INTRODUCTION

1. Urgency of the topic

The life and career of President Ho Chi Minh is a shining example for the people and the country. As the leader of the Vietnamese revolution, Ho Chi Minh held the highest leadership position of the Party and the State for many years, as Party Chairman and State President. He left our Party and our nation a priceless legacy of ideology and morality and an exemplary leadership style.

Talking about Ho Chi Minh's style is talking about the typical values ​​bearing Ho Chi Minh's mark, vividly demonstrated in his revolutionary life. In Ho Chi Minh's leadership style, democratic leadership style is a prominent feature, having profound significance for cadres, party members, especially leaders. Respecting the people's right to be the master and to be the master, always starting from the people's interests is an immutable principle in Ho Chi Minh's concept. This principle is vividly demonstrated in the process of his leading the revolution and leading the country. This creates a democratic leadership style that is very practical and effective in Ho Chi Minh.

Ho Chi Minh's democratic leadership style is the standard model for cadres and party members to follow. The 10th National Congress of the Party affirmed: "Continue to innovate the Party's working style and manner in the direction of true democracy, discipline, practicality, closeness to the grassroots, closeness to the masses, working with programs and plans, with focus and key points, words go hand in hand with actions" [44, p.310]. To carry out this task, leaders and party members must study and innovate their working style according to Ho Chi Minh's ideology, morality and style. The 12th National Congress of the Party also affirmed: "Continue to promote the study and follow of Ho Chi Minh's ideology, morality and style; consider it a regular task of Party organizations, authorities at all levels, socio-political organizations, localities and units associated with fighting against degradation in political ideology, morality, lifestyle and manifestations of "self-evolution" and "self-transformation" within the organization" [46, p.202]. The study of Ho Chi Minh's democratic leadership style and the application of Ho Chi Minh's democratic leadership style are raised as one of the important contents, an issue of profound theoretical significance, especially valuable in building a team of leaders at all levels.

In the organizational system in our country, the commune, ward, and town level (commonly referred to as the commune level) is the lowest level. This is where all policies and guidelines of the Party and the State are implemented, and this is also the level that resolves issues directly related to people's lives. Therefore, implementing democracy at the commune level is considered a key issue in ensuring the people's right to "know, discuss, act, and inspect".

President Ho Chi Minh once affirmed: “The commune level is closest to the people, it is the foundation of administration. If the commune level can do the job, all work will be completed” [63, p.460]. At the commune level, the role of the leader is clearly demonstrated. Every decision of the leader can create strong impacts on the lives of the people. The requirements of the cause of national renewal require that commune-level leaders must have a democratic leadership style, be truly close to the people, understand the people, and serve the people.

In the process of innovation and national construction, the democratic leadership style of commune-level leaders has contributed significantly to the development of the economy, society, and political stability in the locality. However, besides commune-level leaders with a democratic style, truly close to the people, working for the benefit of the people, there is still a group of commune-level leaders who show signs of authoritarianism, authoritarianism, and bureaucracy in the leadership process. In some localities, "there is still a state of formal democracy; people's opinions are not really listened to, and people's mastery is still violated. There is still a situation of taking advantage of democracy, causing insecurity and disorder, causing disunity and internal division. Bureaucracy, corruption, harassment, and causing trouble for people in many places have not been prevented and pushed back" [10]. There are still leaders with an arrogant and authoritarian style, who consider themselves feudal mandarins, who do not really care about people's lives, do not get close to the people, do not trust the people, and do not understand the people. These individuals have created a large gap with the people and seriously affected the prestige of the Party and the State, reducing the people's trust in the Party and the State.

To build a democratic leadership style for commune-level leaders, it is necessary to closely link with the implementation of Directive 05-CT/TW of the Politburo. Directive 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and style has created positive changes in the whole society, especially it has created strong changes in the leadership style of leaders at all levels. Applying Ho Chi Minh's democratic leadership style to building a democratic leadership style for commune-level leaders in our country today is considered an issue of urgent practical significance.

