The seminar was attended by representatives of the school's Board of Directors; representatives of the Board of Directors, Training Assistants and Quality Assurance Assistants (QA) of the Faculties, Institutes and Departments; representatives of the Leaders and specialists in charge of QA work of the Departments and Functional Centers; specialists in charge of developing training programs of the Training Department; officers assigned by the unit to participate in assessing the quality of training programs (CTDT) in 2024, 2025 and 2026.
This is a forum to discuss and exchange experiences in self-assessment of quality, improvement and enhancement of training programs according to the quality assessment standards of the Ministry of Education and Training and the Southeast Asian University Network (AUN-QA).

In her opening speech, Associate Professor, Dr. Dang Thi Thu Huong - Vice Rector of the University of Social Sciences and Humanities emphasized that the current regulations and circulars on quality assurance have many new points compared to 2024, therefore, the implementation of assessment and accreditation of training programs in 2025 needs to quickly adapt to the new regulations. Units implementing accreditation activities need to respond to the assessment of training programs in a substantive manner, flexibly distilling the contributions of the External Assessment Council to adjust training programs in the most practical and effective way.
In 2025, the University of Social Sciences and Humanities plans to organize external assessments of 06 training programs that completed self-assessment in 2024 (including 03 undergraduate training programs and 03 master's training programs) and continue to organize the quality accreditation process of 05 training programs, including 02 training programs according to the AUN-QA standards and 03 training programs according to the standards of the Ministry of Education and Training. Therefore, the education quality assurance system needs to continue to be improved through investing resources to review and continuously improve the quality of training programs, focusing on the existing problems identified from the results of self-assessment and external assessment.

Presenting the paper “Quality assessment & improvement of training program quality”, Dr. Pham Huy Cuong - Director of the Center for Education Quality Assurance, University of Social Sciences and Humanities said that ensuring the quality of higher education is a continuous and systematic process, including policies, mechanisms, standards, procedures, and measures to maintain and improve the quality of higher education.
Updating the latest information on regulations and guidelines for assessing the quality of training programs, Dr. Pham Huy Cuong said that units need to pay attention to some important innovations in Circular 04/2025 on quality assessment of training programs at all levels of higher education, in which it is noteworthy that 10 criteria and conditions (mandatory requirements for training programs) have been identified, focusing on clarifying the response to the approach according to the current output standards of higher education in Vietnam. The Circular sets out practical requirements that require attention and investment of resources to further improve the quality of training programs in schools.
The Director of the Center for Education Quality Assurance also shared the process of self-assessment of training program quality, basic steps to complete the self-assessment report and prepare for external assessment; the set of standards of the Ministry of Education and Training in comparison between Circular 04/2016 and Circular 04/2025; AUN-QA standards...
In order to continuously improve quality, training units need to pay attention to the criteria and conditions in Circular 04/2025, such as: The output standards (CDR) of the training program are consistent with the Vietnam National Training Framework, including general CDR and specialized CDR; the contribution of each subject in achieving the CDR of the training program is clear; the methods of assessing learning outcomes ensure that the level of CDR of each subject and CDR of the training program can be measured... The role of lecturers, department leaders and faculty leaders is very important in ensuring the quality of training programs, including the implementation of quality accreditation of training programs.
At the seminar, leaders and quality assurance assistants at faculties/institutes/departments and functional departments had many discussions and ideas to ensure that the education quality assurance activities in 2025 at the University of Social Sciences and Humanities are implemented in the most effective way.
Dr. Pham Van Hue - Deputy Head of Training Department reported on the results of improvement and quality enhancement in training management activities.
According to Dr. Pham Van Hue - Deputy Head of Training Department, in 2024, the school has implemented many activities to improve and enhance the quality of training management activities in the spirit of "standard" and "quality". These include adjusting 28 undergraduate training programs; adjusting 35 master's training programs and 29 doctoral training programs; opening 01 new bachelor's training program and 01 doctoral training program, and accepting 02 master's training programs and 01 newly opened doctoral training program at VNU level.
Sharing experiences in adjusting training programs based on the results of training quality assessment, Associate Professor, Dr. Nguyen Van Luot - Deputy Head of the Department of Psychology emphasized that thanks to assessment, units can improve their training programs better. After assessment, units need to review and improve the issues recommended by the assessment council, such as expected learning outcomes, program structure and content, teaching and learning methods, student assessment methods, support and improvement of the quality of teaching staff, etc.

Dr. Nguyen Hong Duy - Deputy Head of the Department of Archival Studies and Office Administration highly appreciated the significance of the seminar in providing information and exchanging experiences with units, especially in the context that many training programs are being reviewed and preparing criteria for accreditation. Training program accreditation activities have been closely linked to the training reality at the school. Proposing solutions to improve the quality of teaching and learning according to CDR, Dr. Nguyen Hong Duy emphasized 05 solutions, including: Improving the training program; Enhancing the professional management role of each department; Strengthening cooperation with agencies and organizations in enhancing internship and practical activities for students; Innovating teaching methods; Improving methods of assessing learners.

Dr. Nguyen Thi Thu Huong - Deputy Head of the Faculty of Oriental Studies proposed some recommendations to improve the quality of accreditation of training programs.
Quality culture is the key point of training units, especially those with a leading and pioneering mission like the University of Social Sciences and Humanities. In recent years, the school has organized many activities to ensure quality and accredit programs to improve training quality in a sustainable way. As of 2024, VNU-USSH has completed the quality accreditation of 100% of undergraduate training programs that are qualified for quality accreditation. These are remarkable numbers, demonstrating the continuous efforts to improve training quality, consolidate the position and prestige of the University of Social Sciences and Humanities in particular and VNU in the national and regional higher education system.
