INTRODUCTION

1. The urgency of the topic

The life and career of President Ho Chi Minh is a shining example of dedication to the people and the nation. As the leader of the Vietnamese revolution, Ho Chi Minh held the highest leadership positions in the Party and the State for many years, serving as both Chairman of the Party and President of the country. He left behind for our Party and our nation an invaluable legacy of thought and morality, and an exemplary leadership style.

Speaking of Ho Chi Minh's style means referring to the distinctive values ​​deeply imprinted by Ho Chi Minh, vividly demonstrated in his revolutionary life. In Ho Chi Minh's leadership style, democratic leadership is a prominent characteristic, deeply significant for cadres and Party members, especially leaders. Respecting the people's right to be masters and rulers, always acting in the best interests of the people, is an unwavering principle in Ho Chi Minh's philosophy. This principle was vividly demonstrated in his leadership of the revolution and the nation. This created a highly practical and effective democratic leadership style in Ho Chi Minh's work.

Ho Chi Minh's democratic leadership style is the standard model for cadres and Party members to follow. The 10th National Congress of the Party affirmed: "Continue to innovate the Party's working style and methods towards being truly democratic, disciplined, practical, close to the grassroots, close to the masses, working with programs and plans, with focus and priorities, and matching words with actions" [44, p. 310]. To accomplish this task, leading cadres and Party members must study and innovate their working style according to Ho Chi Minh's thought, ethics and style. The 12th National Congress of the Party also affirmed: “Continue to promote the study and emulation of Ho Chi Minh's thought, morality, and style; consider it a regular task of Party organizations, government levels, political and social organizations, localities, and units, linked with combating ideological and political degradation, morality, lifestyle, and manifestations of “self-evolution” and “self-transformation” within the Party” [46, p.202]. The study of Ho Chi Minh's democratic leadership style and its application is raised as one of the important contents, a matter of profound theoretical significance, and especially valuable in building a team of leading cadres at all levels.

In our country's organizational system, the commune, ward, or town level (collectively referred to as the commune level) is the lowest level. This is where all the policies and guidelines of the Party and the State are implemented, and it is also the level that handles matters directly related to the lives of the people. Therefore, implementing democracy at the commune level is considered a crucial issue in ensuring the people's right to "know, discuss, act, and inspect."

President Ho Chi Minh once affirmed: “The commune level is closest to the people, the foundation of administration. If the commune level can do the work, then all the work will be completed” [63, p.460]. At the commune level, the role of the leading cadre is clearly manifested. Every decision of the leading cadre can create strong impacts on the lives of the people. The demands of the country's renovation require commune-level leading cadres to be people with a democratic leadership style, truly close to the people, understanding the people, and serving the people.

In the process of national renewal and construction, the democratic leadership style of commune-level leaders has contributed significantly to economic and social development and political stability in localities. However, alongside commune-level leaders with a democratic style, who are truly close to the people and work for the benefit of the people, there is still a part of commune-level leaders who exhibit authoritarianism, dictatorship, and bureaucracy in the leadership process. In some localities, "there is still a situation of formal democracy; people's opinions are not truly listened to, and people's right to self-governance is still violated. There is still a situation of abusing democracy, causing insecurity and disorder, causing disunity and internal divisions. Bureaucracy, corruption, harassment, and causing inconvenience to people in many places have not been prevented or pushed back" [10]. There still exist leaders with arrogant and authoritarian styles, who consider themselves feudal officials, not genuinely concerned about the lives of the people, not close to the people, not trusting the people, not understanding the people. These individuals have created a large gap with the people and seriously affected the prestige of the Party and the State, eroding the people's trust in the Party and the State.

To build a democratic leadership style for commune-level leaders, it is necessary to closely link it with the implementation of Directive 05-CT/TW of the Politburo. Directive 05-CT/TW of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style has created positive changes throughout society, especially in the leadership style of leaders at all levels. Applying Ho Chi Minh's democratic leadership style to building a democratic leadership style for commune-level leaders in our country today is considered a matter of urgent practical significance.