For the above reasons, I choose the problem "Democratic leadership style of commune-level leaders in Vietnam today in Ho Chi Minh style"Doctoral thesis in Political Science, majoring in Ho Chi Minh studies.

2. Research purpose and tasks

2.1. Purpose

On the basis of clarifying Ho Chi Minh's democratic leadership style and the current status of democratic leadership style of commune-level leaders in Vietnam, some basic solutions are proposed to build a democratic leadership style for commune-level leaders in Vietnam today.

2.2. Tasks

- Overview of research situation related to the thesis topic, evaluation of research results related to the topic and issues raised for the thesis to continue research.

- Analyze and clarify Ho Chi Minh's democratic leadership style.

- Assess the current status of democratic leadership style of commune-level leaders and point out the issues arising in building democratic leadership style for commune-level leaders in Vietnam today.

- Applying Ho Chi Minh's democratic leadership style, we propose some basic solutions to build a democratic leadership style for commune-level leaders in Vietnam today.

3. Research object and scope

3.1. Subject

Ho Chi Minh's democratic leadership style, current situation and solutions to build a democratic leadership style for commune-level leaders in Vietnam today according to Ho Chi Minh's style.

3.2. Scope

- Regarding content: The thesis focuses on studying Ho Chi Minh's democratic leadership style through his works and practical experience as a leader of the Vietnamese revolution; proposing some basic solutions to build a democratic leadership style for commune-level leaders in Vietnam today.

- About space: conduct research on the issue in Vietnam.

- Regarding time: the thesis focuses on researching the current status of democratic leadership style of commune-level leaders in Vietnam, especially focusing on changes in democratic leadership style of commune-level leaders since the implementation of Directive No. 30-CT/TW in 1998 of the Politburo on building and implementing grassroots democracy regulations up to now.

4. Theoretical basis and research methods

4.1. Theoretical basis

The thesis is based on the methodology of Marxism - Leninism, Ho Chi Minh Thought and the viewpoint of the Communist Party of Vietnam on democratic leadership style and democratic leadership style of cadres at the commune level; at the same time, the thesis also applies the political science methodology in researching the thesis topic.

4.2. Research methods

The thesis applies methods such as: logical method, historical method and combines other methods such as: analysis, synthesis, comparison, linking theory with practice, statistics... The methods used are appropriate to the requirements of each specific content of the thesis.

5. New scientific contributions of the thesis

- The thesis systematizes Ho Chi Minh's thoughts on democratic leadership style and explains Ho Chi Minh's democratic leadership style through his activities in the process of leading the Vietnamese revolution.

- The thesis analyzes and evaluates the current status of democratic leadership style of commune-level leaders from 1998 to present, with special emphasis on the period from Directive 05-CT/TW of the Politburo (2016) to present, clearly pointing out the issues raised in building a democratic leadership style for commune-level leaders in Vietnam today. From there, the thesis proposes some basic solutions to build a democratic leadership style for commune-level leaders in Vietnam today according to Ho Chi Minh's style.

Theoretical meaning:The thesis has clarified the content and value of Ho Chi Minh's democratic leadership style. The research results of the thesis will provide scientific evidence and arguments on Ho Chi Minh's democratic leadership style with the construction of a democratic leadership style for commune-level leaders in Vietnam.

Practical significance: The research results of the thesis can be used as reference materials for research and teaching of Ho Chi Minh studies, political theory, social sciences and humanities related to democratic leadership style.

Style is the demeanor, dignity, way of thinking, working, speaking, writing, communicating, living, expressed in people's lives and careers, trained into a routine, stable, creating a difference, having value to society.

2.1.2. Ho Chi Minh's democratic leadership style

Ho Chi Minh's democratic leadership style is a stable style, character, and method, bearing Ho Chi Minh's own mark, democratically expressed in all core activities of the leadership process such as making decisions/policies, organizing the implementation of decisions/policies, and supervising the implementation of decisions/policies to guide cadres, party members, and the masses to exercise their rights as "owners" and "masters".

