In accordance with the 2023-2024 academic year plan; based on Official Letter No. 4620/ĐHQGHN-TCCB dated December 4, 2023, from the Vietnam National University, Hanoi, regarding the recruitment plan for staff of the University of Social Sciences and Humanities, the University of Social Sciences and Humanities announces the recruitment of staff as follows:

1. Conditions for applying for civil servant positions

1.1. Individuals who meet the following conditions
- Must be a Vietnamese citizen and reside in Vietnam;
- From the age of 18 and above;
- I have an application form;
- Has a clean record;
- Possess diplomas and certificates of training that are relevant to the job position;
- Having sufficient health to perform the job or task;
- Meeting other conditions that do not contradict legal regulations as required by the job position.
1.2. The following individuals are not eligible to apply for civil servant positions:
- Loss of or limitation of civil capacity;
- Currently under criminal investigation; serving a sentence or complying with a criminal judgment or decision of the Court; or subject to administrative measures such as placement in a treatment facility, educational institution, or reformatory.

2. Number and names of job positions to be recruited, along with recruitment criteria and procedures.

Basis for implementation: Government Decree 115/2020/ND-CP dated September 25, 2020, regulating the recruitment, employment, and management of civil servants; Decree 85/2023/ND-CP dated December 7, 2023, amending Decree 115/2020/ND-CP on the recruitment, employment, and management of civil servants; Regulation No. 588/DHQGHN-TCCB dated March 5, 2021, of Vietnam National University, Hanoi, guiding the implementation of some new points in the recruitment and employment of civil servants; Decision No. 3768/QD-DHQGHN dated October 22, 2014, of Vietnam National University, Hanoi, on the recruitment, employment, and management of civil servants, public employees, and workers within Vietnam National University, Hanoi.
2.1. Eligibility criteria for recruitment into civil service positions.

2.2. Recruitment criteria for civil servants

2.3. Standards for foreign language proficiency, computer skills, and other job requirements.

Foreign language proficiency Proficient in foreign languages ​​for teaching and scientific research (with proof of foreign language proficiency at B2 level according to the European Framework of Reference or equivalent or higher; or a university or postgraduate degree in a foreign language; or a university or postgraduate degree from abroad; or a university or postgraduate degree from a foreign-language training institution in Vietnam).

Information technology There is potential for applying information technology to serve teaching and scientific research.

Other requirements regarding professional title standards - For Lecturers:
+ Research capability: being the sole author or the first author (for journals that do not list authors alphabetically) of an article published in a specialized scientific journal with a standard ISSN, or a chapter in a textbook or monograph published by a publisher with a standard ISBN. Commitment to having a scientific paper published in the proceedings of an international conference or workshop by a foreign publisher with an international standard ISBN or equivalent before the end of the first employment contract.
+ For recruitment into civil service positions: Must possess a training certificate according to the professional title standards for university lecturers.
+ For recruitment of civil servants: Must possess a training certificate according to the professional title standards for university lecturers or commit to obtaining a training certificate according to the professional title standards for university lecturers within one year from the date of signing the employment contract.
- For researchers:
+ Have published articles in specialized scientific journals with standard ISSN numbers or book chapters published by publishers with standard ISBN numbers or equivalent or higher.
+ Possess a certificate of training for a scientific research position or commit to obtaining a certificate of training for a scientific research position within one year from the date of signing the employment contract.

3. Deadline and location for receiving applications.

3.1. The application dossier includes:

- Application form for recruitment into civil servant positions, using Form 01 issued with Government Decree No. 85/2023/NĐ-CP dated December 7, 2023.
- A personal resume in accordance with current regulations, prepared within 30 days before the application submission date, and certified by the competent authority.
- Certified copies of diplomas and certificates required for the job position being recruited; Diplomas and certificates issued by foreign educational institutions must be translated into Vietnamese and notarized. Diplomas issued by foreign educational institutions must include a notarized copy of the Diploma Recognition Certificate from the Department of Quality Management, Ministry of Education and Training.
- Scientific profile according toTemplate 02The journal's ISSN is clearly stated for articles published in specialized scientific journals; the publisher's ISBN is stated for textbook chapters or monographs published, with confirmation from the employing institution (photocopies of scientific publications are attached as proof).
- A health certificate issued by a competent health authority within 30 days prior to the application submission date.
- A self-assessment report by the candidate regarding their political qualities, moral character, professional qualifications and skills, and work experience, certified by the head of the agency, organization, or unit where they work.
- Criminal record certificate issued by the competent authority: To be completed within 30 days from the date of receiving notification of the application results.
3.1.2. For recruitment of civil servants

- A health certificate issued by a competent health authority within 30 days prior to the application submission date.