For the reasons above, I have chosen the topic "The democratic leadership style of commune-level leaders in Vietnam today follows the style of Ho Chi Minh."This is the topic for my doctoral dissertation in Political Science, specializing in Ho Chi Minh Studies."

2. Research Objectives and Tasks

2.1. Purpose

Based on clarifying Ho Chi Minh's democratic leadership style and the current state of democratic leadership style among commune-level leaders in Vietnam, this study proposes several fundamental solutions to build a democratic leadership style for commune-level leaders in Vietnam today.

2.2. Tasks

- An overview of the research situation related to the dissertation topic, an evaluation of the research results related to the topic, and issues that need further research for the dissertation.

- Analyze and clarify Ho Chi Minh's democratic leadership style.

- Assess the current state of democratic leadership styles among commune-level leaders and identify the challenges facing the development of democratic leadership styles for commune-level leaders in Vietnam today.

- Applying Ho Chi Minh's democratic leadership style, this study proposes some basic solutions for building a democratic leadership style for commune-level leaders in Vietnam today.

3. Research Subjects and Scope

3.1. Target audience

Ho Chi Minh's democratic leadership style: current situation and solutions for building a democratic leadership style for commune-level leaders in Vietnam today, following Ho Chi Minh's style.

3.2. Scope

- Regarding content: The dissertation focuses on studying Ho Chi Minh's democratic leadership style through his works and the practical experience of his leadership of the Vietnamese revolution; it proposes some basic solutions to build a democratic leadership style for commune-level leaders in Vietnam today.

- In terms of scope: conduct research on the issue in Vietnam.

- Regarding timeframe: the thesis focuses on researching the current state of democratic leadership styles of commune-level leaders in Vietnam, particularly focusing on changes in the democratic leadership styles of commune-level leaders since the implementation of Directive No. 30-CT/TW of 1998 by the Politburo on building and implementing grassroots democracy regulations until now.

4. Theoretical basis and research methods

4.1. Theoretical basis

This dissertation is based on the Marxist-Leninist methodology, Ho Chi Minh Thought, and the views of the Communist Party of Vietnam on democratic leadership style and the democratic leadership style of officials at the commune level; at the same time, the dissertation also applies political science methodology in researching the dissertation topic.

4.2. Research Methodology

The dissertation employs methods such as: logical method, historical method, and combines other methods such as: analysis, synthesis, comparison, linking theory with practice, statistics… The methods used are appropriate to the requirements of each specific content of the dissertation.

5. New scientific contributions of the thesis

- This dissertation systematizes Ho Chi Minh's thought on democratic leadership style and analyzes Ho Chi Minh's democratic leadership style through his activities in leading the Vietnamese revolution.

- This dissertation analyzes and evaluates the current state of democratic leadership style among commune-level leaders from 1998 to the present, particularly emphasizing the period from the Politburo's Directive 05-CT/TW (2016) to the present. It identifies the challenges facing the development of democratic leadership style for commune-level leaders in Vietnam today. Based on this, the dissertation proposes several fundamental solutions for building a democratic leadership style for commune-level leaders in Vietnam today, following the Ho Chi Minh style.

6. Theoretical and practical significance

Theoretical significance:This dissertation has clarified the content and value of Ho Chi Minh's democratic leadership style. The research results of the dissertation will provide scientific arguments and evidence regarding Ho Chi Minh's democratic leadership style in relation to building a democratic leadership style for commune-level leaders in Vietnam.

Practical significanceThe research findings of this dissertation can serve as a reference for research and teaching in the field of Ho Chi Minh Studies, political theory, social sciences, and humanities related to democratic leadership style.

CHAPTER 1

OVERVIEW OF RESEARCH RELATED TO THE TOPIC

1.1. Research on Ho Chi Minh's democratic leadership style

From studies on Ho Chi Minh's style, it can be seen that researchers consistently consider Ho Chi Minh's style as a unique characteristic, a distinctive feature of Ho Chi Minh, manifested in his entire life. The study of Ho Chi Minh's style cannot be separated from the study of his thought and ethics.

Regarding Ho Chi Minh's leadership style

There are not many in-depth studies on Ho Chi Minh's leadership style in general and his democratic leadership style in particular; most researchers refer to Ho Chi Minh's leadership style as part of his overall work style.

