Ho Chi Minh's thought on building the character of leading cadres serves as the basis for selecting and training the leadership team, and it is this team that has contributed to helping the country overcome all difficulties and hardships, leading to victory in the revolutionary cause.
Inheriting and developing the values of Ho Chi Minh's thought on this issue, for over 30 years of reform, the Party and State of Vietnam have always paid attention to building, nurturing, and cultivating the character of cadres, especially leading cadres, to meet the requirements of building, protecting, and developing the country. However, practice shows that, alongside leading cadres who are decisive, dynamic, creative, self-reliant, and responsible, possessing socialist moral qualities and lifestyles, there still exists a significant number of leading cadres whose character has deteriorated, manifested in: fading revolutionary goals and ideals, bureaucracy, corruption, bribery, falling into selfish individualism, opportunism, pragmatism, pursuing fame and fortune regardless of morality, vying for position, factionalism, corruption, wastefulness, arbitrariness, and lack of principles... This situation seriously affects the image and character, diminishing the prestige of leading cadres in the eyes of the people.
In this context, returning to Ho Chi Minh's thought on the character of leading cadres is an extremely effective measure to contribute to building the character of leading cadres and to contribute to the success of the current integration process.
