inspection Committee. Dr. Ngo Thi Kieu Oanh - Head of the Organization and Personnel Department, held the position of Chairwoman of the School Trade Union, the two Vice Chairmen of the School Trade Union were Dr. Tran Thi Dieu (Chairwoman of the Philosophy Faculty Trade Union) and MSc. Nguyen Van Thuy (Head of Legal Inspection Department).

In the second session, Associate Professor, Dr. Dang Xuan Khang, former Chairman of the School Trade Union for the 2012-2017 term, on behalf of the Presidium, read the opening speech of the Congress:“The Congress takes place in the context of fundamental and comprehensive innovation of education becoming a great cause of the Party, the State and the whole society. The University of Social Sciences and Humanities in particular and VNU in general are accelerating the process of becoming an advanced research university in the region and the world. Therefore, with the spirit of “Innovation, democracy, solidarity, responsibility”, the XXX Congress for the 2017-2022 term has the task of focusing on intelligence, evaluating the results of the implementation of the Resolution of the University’s General Meeting of Shareholders for the 2012-2017 term; proposing directions, tasks and solutions to improve the quality of trade union work in the new term, contributing to the successful implementation of the common tasks of the University. We believe that the 150 official delegates of the Congress will promote their intelligence and sense of responsibility to make a successful Congress, creating new developments in the University’s trade union movement, contributing to building the Prime Minister. "Civilized, civilized and integrated city."

Dr. Nguyen Quang Lieu - Vice President of VNU Trade Union, former Vice President of the University Trade Union for the 2012-2017 term, presented the Report of the Executive Committee of the University Trade Union for the 2012-2017 term and the direction and tasks for the 2017-2022 term. The report clearly pointed out the characteristics of the University Trade Union's activities in the past term and the results of implementing the Resolution of the 29th University Trade Union Congress, term 2012-2017. In the General Assessment section, the Report highlighted the achievements that the University Trade Union has achieved in all aspects. These successes were achieved first of all due to the attention and close direction of Party committees at all levels, the close support of professional organizations at the same level, the creation of favorable conditions by heads of units and functional departments, and socio-political organizations in the University; especially thanks to the efforts of all union members in the entire University; The Executive Committee of the Trade Union for the 2012-2017 term, especially the comrades in the Standing Committee, are enthusiastic, highly responsible and dynamic cadres. However, the Report also pointed out the remaining limitations that need to be overcome in the coming term. These are: the activities of the Executive Committee of the Trade Union need to be proactive, dynamic, creative and consistent in all positions and tasks; the departmental trade unions need to affirm and further promote their role in the general activities of the unit and the School; the trade union activities have not really proactively coordinated with the professional in participating in the management of training and scientific research; the work of evaluating emulation and rewards, and considering extraordinary allowances of some departmental trade unions is still slow, limiting the motivation for union members.

General goals in the direction and tasks of the School's trade union work, course XXX (2017-2022): "Innovate the content and methods of departmental trade union activities, represent and protect the legitimate and legal rights and interests of teachers and workers; widely organize patriotic emulation movements and industry campaigns; propagate and mobilize and participate in innovation in management work; train and foster trade union officials, build the School Trade Union increasingly strong, contribute to the fundamental and comprehensive innovation of education, and soon turn the University of Social Sciences and Humanities into a research university."

Many union members' opinions were exchanged frankly in the discussion section.

The Congress had 03 reports from the unions of the Faculty of Management Science, Faculty of Psychology and Faculty of Journalism and Communication. The reports were the voices of the departmental unions contributing ideas to improve the quality and effectiveness of union work. The Congress became a democratic forum, an opportunity for 21 departmental unions with specific characteristics, advantages and difficulties to share, contribute, propose and make recommendations to the School and the higher-level Union. During the discussion, the Congress also recorded many opinions of union members. Opinions from specific cases, personal problems to the aspirations of the collective of workers were presented frankly, such as the issue of emulation, rewards, discipline; assignment, evaluation of work results; issues of young union members, female union members, etc. The Congress acknowledged the presented contributions, some of which were immediately accepted and some of which will continue to be discussed in more depth, to continue to propose and recommend to the Party Committee, the School Board of Directors and the higher-level Union.