- Documents proving employment history: Employment decision, social insurance book or electronic social insurance book, contract, salary decisions.
- Criminal record certificate issued by the competent authority: To be completed within 30 days from the date of receiving notification of successful application.
Note:
Applicants are responsible for the legal validity of their diplomas and certificates. If, after the recruitment results are announced, a successful candidate fails to complete the required application documents, engages in fraudulent behavior in filling out the application form, or is found to have used invalid diplomas, certificates, or certifications to participate in the recruitment process, the University of Social Sciences and Humanities will cancel the successful candidate's application and will not accept their application in the next recruitment period. Submitted documents will not be returned.

+ Recruitment period for civil servants: From April 15, 2024 to April 22, 2024 (Monday to Friday), mornings from 8:30 to 11:30; afternoons from 14:00 to 16:30.
+ Recruitment period for civil servants: From April 8, 2024 to May 12, 2024 (Monday to Friday), mornings from 8:30 to 11:30; afternoons from 14:00 to 16:30.

3.3. Application fee:
500,000 VND per applicant (Five hundred thousand Vietnamese Dong).

4. Recruitment methods, content, and sources:

4.1. Recruitment method: Onboarding as a civil servant
4.1.1. Verify the qualifications, standards, diplomas, and certificates of the candidate proposed for recruitment according to the requirements of the job position being recruited for, as stated in the Job Application Form. If the candidate meets the requirements, they will be allowed to participate in Round 2.
4.1.2. Organize examinations and assessments of the general knowledge and professional skills of the proposed candidates in the following manner:
- Interviews or practical tests to assess the candidate's abilities, professional qualifications, and skills.
- Test and examination scores are calculated on a 100-point scale.
- Interview duration: 30 minutes
- Trial teaching time: 45 minutes (for instructors)
- Interview and practical content:
+ General knowledge: Relevant regulations as required by the job position being recruited; the Law on Public Employees, the Law on Higher Education and guiding documents for the implementation of these laws; general understanding of Vietnam National University, Hanoi; and the University of Social Sciences and Humanities.
+ Professional knowledge: Evaluation of trial teaching (professional content according to the job position) for candidates applying for the lecturer position.
+ Assess the candidate's foreign language proficiency in their professional field (as requested by the applicant).
+ Assess the candidate's ability to apply information technology in performing the tasks of the position they are applying for.
c) Recruitment sources and methods of accessing them:
Candidates must have at least 5 years of work experience in a position requiring a doctoral degree relevant to the job requirements and have contributed to mandatory social insurance (excluding internship or probationary periods; if periods of employment with mandatory social insurance contributions are not continuous and have not received a lump-sum social insurance benefit, they will be added together).
4.2. Recruitment method: Selection of civil servants
a) Round 1: Checking eligibility requirements based on the application form and the requirements of the job position being recruited for. If all requirements are met, the applicant will proceed to Round 2.
b) Round 2: Specialized Professional Skills Subject
- Format: Interview and practical
- Content:
+ General knowledge: Relevant regulations as required by the job position being recruited for, and knowledge of the University of Social Sciences and Humanities, and Vietnam National University, Hanoi.
+ Professional knowledge: evaluation of trial teaching sessions for candidates applying for lecturer positions.
+ Assess the candidate's foreign language proficiency in their professional field (as requested by the applicant).
+ Assess the candidate's ability to apply information technology in performing the tasks of the position they are applying for.
- Interview and practical scores are calculated on a 100-point scale.
- Interview and practical session duration: 45 minutes.
c) Recruitment sources and methods of accessing them:
- Recruitment source: Candidates who fully meet the recruitment requirements.
- Methods of sourcing: Posting job advertisements in print or online newspapers, on the school's website, and through written notices at the school's workplace.
