The second meeting of the Party Committee of the University of Social Sciences and Humanities, term XXVII

Comrade Nguyen Van Kim, Party Committee Secretary chaired the meeting. The Party Committee listened to Comrade Nguyen Van Kim announce the Decision of the Standing Committee of the Party Committee of Vietnam National University, Hanoi approving the election results of the Party Executive Committee, the Standing Committee of the Party Committee, the Party Committee Inspection Committee and the positions of Secretary, Deputy Secretary, Chairman of the Inspection Committee of the Party Committee of the University of Social Sciences and Humanities, term XXVII, 2015-2020.

At the meeting, the Party Committee listened to the report, discussed and approved the proposal of the Standing Committee on the establishment of advisory and support committees for the Party Committee, including: Inspection Committee, Organization Committee, Propaganda Committee and Professional Committee. Accordingly, the Party Committee agreed to assign responsibilities to each comrade in the Standing Committee as follows: Comrade Nguyen Van Kim, Party Committee Secretary: In charge of the Party Committee's Organization Committee; Comrade Pham Quang Minh, Deputy Party Committee Secretary: In charge of mass organizations and the Party Committee Office; Comrade Ngo Thi Kieu Oanh, Standing Committee Member: In charge of the Inspection Committee; Comrade Vu Van Quan, Standing Committee Member: In charge of the Professional Committee; Comrade Dang Thi Thu Huong, Standing Committee Member: In charge of the Propaganda Committee.

Party Committee members, as assigned, participate in the Party Committee's Committees and are also in charge of a number of Party cells out of a total of 20 Party cells under the School Party Committee. In addition, in order to mobilize cadres with suitable capacity in Party cells to participate in general work, as well as create conditions for training and developing cadres, the Party Committee decided to propose a number of Party Committee members in Party cells to join the Party Committee's Committees. The Party Committee assigned the Office to promptly complete related documents for signing, approval and dissemination throughout the Party Committee.

During the meeting, the Party Committee discussed, agreed and approvedWorking regulations of the Party Committee and the Standing Committee of the Party CommitteeandKey work program of the Party Committee of the School, term XXVII, 2015-2020.Based on the contents of the above documents, the Party Committee requests the Advisory Boards to develop the Board's operating regulations and work plans, and report to the Party Committee for approval in May 2015.

Regarding the orientation for implementing important tasks stated in the Political Report of the 27th Party Congress of the School, as well as in the Resolution passed by the Congress, the School Party Committee determined: It is necessary to develop a plan and promptly implement the thematic meetings of the Party Committee. In addition, based on the reports assessing the current situation and the goals/targets to be achieved in the 2015-2020 term for each major field of work set out by the Congress, the School Party Committee will discuss, approve the direction, develop groups of overall solutions, thereby unifying in leadership and direction for implementation throughout the School. In the immediate future, the Party Committee Standing Committee will develop a list of major issues that need to be focused on solving soon. On behalf of the Party Committee Standing Committee, Comrade Nguyen Van Kim presented specifically on the following issues:

Organization and team development

Tasks of organization:Research and implement restructuring of the School's organizational structure towards a research university model (Forming a model of Institutes in the School, firstly researching the construction and formation of institutes: Institute of Policy Science and Management, Institute of Culture - Arts, Institute of Oriental Studies,...); Build a mechanism to manage and operate research centers effectively, meeting the requirements of scientific development.

Mission of team development:Researching, building and innovating the human resource management model to achieve the targets set by the School Party Congress on developing the staff (Structure of PhD degrees, scientific titles of Professor, Associate Professor... by 2020), ensuring compliance with the development requirements of the School.

Training work

Implementing innovation in enrollment work in the spirit of fundamental and comprehensive innovation in education and training, focusing on directing the organization of good capacity assessment exams and university admission work; Continuously improving training quality; Developing a system of learning materials (focusing on building key and unique textbooks, monographs,...) to continue to affirm the position and academic reputation of the School; Internationalize some training programs (Research and develop training programs based on the strengths of the School's majors/fields, taking into account the needs of regional and international students...); Conduct training to meet social needs (Focus on building and innovating training programs to improve students' capacity after graduation, aiming at the requirements of talent training; building and innovating short-term training programs, VHVL to meet the human resource training needs of industries and localities, especially strategic areas.); Attracting good experts inside and outside the University, excellent students, PhD students and lecturers to participate in research topics and projects; Researching and building a competency framework for the teaching staff of the University of Social Sciences and Humanities, VNU.

Scientific research management

Further promote scientific activities, domestic and international conferences; actively develop new research topics: State-level topics, protocol topics, VNU-Hanoi topics and cooperation with localities...; Strengthen publication activities, especially international publications in prestigious scientific journals; coordinate with experts from international research institutes and universities to conduct joint research and publication; Build a support mechanism, encourage the formation of Research Groups led by good, leading experts of many generations.

Foreign affairs and international training cooperation

Effectively exploit resources from cooperation programs to improve teaching, research, management capacity and contribute to the financial resources of the School; Develop and well manage international cooperation programs.

Planning - finance, administrative management

Develop a strategy to diversify revenue sources; Develop a policy to use appropriate financial resources to promote development; Manage and use assets effectively and economically; Continue to innovate the administrative management system and work procedures towards streamlining and efficiency, and promote the application of information technology.

Union work

Directing units and organizations to actively participate in building a cultural environment, academic spirit, maintaining strict work discipline, sense of responsibility and sharing, and close connection between members of the unit and between units in the School.

The Party Committee agrees with the above contents and believes that: the development of specialized reports is the basis for proposing major groups of solutions. Therefore, it is necessary to pay attention to the systematic relationship between key tasks, proposing comprehensive, effective and feasible solutions.

Summarizing the important contents of the meeting, the Party Secretary said that, in addition to the key tasks mentioned above, in the process of leading and directing the general activities of the School Party Committee, the Party Committee must be a leading, orienting organization, a united, intelligent and courageous advisory body. The Party Committee and each Party Committee member must regularly grasp the policies and guidelines of the Party and the State; Uphold the sense of responsibility, the pioneering role in leadership, direction, and well perform assigned tasks; Be creative and dynamic in work and perform tasks in units; Be modest, receptive, listen to and accept the contributions of cadres, Party members, civil servants, students, etc. in order to well implement the key policies, tasks and targets set forth in the Resolution of the 27th Party Congress.
