Policy planning and implementation: Vietnam-Germany experience exchange

On April 28, 2014, the Institute of Policy and Management - Faculty of Social Sciences and Humanities, Vietnam National University, Vietnam, in collaboration with the Rosa Luxemburg Foundation (Federal Republic of Germany), organized a scientific seminar on the topic: “Policy Dialogue: Exchanging Experiences between Vietnam and the Federal Republic of Germany in the Process of Policy Planning and Implementation”.

Policy planning and implementation: Vietnam-Germany experience exchange

Attending the seminar were experts and scientists from Germany, Laos, Cambodia, and Myanmar; managers from the National Assembly Office, the Ministry of Science and Technology, and the Ministry of Health; directors of functional departments and agencies in Hanoi, Ha Nam, Hai Duong, Bac Lieu, and Dong Nai; the National Academy of Politics and Public Administration, the Academy of Policy and Development; research institutes and centers; and staff and students of the University of Social Sciences and Humanities.

The content of this scientific seminar mainly revolves around the exchange of opinions between German and Vietnamese experts on:

+ Experience in policy planning and implementation in the fields of health, education, science and technology;

+ The role of National Assembly deputies and members of the Fatherland Front and People's Councils at all levels in policy planning, implementation, and critical review;

+ Achievements and shortcomings in the implementation of science and technology policies at the local level…

In his opening remarks, Professor Dr. Nguyen Van Khanh - Rector of the University and Director of the Institute of Policy and Management, emphasized: The workshop “Exchange of experiences between Vietnam and the Federal Republic of Germany in the process of policy planning and implementationThis is one of the important activities in the series of events celebrating the 5th anniversary of the Rosa Luxemburg Foundation's representative office in Vietnam. This policy dialogue is a special opportunity for experts from Vietnam and the Federal Republic of Germany to exchange experiences and lessons learned in the process of policy planning and implementation, especially in the fields of education, science and technology, and health. The topics discussed in the seminar will contribute to supplementing understanding and experience in the process of policy research in Vietnam and some other countries today.

The partnership between the Rosa Luxemburg Foundation and the University of Social Sciences and Humanities, Vietnam National University, Hanoi, began in 2002 with a policy research project. By mid-2008, the Foundation continued to support policy research activities led by the Center for Policy Research and Analysis (now the Institute of Policy and Management (IPAM)) of the University. From 2009 to 2011, the Foundation continued to collaborate with the University on projects focusing on: Policy research and capacity building for policymakers and socio-political organizations; Educational policy reform; and the selection of left-wing theories in a changing world.

To date, after more than 10 years of cooperation between the University of Social Sciences and Humanities and the Rosa-Luxemburg Foundation, and 5 years with the Foundation's representative office in Hanoi, the Institute of Policy and Management, as the unit directly implementing the policy project activities, has organized nearly 30 training courses and more than 20 seminars and scientific workshops on policy, policy planning processes, and policy decision-making techniques; conducted practical research on policy impact assessment, and published policy newsletters...
