- The thesis evaluates the advantages and limitations of the Thai Binh Provincial Party Committee in the process of leading the construction of the working class from 1986 to 2013.
- The thesis summarizes some key experiences in leading the construction of the working class from 1986 to 2013 of the Thai Binh Provincial Party Committee. These experiences are oriented for the construction of the working class of the province in the next stage.

After completion, the thesis can be used as a document for studying and researching the history of the Thai Binh Provincial Party Committee in the renovation period in general and the history of human resource development in Thai Binh Province in particular. - Based in the selective overview, the thesis demonstrates elements which influence the policies of building the worker staff by the Thai Binh Provincial Communist Party Committee as well as all the policies of building the worker class by the Vietnam Communist Party.
- Thereby, the thesis indicates guidelines and steering process of building working staff within Thai Binh province by the Provincial Party Committee from 1986 to 2013.
- The thesis also draws out some crucial advantages and limitations of Thai Binh Provincial Communist Party Committee in leading the construction of worker contingency during the period of 1986-2013.
- Besides, the thesis contributes important experiences for the Provincial Communist Party Committee's leadership in worker group construction throughout 1986-2013 in Thai Binh. These lessons could be considered as an orientation for building worker contingency in later period.

After being completed, this thesis can be used as reference for many purposes such as: studying and researching about Thai Binh Provincial Communist Party Committee's history in Doi Moi period in general and the history of human resources development of Thai Binh province in particular.