Commune-level leaders not only recognize the role of democratic leadership style but also gradually practice democratic leadership style in their daily work at the local level.

Besides the communal leaders with democratic leadership style, there still exists a group of leaders who are bureaucratic, arrogant, autocratic, authoritarian, not really close to the people, and not interested in taking care of the people's interests.

3.1.2.Advantages in leadership style of senior leaderscommune

One is democracy in decision/policy making.

- Firstly, the majority of commune-level leaders have clearly recognized the role of democratic leadership style, making decisions towards the interests of the people.

- Second, the majority of commune-level leaders have promoted the role and intelligence of the people in solving problems arising locally.

- Third, commune-level leaders have been proactive, creative, and decisive in solving local problems.

Second, democracy in decision/policy implementation

- Firstly, the majority of commune-level leaders have ensured timely information to the people about local policies, guidelines, and issues.

- Second, commune-level leaders are always close to the people, constantly learning from the experiences of the masses in the leadership process; creating many practical competitions and losing movements, thereby replicating typical examples and promptly adjusting shortcomings in local policies.

Third, democracy in organizing inspection and supervision of decision/policy implementation.

- Firstly, commune-level leaders have promoted the spirit of self-criticism and criticism, always consciously recognizing their own shortcomings in the leadership process.

- Second, commune-level leaders have promoted the role of the people in participating in monitoring the activities of commune-level governments.

- Third, commune-level leaders have resolved people's complaints and denunciations in a transparent and public manner.

3.1.3. Limitations in leadership style of senior leaderscommune

DIRECTIONS AND SOLUTIONS FOR BUILDING A DEMOCRATIC LEADERSHIP STYLE FOR COMMUNE LEADERS

4.1. Forecasting factors affecting the democratic leadership style of commune-level leaders

4.1.1. World

In recent years, the world and the region have undergone many rapid changes. It is forecasted that in the future, the world situation will continue to evolve very rapidly, complicatedly, and unpredictably. Peace, cooperation, and development are still the major trends, but strategic wars and local conflicts continue to occur in many forms, becoming more complex and intense.

4.1.2. Domestic

Since entering the comprehensive national renovation process, Vietnam has achieved many great achievements in all aspects. Among them, it is impossible not to mention the process of social democratization, respecting and ensuring the democratic rights of the people, which has been increasingly expanded and continuously developed.

4.2. Directions for building a democratic leadership style for commune-level leaders in the style of Ho Chi Minh

4.2.1. Building a democratic leadership style must be under the leadership of the Party, the management of the State combined with socio-political organizations and the self-awareness of each grassroots leader.

4.2.2. Building a democratic leadership style associated with taking care of building a team of cadres, perfecting the mechanism for inspection, supervision and evaluation of cadres.

4.2.3. Building a democratic leadership style associated with implementing the campaign to Study and follow Ho Chi Minh's ideology, morality and style

4.2.4. Building a democratic leadership style for commune-level leaders must be associated with promoting the role of the people in inspection and supervision.

4.3. Some solutions to build a democratic leadership style for commune-level leaders in the style of Ho Chi Minh

4.3.1. Develop educational programs and plans to promote the self-awareness of commune-level leaders.

Criteria can be built on all 3 aspects: towards oneself (self-awareness of the staff), towards work (way of solving work, attitude, sense of responsibility towards work), towards people (shown in relationships with colleagues, superiors, subordinates and people).

4.3.5.Strengthening the people's supervisory role in the democratic leadership style of leaders at all levelscommune

- Firstly, raise people's knowledge and awareness of the role of democracy, of "people being masters", "people being masters" and the importance of implementing democracy at the grassroots level.

- Second, publicize information related to cadres and their leadership style to the people.

