INTRODUCTION

1. The urgency of the topic

Throughout his leadership and training of the Vietnam People's Army, President Ho Chi Minh always paid close attention to the political theory education of officers and soldiers. His ideological and theoretical views and his concern contributed to raising the theoretical level, political qualities, ethics, and lifestyle of officers, thereby providing practical guidance for the Party's work and political work in the army today. The building and striving to live up to the qualities of "Uncle Ho's Soldiers" further demonstrates the enduring affirmation of Ho Chi Minh's thought on army building in general, and political theory education in the army in particular. Building a politically strong Vietnam People's Army is the leading principle that our Party has consistently implemented throughout more than 70 years of building, fighting and maturing of the Army, creating the tradition of "Our Army is loyal to the Party, devoted to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. Every task is completed, every difficulty is overcome, every enemy is defeated" [93, p.435].

In the current context, facing the subversive activities of hostile forces aiming to eliminate the Party's leadership role, the conspiracy to "depoliticize" the military, and especially the increasingly strong impact of the Fourth Industrial Revolution, both opportunities and challenges have arisen in education in general and political theory education in particular. Therefore, political theory education has become an important and indispensable part of the training and education work at officer schools today.

The officer training schools of the Vietnam People's Army are the cradle for training and supplying platoon-level command and staff officers for the entire army, playing a crucial role in training human resources for the army and the country. Over the years, the political theory education for students at these schools has undergone many innovations in content, curriculum, and teaching methods. The political theory lecturers have closely followed emerging issues in social and military practice, delving deeply into theoretical issues to help students clearly understand the position and role of political theory study in the school's training program. However, alongside these achievements, political theory education still has limitations in many aspects that affect the quality of education and training, reducing the quality of graduates.

Currently, there are many studies related to political theory education in general and in military academies and schools in particular, but there is no in-depth research on political theory education in special branches of the armed forces from a political science perspective. For these reasons, the author has chosen the topic "Political Theory Education in Special Branches of the Armed Forces Today According to Ho Chi Minh Thought" as the subject of his doctoral dissertation.

2. Research objectives and tasks

2.1. Research Objectives

Based on an analysis clarifying Ho Chi Minh's thoughts on political theory education, assessing the current situation, identifying the causes, and subsequently proposing solutions to improve the quality of political theory education in current officer schools of various branches of the armed forces.

- Review relevant works related to the dissertation topic, identify issues that have already been studied, and determine which issues the dissertation needs to further research.

- Clarify the content of Ho Chi Minh's thought on political theory education.

- Clarifying the concept of political theory education in current military officer schools.

- Assessing the current state of political theory education for basic training students in officer schools of all branches of the armed forces according to Ho Chi Minh's ideology, identifying the causes, strengths, and limitations.

- Identify the requirements for political theory education in current military officer schools according to Ho Chi Minh's ideology.

3. Research subjects and scope

3.1. Research Subjects

This dissertation studies Ho Chi Minh's thought on political theory education, and examines the overall work of political theory education based on Ho Chi Minh's thought currently in officer schools of various branches of the Vietnam People's Army.

3.2. Scope of the study

+ Research and evaluate the current state of political theory education based on Ho Chi Minh's ideology for basic training students in officer schools of various branches of the armed forces, according to Decision No. 1650/QD-CT dated September 25, 2018, of the General Political Department (Social Sciences and Humanities Program for training command and staff officers at the platoon level, university level in the Vietnam People's Army).

+ Researching factors and solutions to improve the quality of political theory education based on Ho Chi Minh's ideology in current officer schools of various branches of the armed forces.

- In terms of scope: The thesis focuses on researching the current state of political theory education for students in officer training schools of various branches of the Vietnam People's Army.

- Regarding the timeframe: The thesis examines the teaching of political theory in officer schools of various branches of the armed forces from 2011 to the present.

4. Theoretical basis and research methods

4.1. Theoretical basis

- This dissertation is based on the theoretical foundations of Marxism-Leninism, Ho Chi Minh Thought, and the views of the Party, State, and military on political theory education.

- This dissertation is based on the practical experience of educating political theory for students in officer schools of various branches of the armed forces.

4.2. Research Methodology

To accomplish the objectives of this dissertation, the author employs an interdisciplinary approach—a method specific to the field of Ho Chi Minh Studies—to clarify the content, meaning, and value of Ho Chi Minh's thought on political theory education. Simultaneously, the dissertation utilizes other research methods such as:

- In terms of theory: The dissertation contributes to clarifying the theoretical and practical value of President Ho Chi Minh's teachings on political theory education.

