INTRODUCTION

1. Urgency of the topic

During the process of leading and training the Vietnam People's Army, President Ho Chi Minh always paid attention to political theory education for cadres and soldiers. His views on ideology and theory and his concern have contributed to improving the theoretical level, political qualities, ethics, and lifestyle of cadres, thereby providing practical orientation for the Party's work and political work in the army today. The building and striving to be worthy of the quality of "Uncle Ho's soldiers" further demonstrates the sustainable affirmation of Ho Chi Minh's thought on army building in general and political theory education in the army in particular. Building a politically strong Vietnam People's Army is the top principle that our Party has consistently implemented throughout more than 70 years of building, fighting and growing the Army, creating the tradition of "Our Army is loyal to the Party, filial to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. Every task is completed, every difficulty is overcome, every enemy is defeated" [93, p.435].

In the current context, facing the sabotage of hostile forces aiming to eliminate the leadership role of the Party, the plot to "depoliticize" the army..., especially the impact of the 4.0 industrial revolution has been and is taking place more and more strongly, creating advantages and difficulties in education in general and political theory education in particular. Therefore, political theory education has become an important and indispensable part of education and training at military officer schools today.

The military officer schools in the Vietnam People's Army are the cradle for training and providing platoon-level command and staff officers for the entire army, and have an important position and role in training human resources for the army and the country. In recent years, the work of political theory education for students of military officer schools has had many innovations in content, programs and methods of political theory education. The team of political theory lecturers has closely followed the issues arising in social and military practice, and has deepened theoretical issues to make students clearly aware of the position and role of studying political theory in the school's training program. However, besides the achieved results, the work of political theory education still has limitations in many aspects that affect the quality of education and training, reducing the quality of students when they graduate.

Currently, there have been many research works related to political theory education in general and in military academies and schools in particular, but there has not been any in-depth research work on political theory education in the block of special service officer schools from the perspective of political science. For the above reasons, the author chose the topic "Political theory education in current service officer schools according to Ho Chi Minh's thought" as his doctoral thesis.

2. Research purpose and tasks

Based on the analysis and clarification of Ho Chi Minh's thoughts on political theory education, assessing the current situation, pointing out the causes, from there proposing solutions to improve the quality of political theory education in current military officer schools.

4.1. Theoretical basis

- The thesis is based on the theory of Marxism-Leninism, Ho Chi Minh thought and the viewpoints of the Party, State and army on political theory education.

To carry out the tasks of the thesis, the author uses interdisciplinary methods - a specific method of Ho Chi Minh studies to clarify the content, meaning and value of Ho Chi Minh's thought on political theory education. At the same time, the thesis uses other research methods such as:

One is, input quality of some trainees is still low; motivation, attitude, responsibility for learning, training and learning methods of some trainees are still limited. The quality and effectiveness of management and operation of education and training activities, including LLCT education, are still limited; there are inappropriate training contents and programs.

Two is, the staff and lecturers of LLCT are still lacking in quantity, some are limited in qualifications, capacity, pedagogical methods, practical experience, and have structural shortcomings; measures to overcome difficulties in the teaching staff are not comprehensive and consistent. The training of new lecturers by faculty staff and department heads is not regular and comprehensive..The initiative of lecturers in self-study and research is still limited; the sense of responsibility of each lecturer sometimes does not really invest time and effort to improve the quality of teaching and scientific research.

Three is, the conditions of facilities, technical means, documents, and textbooks serving the task of educating military theory are still facing many difficulties, not meeting the requirements in both quantity and quality; ensuring places to eat, stay, live, and work for cadres, lecturers, workers, students, and soldiers is still facing many difficulties and shortages.

Four is, the responsibility of leadership and organization of the implementation of LLCT education tasks of some student management officers is still limited, especially in experience in managing, educating, training students, and the ability to organize self-study and extracurricular learning activities for students.

Five is, the motivation and learning attitude of a part of the students are not really correct. Some students are not yet fully aware of the importance of political education in shaping the personality and political qualities of future cadres.

From the above situation, it can be seen that the current issue is to improve the quality of military theory education at military officer schools not only by the objectives and curriculum of military theory learning but also by the method of teaching military theory to convey the content to learners and the process of knowledge acquisition by learners. Thus, it is necessary to innovate the content and teaching methods of the teaching staff, improve the professional qualifications to ensure that improving the quality of military theory education at military officer schools today is effective.

- The development of the 4.0 revolution with political theory education

Such innovation must always adhere to the subjects and training objectives of the school. The innovation process must combine theory with practice, always closely follow the international situation, the socio-economic development of the country and the army. In addition, it is necessary to actively fight against the enemy's sabotage on the ideological and theoretical front; improving the quality of LLCT education cannot be separated from improving the quality of teaching other social sciences and humanities and must be closely and consistently led in the school. To improve the quality of LLCT education, it is necessary to implement well and synchronously groups of solutions, including breakthroughs in innovation of teaching methods.

The groups of solutions to improve the quality of political theory education in current military officer schools according to Ho Chi Minh's thought are closely related to each other and require to be implemented synchronously, only then can the quality of political theory education in current military officer schools be improved.

CONCLUDE

President Ho Chi Minh, beloved leader of the nation, great teacher of the Vietnamese revolution. Throughout his life of active and rich revolutionary activities, he made great contributions in both theory and practice, bringing success to the Vietnamese revolution.

As the founder and trainer of our Party, President Ho Chi Minh always paid attention to and spent a lot of time on the work of educating political theory, aiming to improve the theoretical level and political awareness of cadres, party members and people.
