This activity is part of the collaborative project "Enhancing awareness and skills among grassroots policymakers and stakeholders regarding socio-economic transformation in Vietnam.The course was organized by the Institute in collaboration with the Rosa Luxemburg Foundation (RLS), Federal Republic of Germany. Over 80 participants attended, including leaders of provincial and city People's Councils, standing committees of district-level People's Councils, and leaders and specialists from various departments, agencies, and socio-political organizations in Vinh Long province.
Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) delivered the opening remarks at the training course.
Assoc. Prof. Dr. Dao Thanh Truong (Director of the Institute of Policy and Management, Head of the Faculty of Management Science, Project Director) delivered a speech at the opening session.
Attending the training course, Dr. Pham Tat Thang (Deputy Chairman of the National Assembly's Committee on Culture, Education, Youth, and Children – Representative from Vinh Long province) expressed his hope that the trainees would enhance their awareness of the socio-economic and ecological transformation issues of their localities.
Representing the local leadership, Dr. Bui Van Nghiem (Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council of Vinh Long) emphasized: The training course is of great importance to the training of officials in Vinh Long province in the current period. At the two training courses, participants were equipped with additional knowledge and skills such as: policy analysis and planning skills, policy implementation and evaluation skills, legal document analysis skills, decision-making and problem-solving skills, conflict management skills, planning skills, and work implementation and monitoring skills. The training courses applied a dual-teaching model and modern teaching methods transferred to Vietnamese lecturers by German experts from the RLS Foundation Training Center during the 2016-2017 period.
Throughout the course, the trainees actively discussed socio-economic and ecological transformation issues and local policies such as resource management policies, compensation policies, land acquisition support policies, poverty reduction policies, etc. Dialogues between trainees and between trainees and instructors created an open and practical exchange space, helping trainees proactively apply their knowledge to solve real-world situations.
At the conclusion of the two training courses, the participants highly appreciated the program content, teaching methods, and organization of the Institute of Policy and Management. The participants also expressed their desire to continue participating in advanced training courses on policy-making skills in the future.

At the closing session, Mr. Nguyen Minh Dung (Provincial Party Committee member, Vice Chairman of the Vinh Long Provincial People's Council), representing the provincial leadership, expressed his sincere gratitude to the Institute for Policy and Management and the Rosa Luxemburg Foundation, Federal Republic of Germany, for their sponsorship and support in successfully organizing this training course. At the same time, the Vinh Long provincial leadership exchanged views and made proposals to the Institute for Policy and Management regarding strengthening cooperation in research and policy training in the future.
