In 1946, the fledgling revolutionary government faced a critical situation. In the North, 180,000 Kuomintang troops, under the pretext of disarming the fascists, plotted to overthrow the revolutionary government. In the South, the French sought to reimpose colonial rule. The signing of the Franco-Vietnamese Agreement on March 6, 1946, demonstrated President Ho Chi Minh, the Central Committee of the Party, and the Government's shrewd political maneuver, avoiding confrontation with multiple enemies simultaneously. The March 6 Agreement is considered a miraculous beginning in the diplomatic struggle of the new Vietnam.

* Former Deputy Prime Minister Vu Khoan: Diplomacy requires dealing with many different parties, and the key is to make more friends and fewer enemies, exploiting conflicts between opposing countries to protect national interests. Looking back at history, Uncle Ho was very mobile and flexible in that regard.

* Professor Pham Quang Minh - Rector of the University of Social Sciences and Humanities: “In this agreement, what Ho Chi Minh wanted was for France to recognize Vietnam as an independent nation, but this was not achieved. France only recognized Vietnam as a free nation, but even that was an important result, from a state of slavery to a free nation.”

* Professor Pierre Asselin (University of San Diego, USA): I believe Ho Chi Minh is a symbol of Vietnamese diplomacy. He knew when to fight and when to negotiate. He was very good at balancing, even leveraging relationships with major powers. When studying the methods of Vietnamese diplomacy today, I still see those qualities.
