The Party Committee heard Comrade Nguyen Van Kim announce the Decision of the Standing Committee of the Party Committee of Hanoi National University approving the results of the election of the Party Committee Executive Board, the Party Committee Standing Committee, the Party Committee Inspection Committee, and the positions of Secretary, Deputy Secretary, and Chairman of the Party Committee Inspection Committee of the University of Social Sciences and Humanities, term XXVII, 2015-2020.

At the meeting, the Party Committee heard reports, discussed, and approved the Standing Committee's proposal to establish advisory and support committees for the Party Committee, including: the Inspection Committee, the Organization Committee, the Propaganda Committee, and the Professional Committee. Accordingly, the Party Committee unanimously assigned responsibilities to each member of the Standing Committee as follows: Comrade Nguyen Van Kim, Secretary of the Party Committee: In charge of overall management and directly overseeing the Party Committee's Organization Committee; Comrade Pham Quang Minh, Deputy Secretary of the Party Committee: In charge of mass organizations and the Party Committee Office; Comrade Ngo Thi Kieu Oanh, Standing Committee Member: In charge of the Inspection Committee; Comrade Vu Van Quan, Standing Committee Member: In charge of the Professional Committee; Comrade Dang Thi Thu Huong, Standing Committee Member: In charge of the Propaganda Committee.
Party Committee members, according to their assignments, participate in the Party Committee's departments and are also in charge of several of the 20 Party branches under the University's Party Committee. In addition, to mobilize suitable and capable cadres from the Party branches to participate in general work, as well as to create conditions for training and developing cadres, the Party Committee has decided to propose some Party branch committee members to join the Party Committee's departments. The Party Committee has instructed the Office to promptly finalize the relevant documents for approval and dissemination throughout the Party Committee.

During the meeting, the Party Committee discussed, agreed upon, and approved the following:Rules of Procedure of the Party Committee and the Standing Committee of the Party CommitteeandKey work program of the Party Committee of the University, 27th term, 2015-2020.Based on the content of the above documents, the Party Committee requests that the advisory departments proceed with developing the operational regulations and work plans of the departments, and submit them to the Party Committee for approval in May 2015.
Regarding the direction for implementing the important tasks outlined in the Political Report of the 27th Party Congress of the University, as well as in the Resolution adopted by the Congress, the University Party Committee has determined that: It is necessary to develop a plan and promptly hold specialized meetings of the Party Committee. In addition, based on the reports assessing the current situation and the goals/targets to be achieved in the 2015-2020 term for each major area of work as set forth by the Congress, the University Party Committee will discuss and approve the direction, develop comprehensive sets of solutions, and thereby unify leadership and guidance for implementation throughout the University. Initially, the Standing Committee of the Party Committee will develop a list of major issues that need to be addressed promptly. On behalf of the Standing Committee of the Party Committee, Comrade Nguyen Van Kim presented the following specific issues:
Organizational and team development
The tasks of organizational work:Research on implementing the restructuring of the School's organizational structure towards a research university model.The plan involves establishing institutes within the university, initially focusing on the construction and formation of institutes such as the Institute of Policy and Management Science, the Institute of Culture and Arts, and the Institute of Oriental Studies, etc.); Establish effective management and operational mechanisms for research centers to meet the requirements of scientific development.
The tasks of workforce development include:Research on building and innovating human resource management models to achieve the targets set by the University Party Congress regarding the development of the staff.Structure of doctoral degree levels, scientific titles of Professor, Associate Professor, etc., up to 2020), ensuring compliance with the school's development requirements.
Training
Implement reforms in the admissions process in line with the fundamental and comprehensive reform of education and training, focusing initially on directing and organizing the competency assessment exam and university admissions process effectively; continuously improving the quality of training; and developing a system of learning materials.This includes focusing on developing key, distinctive textbooks, specialized books, etc.) in order to further affirm the position and academic prestige of the School; Internationalize some training programs (Research focuses on developing training programs based on leveraging the strengths of the university's departments/specializations, while taking into account the needs of regional and international students...); Implement training that meets societal needs (Focus on developing and innovating training programs to enhance students' capabilities after graduation, aiming to meet the requirements of talent training; develop and innovate short-term training and vocational training programs to meet the human resource training needs of industries and localities, especially strategic areas.Attracting talented experts from within and outside the University, outstanding graduate students, doctoral candidates, and undergraduates to participate in research topics and projects; Researching and developing a competency framework for the faculty of the University of Social Sciences and Humanities, Vietnam National University, Hanoi.
Scientific research management
Further promote scientific activities and domestic and international conferences; actively develop new research topics: State-level projects, protocol projects, VNU projects, and cooperation with localities...; Strengthen publication activities, especially international publications in reputable scientific journals; collaborate with experts from international research institutes and universities for joint research and publication; Develop mechanisms to support and encourage the formation of research groups led by leading experts from multiple generations.
Foreign affairs and international training cooperation
Effectively utilize resources from collaborative programs to enhance teaching, research, and management capabilities, and contribute to the University's financial revenue; Develop and manage international joint programs effectively.
Planning and finance, administrative management
Develop a strategy for diversifying revenue sources; formulate appropriate policies for utilizing financial resources to promote development; manage and utilize assets efficiently and economically; continue to innovate the administrative management system and work processes towards a streamlined and efficient model, and promote the application of information technology.
Trade union work
Directing units and organizations to actively participate in building a cultural environment and academic spirit, maintaining strict work discipline, a sense of responsibility, and close sharing and cohesion among members within the unit and between units within the University.
The Party Committee agreed with the above points and also stated that the preparation of thematic reports is the basis for proposing major sets of solutions. Therefore, attention must be paid to the systemic connection between key tasks, proposing comprehensive, effective, and feasible solutions.
Summarizing the key points of the meeting, the Party Committee Secretary stated that, in addition to the aforementioned key tasks, in leading and directing the overall activities of the University's Party Committee, the Party Committee must be a leading, guiding, and advisory body that is united, intelligent, and courageous. The collective Party Committee and each Party Committee member must regularly grasp the policies and guidelines of the Party and the State; uphold a high sense of responsibility and a pioneering role in leadership and direction, effectively carrying out assigned tasks; be creative and dynamic in their work and in performing tasks in their respective units; be humble, open-minded, listen to, and accept the contributions of cadres, Party members, staff, and students... in order to effectively implement the key policies, tasks, and targets set forth in the Resolution of the 27th Party Congress.