Regarding Ho Chi Minh's democratic leadership style.

Current research on Ho Chi Minh's leadership style and his democratic leadership style has achieved certain successes. However, further clarification is still needed on issues such as the distinction between leadership style and work style, the distinction between leadership style and management style, and the systematization of the contents of Ho Chi Minh's democratic leadership style.

Many foreign scholars have also conducted research on Ho Chi Minh, although no foreign studies have focused on Ho Chi Minh's democratic leadership style. Nevertheless, these studies have offered some perspectives and assessments of his leadership style.

1.2. Research on applying Ho Chi Minh's leadership style to building a democratic leadership style for commune-level leaders in Vietnam today.

         Regarding the current state of democratic leadership styles among commune-level leaders in Vietnam.

Domestic research primarily focuses on the issue of cadres and cadre work in general. There are not many in-depth studies on commune-level leaders and their leadership styles. However, through these studies on cadres and leaders in general, we can gain some insight into the current situation of commune-level leaders.

        Regarding the development of a democratic leadership style for grassroots leaders in Vietnam today, following the Ho Chi Minh style.

Recent studies have addressed several topics, such as applying Ho Chi Minh's style to building the leadership style of Party members and officials in general, or building a team of commune-level officials according to Ho Chi Minh's ideology. However, no studies have delved deeply into building a democratic leadership style for commune-level leaders based on Ho Chi Minh's style. This is a gap that this dissertation will focus on.

Researchers unanimously agree that Ho Chi Minh's democratic leadership style is a prominent and distinctive feature of his leadership style; Ho Chi Minh's democratic leadership style has great practical value for building a team of current leaders.

CHAPTER 2

HO CHI MINH'S DEMOCRATIC LEADERSHIP STYLE

2.1. Some concepts

2.1.1. Style

Style is the demeanor, character, and manner of thinking, working, speaking, writing, communicating, and living, manifested in a person's life and career, cultivated into a consistent and stable pattern, creating distinction and value for society.

2.1.2. Ho Chi Minh's Democratic Leadership Style

Ho Chi Minh's democratic leadership style is a stable demeanor, character, and method, deeply imprinted with Ho Chi Minh's unique mark, expressed democratically in all core activities of the leadership process such as decision-making/policy making, organizing the implementation of decisions/policies, and monitoring the implementation of decisions/policies, in order to guide cadres, Party members, and the masses to exercise their right to "be masters" and "be masters".

THE CURRENT SITUATION OF DEMOCRATIC LEADERSHIP STYLE AMONG COMMUNE-LEVEL OFFICIALS FOLLOWING THE HO CHI MINH STYLE AND THE ISSUES RAISED

3.1. The current state of democratic leadership style among commune-level leaders in Vietnam.

3.1.1. Overview of the current state of leadership styles of commune-level leaders

Commune-level leaders not only recognize the role of democratic leadership style but are also gradually practicing it in their daily work at the local level.

Alongside commune-level leaders with democratic leadership styles, there still exists a segment of leaders who exhibit bureaucratic, arrogant, autocratic, and authoritarian tendencies, failing to truly connect with the people and care for their interests.

3.1.2.Advantages in the leadership style of senior leaderscommune

First, democracy in decision-making/policy making.

- Firstly, the majority of commune-level leaders have clearly recognized the role of democratic leadership style, making decisions that benefit the people.

- Secondly, the majority of commune-level leaders have effectively utilized the role and wisdom of the people in resolving issues arising in their localities.

- Thirdly, commune-level leaders have demonstrated initiative, creativity, and decisiveness in resolving local issues.

Secondly, democracy in the implementation of decisions/policies.

- Firstly, the majority of commune-level leaders have ensured timely communication to the people regarding local policies, guidelines, and issues.

- Secondly, commune-level leaders are always close to the people, constantly learning from the experiences of the people in the leadership process; they have created many practical emulation movements, thereby replicating best practices and promptly adjusting shortcomings in local policies.

Thirdly, democracy in the organization of inspection and supervision of the implementation of decisions/policies.

