- Systematize the policy of the Quang Ninh Provincial Party Committee on improving the quality of grassroots party organization activities through two periods from 2005 to 2010 and 2010 to 2015.

- Objectively reproduce and analyze the direction of the Quang Ninh Provincial Party Committee on improving the quality of grassroots party organization activities from 2005 to 2015 on the main contents: leadership activities, study activities, self-criticism and criticism activities, party member activities according to Regulation 76 of the Politburo.

- Objectively evaluate the advantages and limitations, thereby drawing experience from the process of leading and improving the quality of grassroots party organization activities of the Quang Ninh Provincial Party Committee from 2005 to 2015.
