1. Conditions for registration to take the civil service exam
1.1. People who meet the following conditions:
- Have Vietnamese nationality and reside in Vietnam;
- 18 years of age or older;
- Have application form;
- Have clear background;
- Have diplomas and training certificates appropriate to the job position;
- Be physically fit to perform the job or duties;
- Meet other conditions, not contrary to legal regulations as required by the job position.
1.2. The following persons are not allowed to register for civil service recruitment:
- Loss of civil capacity or limited civil capacity;
- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures of being sent to a medical facility, educational facility, or reformatory school.
2. Number, names of job positions (VTVL) to be recruited and recruitment standards and forms

Commit to having a scientific article published in the proceedings of an international conference or seminar of a foreign publisher with an international standard ISBN code or equivalent or higher before the end of the first working contract. + For those who are accepted as civil servants: Have a training certificate according to the professional title standards of university lecturers. + For civil servant recruitment: Have a training certificate according to the professional title standards of university lecturers or commit to have a training certificate according to the professional title standards of university lecturers within 01 year from the date of signing the employment contract. - For researchers: + Have an article published in a specialized scientific journal with a standard ISSN code or a book chapter published by a publisher with a standard ISBN code or equivalent or higher. + Have a certificate of training in scientific research or commit to have a certificate of training in scientific research within 01 year from the date of signing the employment contract. |

3. Deadline and location for receiving documents.
3.1. Application documents include:3.1.1. Objects of receiving civil servants
- Application form for recruitment in the form of receiving civil servants according to Form 01 issued with Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government.
- Personal resume according to current regulations, prepared within 30 days before the date of application submission, with confirmation from the competent authority.
- Notarized copies of diplomas and certificates as required for the job position; Diplomas and certificates issued by foreign educational institutions must be translated into Vietnamese and notarized. Diplomas issued by foreign educational institutions must have a notarized copy of the Diploma Recognition Certificate from the Department of Quality Management, Ministry of Education and Training.
- Scientific background according to
Model 02clearly stating the journal ISSN code for articles published in specialized scientific journals; the publisher's ISBN code for published textbook chapters or monographs, with confirmation from the working agency (photocopy of scientific products attached)
- Health certificate issued by a competent health authority within 30 days prior to the date of application submission.
- Self-assessment and evaluation of the proposed candidate on political qualities, moral qualities, professional qualifications and capacity, and work process, confirmed by the head of the agency, organization, or unit where he/she works.
- Criminal record certificate issued by competent authority: Completed within 30 days from the date of receipt of notification of acceptance result.
3.1.2. For civil servant recruitment
- Application form according to
Model 01issued with Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government.
- Personal CV according to current regulations, prepared within 30 days before the application submission date, with confirmation from the competent authority;
- Notarized copies of diplomas, transcripts, and certificates related to the required major. Diplomas and certificates issued by foreign educational institutions must be translated into Vietnamese and notarized. Diplomas issued by foreign educational institutions must have a notarized copy of the Diploma Recognition Certificate from the Department of Quality Management, Ministry of Education and Training;
- Health certificate issued by a competent health authority within 30 days prior to the date of application submission.
- Scientific background according to
Model 02 clearly stating the journal ISSN code for articles published in specialized scientific journals; the publisher's ISBN code for published textbook chapters or monographs, with confirmation from the working agency (photocopy of scientific products attached).
- Proof of work experience: Recruitment decision, social insurance book or electronic social insurance book, contract, salary decisions.
- Criminal record issued by competent authority: Completed within 30 days from the date of receiving notification of admission results.
Note:
Candidates are responsible for the legality of their diplomas and certificates. In case, after the recruitment results are available, the successful candidate does not complete the recruitment documents as prescribed or commits fraud in declaring the recruitment application form or is discovered to have used an incorrect diploma, certificate or certification to participate in the recruitment, the University of Social Sciences and Humanities shall issue a decision to cancel the recruitment results and not accept the recruitment application form in the next recruitment period. The received documents will not be returned.
3.2. Time and place for receiving documents:- Time:
+ Subjects accepted to work as civil servants: From April 15, 2024 to April 22, 2024 (working days from Monday to Friday), Morning from 8:30 to 11:30; Afternoon from 14:00 to 16:30.
+ Subjects of civil servant recruitment: From April 8, 2024 to May 12, 2024 (working days from Monday to Friday), Morning from 8:30 to 11:30; Afternoon from 14:00 to 16:30.
- Location: Personnel Organization Department (Room 602, Building E), University of Social Sciences and Humanities, 336 Nguyen Trai, Thanh Xuan, Hanoi.

3.3. Application fee:500,000 VND/applicant (Five hundred thousand VND).
4. Form, content, recruitment source:
4.1. Recruitment form: Acceptance as civil servant
4.1.1. Check the conditions, standards, degrees, and certificates of the proposed candidate according to the requirements of the job position to be recruited in the Application Form according to the requirements of the job position. If suitable, the candidate will be allowed to participate in round 2.
4.1.2. Organize tests and assessments on general knowledge and professional and technical competence of the proposed recipient in the following forms:
- Interview or practice to test the candidate's ability, professional qualifications and skills.
- Test scores are calculated on a 100-point scale.
- Interview time: 30 minutes
- Teaching practice time: 45 minutes (for lecturer position)
- Interview and practice content:
+ General knowledge: Relevant regulations according to the requirements of the job position to be recruited; Law on Civil Servants, Law on Higher Education and documents guiding the implementation of the Law; general knowledge about VNU; about the University of Social Sciences and Humanities.
+ Professional knowledge: Evaluation of trial teaching (professional content according to job position) for candidates for lecturer position.
+ Test foreign language proficiency in the field (registered by the candidate).
+ Test the ability to apply information technology in performing the tasks of the recruiting position.
c) Recruitment sources and methods of accessing sources:
Candidates with at least 5 years of work experience in a position requiring a doctoral degree appropriate to the requirements of the job position to be recruited and have paid compulsory social insurance (excluding internship and probationary periods. If there is a period of work with compulsory social insurance paid intermittently but has not received a one-time social insurance benefit, it will be accumulated).
4.2. Recruitment form: Civil servant recruitment
a) Round 1: Check the application conditions on the Application Form according to the requirements of the job position to be recruited. If the requirements are met, the applicant will be allowed to participate in round 2.
b) Round 2: Professional subjects

+ General knowledge: Relevant regulations according to the requirements of the job position and knowledge about the University of Social Sciences and Humanities, about Vietnam National University, Hanoi.
+ Professional knowledge: assessment of teaching practice for candidates for lecturer positions.
+ Test foreign language proficiency in the field (registered by the candidate).
+ Test the ability to apply information technology in performing the tasks of the recruiting position.
- Interview and practice scores are calculated on a 100-point scale.
- Interview and practice time: 45 minutes.
c) Recruitment sources and methods of accessing sources:
- Recruitment source: Candidates who fully meet the recruitment requirements.
- How to access sources: Post recruitment information in printed or electronic newspapers, the School's website, and post written notices at the School's workplace.