- Firstly, commune-level leaders have demonstrated a strong spirit of self-criticism and criticism, always consciously acknowledging their own shortcomings in the leadership process.

3.1.3. Limitations in the leadership style of senior leaderscommune

Summary of Chapter 3

Along with the process of social democratization, commune-level leaders in our country have gradually developed a democratic leadership style. The majority of commune-level leaders have learned to promote the people's right to self-governance, ensuring the effective and substantive implementation of the principle of "the people know, the people discuss, the people do, the people supervise." Decisions made by commune-level leaders on issues related to people's lives are subject to public input; the Party and State's guidelines and policies, and local government plans have been publicly disseminated to the people. The people have also begun to exercise their right to supervise the leadership style of commune-level leaders.

CHAPTER 4

DIRECTIONS AND SOLUTIONS FOR BUILDING A DEMOCRATIC LEADERSHIP STYLE FOR COMMUNE-LEVEL LEADERSHIP OFFICIALS

IN THE STYLE OF HO CHI MINH

4.1. Predicting factors affecting the democratic leadership style of commune-level leaders.

4.1.1. The World

Over the past years, the world and the region have undergone rapid changes. Looking ahead, the global situation is expected to continue to evolve rapidly, complexly, and unpredictably. Peace, cooperation, and development remain the dominant trends, but strategic warfare and local conflicts will continue to occur in various forms, becoming more complex and intense.

4.1.2. Domestic

Since embarking on the comprehensive national reform process, Vietnam has achieved many great accomplishments in all aspects. Among these, the process of social democratization and the respect for and guarantee of the people's democratic rights have continuously expanded and developed.

4.2. Directions for building a democratic leadership style for commune-level leaders in the style of Ho Chi Minh

4.2.1. Building a democratic leadership style must be under the leadership of the Party, the management of the State, combined with political and social organizations and the self-awareness of each grassroots-level leader.

4.2.2. Building a democratic leadership style linked to nurturing the cadre, and improving the mechanisms for checking, supervising, and evaluating cadres.

4.2.3. Building a democratic leadership style in conjunction with implementing the campaign to study and follow the thoughts, ethics, and style of Ho Chi Minh.

4.2.4. Building a democratic leadership style for commune-level leaders must be linked to promoting the role of the people in inspection and supervision.

4.3. Some solutions for building a democratic leadership style for commune-level leaders in the style of Ho Chi Minh

4.3.1. Develop educational programs and plans, and promote self-awareness among commune-level leaders.

- Secondly, develop programs and plans for educating and training commune-level leaders in democratic leadership styles.

4.3.2. Strengthening the role of Party committees and government at all levels.

4.3.3. Promote the implementation of administrative reform in conjunction with the reform of the political system organization from the central to local levels.

- Firstly, innovate the leadership methods of Party committees in administrative reform; strengthen ideological work, raise awareness, discipline, and public service ethics of cadres and civil servants.

Secondly, continue to improve policies and legal documents on administrative reform.

- Thirdly, strengthen the dissemination of information about policies and laws on administrative reform, and improve the awareness of administrative reform among officials, civil servants, and the public.

4.3.4. Developing criteria for public service ethics and democratic leadership style for commune-level leaders.

Criteria can be developed across three dimensions: self-awareness (the official's self-awareness), work-related skills (how work is handled, attitude, sense of responsibility), and interpersonal skills (demonstrated in relationships with colleagues, superiors, subordinates, and the public).

4.3.5.Strengthening the people's supervisory role over the democratic leadership style of top-level leaders.commune

- Firstly, raise the intellectual level and awareness of the people regarding the role of democracy, the idea that "the people are the masters," "the people are in control," and the importance of implementing democracy at the grassroots level.

- Secondly, information related to officials and their leadership styles should be made public to the people.

- Thirdly, implement regulations on grassroots democracy and improve mechanisms to ensure the exercise of the people's right to inspection and supervision.