Assoc.Prof.Dr. Dinh Van Huong, Chairman of VNU Trade Union

Assoc. Prof. Dr. Dinh Van Huong, Chairman of the VNU Trade Union, delivered a congratulatory speech and gave instructions at the Congress: “VNU Trade Union always recognizes the Trade Union of the University of Social Sciences and Humanities as one of the strong units, playing a pivotal and leading role. It is a unit with a tradition of more than 70 years, with a lot of experience, capacity and initiative. In the past term, the Trade Union of the University has achieved good results, contributing to the overall development of the University, VNU and the Industry Trade Union. We congratulate the Congress on electing a new Executive Committee, wish you to inherit and promote the achievements of the University Trade Union and we believe that the University Trade Union will develop to a new height. Regarding the direction and tasks in the coming time, we agree with the plans and targets set by the Congress. However, we need to emphasize a few more points for the Congress to discuss and refer to. First of all, the work of political and ideological education needs to be always promoted, because our School is the spearhead, the front line in political and ideological work, especially in the complicated context of media and public opinion. Second, building and consolidating the bloc of solidarity - democracy - discipline. These are three inseparable elements, contributing to creating consensus and close cohesion between union members and Party committees, authorities and organizations at all levels. Third, it is necessary to build a strong union organization system, in which the capacity and strength of grassroots unions are promoted. Fourth, in addition to activities with the color of the union, it is necessary to closely follow the general orientations and tasks of the School, VNU and the industry. Fifth, pay attention to activities to improve the quality of cultural and spiritual life, humanity and charity, so that they are truly practical and meaningful."

Representing the Trade Union of Cluster 5 universities (University of Social Sciences and Humanities, University of Natural Sciences, University of Construction, University of Technology, National Economics University), Associate Professor, Dr. Tran Van Quy - Vice President of the Trade Union of University of Natural Sciences delivered a congratulatory speech to the Congress: "The Trade Union of Cluster 5 University acknowledges and thanks the contributions of the comrades in the Executive Committee in general and the Standing Committee of the Trade Union of the University of Social Sciences and Humanities in particular during the past term. We believe that with the participation of the comrades in the Executive Committee of the Trade Union of the new term, full of youth, enthusiasm and creativity, the trade union movement of the University of Social Sciences and Humanities in particular and the Trade Union of Cluster 5 University in general will have further development steps..”

Prof. Dr. Pham Quang Minh, Deputy Secretary of the Party Committee, Principal of the School

On behalf of the school's leadership, Prof. Dr. Pham Quang Minh, Deputy Secretary of the Party Committee and Principal of the school, expressed his emotion when looking back at the past journey of the Trade Union activities of the University of Social Sciences and Humanities with great tasks and many difficulties and challenges. Prof. Dr. Pham Quang Minh emphasized: "In the new term, there will be more difficulties and challenges from the increasingly complex socio-economic context, directly affecting education and training, labor and employment... Therefore, first of all, the new term's Executive Committee of the Trade Union needs to be truly unified, united, focused on intelligence and enthusiasm for the common cause. Trade union activities are first of all voluntary, we participate in a large organization, to protect the rights of workers and in that, the rights of each person participating in leadership work. One of the first difficulties of the new term's Executive Committee is to connect union members. How to make each union member realize that our role and responsibility is not that of a lecturer, an ordinary employee but the owner of this school. The second thing is to have a comprehensive, long-term plan and the key points of each year. Recognizing what is the urgent issue, the top concern, the practicality of union members... is very important to take care of the rights of workers. Besides, it is necessary to regularly exchange and learn from the experiences of union organizations in the VNU system, the union of Cluster 5 Schools to be able to apply effective operating models for the school union."In his speech, the School Principal took the time to directly respond to the opinions raised in the discussion section of the Congress and received consensus from the entire Congress.

The Congress expressed gratitude to Prof. Dr. People's Teacher Nguyen Van Khanh, former Principal of the School, and said goodbye to the comrades in the Executive Committee of the Trade Union for the 2012-2017 term who did not continue to participate in the Executive Committee of the Trade Union for the 2017-2022 term.

The Chairman of the Delegation summarized the Congress and the Congress Resolution was passed with 100% consensus of all delegates attending. The Congress of Trade Union Delegates of the University of Social Sciences and Humanities, VNU was a great success.
