This is an activity within the framework of the cooperation project "Raising awareness and skills for grassroots policy makers and stakeholders on socio-economic-ecological transition in Vietnam" of the Institute with the Rosa Luxemburg Foundation (RLS), Federal Republic of Germany. The course was attended by more than 80 students who are leaders of the Provincial People's Council, City People's Council, standing members of the District People's Council, leaders and experts of departments, branches, and socio-political organizations of Vinh Long province.
Prof. Dr. Pham Quang Minh (Rector of University of Social Sciences and Humanities) delivered the opening speech at the training course.
Assoc. Prof. Dr. Dao Thanh Truong (Director of the Institute of Policy and Management, Head of the Faculty of Management Science, Project Director) spoke at the opening session.
Attending the training course, Dr. Pham Tat Thang (Vice Chairman of the National Assembly Committee on Culture, Education, Youth, Adolescents and Children - Delegate of Vinh Long province) expressed his hope that the trainees would raise awareness of local economic - ecological - social transformation issues.
Representative of the local leadership, Dr. Bui Van Nghiem (Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Vinh Long province) emphasized: The training course is of great significance to the training of cadres of Vinh Long province in the current period. In the two training courses, trainees were equipped with additional knowledge and skills such as: policy analysis and planning skills, policy implementation and evaluation skills, legal document analysis skills, decision-making and problem-solving skills, conflict management skills, planning skills, work implementation and supervision skills, etc. The training courses applied the dual-teaching model and modern teaching methods transferred by German experts from the RLS Foundation Training Center to Vietnamese lecturers in the period of 2016-2017.
During the course, students actively discussed issues of economic - ecological - social transformation and local policies such as resource management policies, compensation policies, land acquisition support, poverty reduction policies, etc. Dialogues between students - students, students - lecturers created an open and practical exchange space, helping students proactively apply knowledge to solve practical situations.
At the end of the two training courses, the trainees highly appreciated the program content, teaching methods and organization of the Institute of Policy and Management. The trainees also expressed their desire to continue participating in advanced training courses on policy making skills in the future.

At the closing session, Mr. Nguyen Minh Dung (Provincial Party Committee member, Vice Chairman of Vinh Long Provincial People's Council) on behalf of the provincial leaders expressed his deep gratitude to the Institute of Policy and Management, Rosa Luxemburg Foundation, Federal Republic of Germany for sponsoring and supporting the successful organization of this training course. At the same time, representatives of Vinh Long provincial leaders had discussions and proposals with representatives of the Institute of Policy and Management on strengthening cooperation activities in policy research and training in the coming time.