Summary of Chapter 4

To build a democratic leadership style for commune-level leaders in our country today, a series of solutions need to be implemented simultaneously: developing training and education programs to promote the spirit and self-awareness of grassroots leaders; strengthening the role of Party committees and government at all levels in building leadership style; promoting administrative reform and innovation of the political system from the central to local levels; concretizing criteria on public service ethics and democratic leadership style for grassroots leaders; and strengthening the role of people's supervision over the leadership style of commune-level leaders.

CONCLUDE

Research topicPThe democratic leadership style of commune-level leaders in Vietnam today follows the Ho Chi Minh style.The author would like to draw the following conclusions:

The first,Starting from the conceptual interpretation of style and leadership style, the thesis analyzed and clarified the concept of Ho Chi Minh's democratic leadership style: Ho Chi Minh's democratic leadership style consists of conscious, relatively stable activities that form a unique characteristic of Ho Chi Minh in the leadership process, aimed at guiding the masses and Party members to exercise their right to "be masters" and "take control," which includes the right to information, the right to discussion, and the right to inspection and supervision. This thesis initially analyzes the basic contents of Ho Chi Minh's democratic leadership style: In the decision-making/policy-making process, democratic leadership requires leaders to always clearly define the goal of the decision/policy as being for the benefit of the people; they must know how to utilize the wisdom of the people, cadres, and Party members. At the same time, leaders must be decisive, daring to make decisions, daring to act, and most importantly, daring to take responsibility before the Party, the State, and the people. In the process of organizing the implementation of decisions/policies, it is necessary to disseminate information to the people about the decisions/policies of the Party and the State. Implementation must involve "combining general policies with specific directives" and "combining leadership with the masses." The process of checking and supervising the implementation of decisions and policies must also ensure democracy. It is especially important to know how to promote the role of the people in inspection and supervision work.

Tuesday,This thesis analyzes and evaluates the current state of democratic leadership styles among commune-level leaders in Vietnam, identifying both the strengths and weaknesses of these styles and analyzing the causes of their respective strengths and weaknesses. Based on these findings, the thesis highlights key issues in developing democratic leadership styles for commune-level leaders: the awareness and proactive approach of commune-level leaders in building democratic leadership styles; the role of Party committees and government agencies in developing democratic leadership styles, linked to improving mechanisms for inspection, supervision, evaluation, and reward systems; the need for administrative reform at the commune level; criteria for democratic leadership styles for leaders to learn from and emulate; and the role of public oversight and critical feedback in developing democratic leadership styles for commune-level leaders.

Wednesday,Based on the analysis and forecasting of factors affecting the democratic leadership style of commune-level leaders, the thesis has identified the basic directions for building a democratic leadership style for commune-level leaders: building a democratic leadership style for commune-level leaders must be under the guidance of the Party, combined with the active and proactive participation of political and social organizations and the self-awareness of each commune-level leader; it must be linked to the development of the cadre team, improving the quality of cadre work, perfecting the mechanism for inspection, supervision, and evaluation of cadres; it must be linked to the implementation of the campaign to study and follow the thoughts, ethics, and style of Ho Chi Minh; and it must be linked to raising the level of public awareness and promoting the role of the people in inspecting and supervising the development and renewal of the leadership style of commune-level leaders. From there, the thesis proposed several solutions to build a democratic leadership style for commune-level leaders, namely: developing training and education programs to promote the spirit and self-awareness of commune-level leaders; strengthening the role of Party committees and government at all levels in building leadership style; promoting administrative reform and innovation of the political system from the central to local levels; concretizing criteria on public service ethics and democratic leadership style for commune-level leaders; and strengthening the people's supervisory role over the leadership style of commune-level leaders. According to the author, the above solutions must be fully and simultaneously implemented on the foundation of creatively applying the thoughts and style of President Ho Chi Minh.

Thus, with the researchThe democratic leadership style of commune-level leaders in Vietnam today follows the style of Ho Chi Minh.This has opened up a new research direction for us that is relatively close to the topic:Applying Ho Chi Minh's leadership style to building a leadership style for strategic-level leaders in our country today.This research direction can, on the one hand, build upon the initial findings of the dissertation on Ho Chi Minh's democratic leadership style; on the other hand, it can continue to delve deeper into the content of Ho Chi Minh's leadership style and its importance in building a team of leading cadres in our country today.
