On the side of VNU, there were comrade Nguyen Kim Son - Party Committee Secretary, President of VNU; comrades in the Board of Directors, Standing Committee of the Party Committee, Chairman of the Science and Training Council, Quality Assurance Council of VNU; Rectors of member universities, Chief of Office and Heads of functional departments.
At the meeting, VNU President Nguyen Kim Son reported to the Prime Minister on the recent activities of VNU and presented a number of recommendations and proposals to the Prime Minister.
Speaking at the meeting, the Prime Minister highly appreciated the efforts of VNU in pioneering training, quality assessment and scientific research with highly applicable research products and an increasing number of international publications.
In recent times, VNU has affirmed its leading position in the higher education system in Vietnam. The head of the Government suggested that VNU should continue to promote the implementation of Resolution 29 of the Party Central Committee on fundamental and comprehensive innovation of education and training.
Prime Minister Nguyen Xuan Phuc also agreed to allow two national universities to pilot the development and implementation of a project to attract highly qualified scientific human resources at home and abroad through postgraduate training and high-level scientific research. The two national universities will develop the project and submit it to relevant ministries and branches.
Regarding the proposal to increase investment in the construction of VNU in Hoa Lac, the Prime Minister said that this is an important project not only for VNU but also for a university city and the image of the whole country. The Government will consider measures to increase investment sources for key projects such as the construction of the University of Natural Sciences. The Prime Minister directed that VNU should develop a project to borrow ODA capital for key and urgent projects. He agreed to diversify investment capital sources and mobilize social resources to build a number of suitable projects.
The Prime Minister agreed with the proposals of VNU on the policy of developing the Vietnam-Japan University under a special mechanism. Along with that, the University needs to be supported, apply a number of mechanisms and receive budget support in the initial stage according to the excellent university model that has been effectively piloted.
The Prime Minister emphasized that in the context of the country entering a new development stage, VNU needs to orient its development in line with the goal of building a startup nation. The Prime Minister hopes that VNU must become a part of the national startup ecosystem; must be a place to encourage and pioneer in building a startup nation. "VNU is a fighting force of the Vietnamese people today, with the role of an entrepreneur" - said the Prime Minister.

In that spirit, Prime Minister Nguyen Xuan Phuc requested scientists, managers and lecturers of VNU to continuously promote their role models and ethics in education and teaching, continue to achieve better results in the career of "growing people", and actively contribute to the program of building a startup nation.
Aiming at the vision to 2030, Prime Minister Nguyen Xuan Phuc suggested that VNU should transform into specific goals. Accordingly, it is necessary to more closely link research work with practical application, and one of the important measures of this task is entrepreneurship with the birth and successful operation of business models.
“To integrate highly, we need to understand what businesses want, what the economy needs, the requirements for businesses and successful participation in the global value chain. Research results must meet those needs, serving socio-economic development and businesses,” the Prime Minister stated. If VNU wants its basic science, high technology and key socio-economic fields to reach the advanced level of Asia as above, it must know itself and others, must keep up with, and even have ideas and projects that are ahead of, the general trend of technological, socio-economic progress in Asia and the world.
“I think VNU will achieve its own action slogan, which is ‘Reaching the peak based on knowledge’. Now, adding that knowledge must be put into practice” for more clarity – the Prime Minister suggested.
The Prime Minister suggested that VNU should strengthen its links with businesses and other socio-economic and educational establishments, attract more social resources to effectively solve this problem in the coming time; and accompany the whole country in the goal of building a start-up nation.
Next, Prime Minister Nguyen Xuan Phuc attended and launched the Youth Startup program organized by the Central Committee of the Ho Chi Minh Communist Youth Union in coordination with the Youth Union - Student Association of VNU.