Therefore, this provides an important practical basis for the author to carry out the research tasks set forth in the dissertation.

Based on research into scientific works directly related to the dissertation topic published by authors both domestically and internationally, the dissertation author has pointed out the achievements of these research works. However, there is still a lack of research on political theory education in officer schools of various branches of the Vietnam People's Army. Therefore, the dissertation aims to build a theoretical basis for applying Ho Chi Minh's thought on political theory education in these officer schools, and propose directions and solutions for effective implementation, contributing to improving the quality of education and training at the schools.

In the context of increasingly complex global and regional developments, and in response to the need to build a politically strong military, the issue of political theory education for cadets in military officer schools today has become more important than ever. This contributes to building a team of commanding and staff officers who are highly skilled in their professional fields, possess strong political acumen, and are ready to accept and successfully complete all assigned tasks.

THE CURRENT STATE OF POLITICAL THEORY EDUCATION IN MILITARY OFFICER SCHOOLS BASED ON HO CHI MINH'S IDEOLOGY AND THE ISSUES RAISED

First,Furthermore, the quality of input among some trainees remains low; the motivation, attitude, responsibility for learning and training, and learning methods of some trainees are still limited. The quality and effectiveness of management and operation of education and training activities, including political theory education, are still limited; some training content and programs are unsuitable.

SecondFurthermore, the teaching staff of the Political Theory department is insufficient in number, with some lacking in qualifications, capabilities, pedagogical methods, and practical experience; the structure is inadequate; and measures to overcome difficulties regarding the teaching staff are not comprehensive and lack coordination. The training of new lecturers by faculty staff and heads of departments is not regular or comprehensive..The proactive approach of lecturers in self-study and research is limited; the sense of responsibility of each lecturer is sometimes not truly invested in terms of time and effort to improve the quality of teaching and scientific research.

Third isFurthermore, the material conditions, technical equipment, documents, and textbooks serving the task of educating on political theory still face many difficulties and do not meet the requirements in terms of both quantity and quality; ensuring accommodation, living conditions, and work facilities for cadres, lecturers, staff, students, and soldiers still faces many difficulties and shortages.

Fourth isHowever, the leadership and organizational responsibilities of some trainee management staff in implementing political theory education tasks still have limitations, especially in terms of experience in managing, educating, and training trainees, and the ability to organize self-study and extracurricular learning activities for trainees.

The year isHowever, the motivations and learning attitudes of some trainees are not entirely correct. Some trainees still do not fully understand the importance of political theory education in shaping the character and political acumen of future cadres.

The above situation shows that the current issue is improving the quality of political theory education at officer schools of all branches of the armed forces. This requires not only improvements in the objectives, curriculum, and content of political theory studies, but also in the teaching methods used to convey the content to learners and facilitate their knowledge acquisition. Therefore, it is necessary to innovate the content and teaching methods of the teaching staff, and to enhance their professional skills to ensure that improving the quality of political theory education at officer schools of all branches of the armed forces is effective.

Through evaluating the current state of political theory education quality in recent years, and analyzing the issues facing political theory education, it is evident that finding solutions to effectively implement political theory education according to Ho Chi Minh's ideology is extremely necessary, contributing to improving the overall quality of education and training in military officer schools.

Researching and evaluating the current situation, analyzing the causes of the current situation, and understanding the problems raised are the basis for formulating directions and solutions to effectively implement political theory education in current officer schools of all branches of the armed forces, in accordance with Ho Chi Minh's ideology. Alongside the achievements, the current state of political theory education has revealed limitations and shortcomings in the training of officers of all branches of the armed forces, stemming from various causes. However, the simplest and most fundamental cause originates from simplistic and distorted perceptions on the part of the forces involved in political theory education.

The research content of Chapter 3 provides a practical basis for the author to propose solutions for effectively implementing political theory education in officer schools of all branches of the armed forces according to Ho Chi Minh's ideology.

REQUIREMENTS AND SOLUTIONS FOR IMPROVING THE QUALITY OF POLITICAL THEORY EDUCATION IN CURRENT MILITARY OFFICER SCHOOLS ACCORDING TO HO CHI MINH'S THOUGHT

4.1. Requirements for political theory education in current military officer schools according to Ho Chi Minh's ideology.

- Political theory education in officer schools must contribute to helping students strengthen their beliefs, maintain political and ideological stability, and enhance the guidance of public opinion on new issues arising today.
