- This Thesis will create the important argument basis to establish the policies and regulations to raise Vietnamese people's creative ability at present.
- This Thesis may provide Managing Board of Vietnam Maritime University (or maybe many other universities) with the foundations so as to establish the more specific policies and measures, and raise the creative ability of Vietnam Maritime University's Students as well as enhance the University's educational and training quality.