CONCLUDE

The first,Starting from the explanation of the concept of style, leadership style, the thesis analyzed and generalized to clarify the concept of Ho Chi Minh's democratic leadership style: Ho Chi Minh's democratic leadership style is a conscious activity, with relative stability, forming Ho Chi Minh's own characteristics in the leadership process to lead the masses and party members to exercise the right to "be master" and "be master", which is the right to information, the right to discuss, the right to inspect and supervise, it is expressed in all the main activities of the leadership process such as making decisions/policies, organizing the implementation of decisions/policies, inspecting and supervising the implementation of decisions/policies.

Monday,Ho Chi Minh's democratic leadership style is clearly demonstrated in the stages of leadership activities. The thesis initially analyzed the basic contents of Ho Chi Minh's democratic leadership style: In the process of making decisions/policies, the democratic leadership style requires the leader to always clearly identify the goal of making decisions/policies for the benefit of the people; must know how to promote the intelligence of the people, cadres, and party members. At the same time, the leader must also be decisive, dare to decide, dare to do, and most importantly, dare to take responsibility before the Party, the State and the people. In the process of organizing the implementation of decisions/policies, it is necessary to propagate and disseminate to the people about the decisions/policies of the Party and the State. The organization of implementation must know how to "unite general policies with specific instructions" and "unite leadership with the masses". In the process of checking and supervising the implementation of policy decisions, democracy must also be ensured. In particular, we must know how to promote the role of the masses in inspection and supervision work.

Tuesday,The thesis analyzed and evaluated the current status of democratic leadership style of commune-level leaders in Vietnam, and pointed out the advantages and limitations in the leadership style of commune-level leaders; analyzed the causes leading to those advantages and limitations. From the above results, the thesis has clarified the issues raised in building a democratic leadership style for commune-level leaders today: awareness and proactiveness of commune-level leaders in building a democratic leadership style; the role of party committees and authorities at all levels in building a democratic leadership style associated with perfecting the mechanism of inspection, supervision, evaluation of cadres and reward work; requirements for administrative reform at the commune level; criteria of democratic leadership style for cadres to learn and follow; the role of supervision and criticism of the people in building a democratic leadership style of commune-level leaders.

Wednesday,Based on the analysis and forecast of factors affecting the democratic leadership style of commune-level leaders, the thesis has pointed out the basic directions in building a democratic leadership style for commune-level leaders: building a democratic leadership style for commune-level leaders must be under the direction of the Party, combined with the active and proactive participation of socio-political organizations and the self-awareness of each commune-level leader; must be associated with taking care of building a team of cadres, improving the quality of cadre work, perfecting the mechanism of inspection, supervision and evaluation of cadres; associated with implementing the campaign to Study and follow the ideology, morality and style of Ho Chi Minh; associated with improving the intellectual level of the people, promoting the role of the people in inspecting and supervising the building and innovation of the leadership style of commune-level leaders. From there, the thesis proposed a number of solutions to build a democratic leadership style for commune-level leaders, namely: building a program and plan for training, education, promoting the spirit and self-awareness of commune-level leaders; strengthening the role of Party committees and authorities at all levels in building leadership style; promoting administrative reform and innovation of the political system from central to local levels; specifying criteria on public ethics and democratic leadership style for commune-level leaders; strengthening the people's supervisory role in the leadership style of commune-level leaders. The above solutions, according to the author, must be fully and simultaneously implemented on the basis of creatively applying the ideology and style of President Ho Chi Minh.

Thus, with the studyDemocratic leadership style of commune-level leaders in Vietnam today in Ho Chi Minh style, has suggested to us a new research direction that is relatively close to the topic:Applying Ho Chi Minh's leadership style to building leadership style for strategic leaders in our country today.With this research direction, on the one hand, we can inherit the initial results of the thesis on Ho Chi Minh's democratic leadership style; on the other hand, we can continue to delve into the content of Ho Chi Minh's leadership style and the importance of Ho Chi Minh's style in building a team of leaders in our country today.
