10. Summary of the new findings of the thesis:

ButIn practice:This thesis identifies the inconsistencies and overlaps in some state documents regarding the authority to manage audiovisual materials. It will highlight the advantages and shortcomings of the audiovisual materials currently held by various agencies. The thesis also researches and compiles a list of agencies that regularly and irregularly submit audiovisual materials for reference by management agencies. Finally, it identifies the main, important, and historically significant components of audiovisual materials that need to be collected and submitted to national archives.

- In theory:A significant contribution has been the research into the scientific basis for determining the sources of foreign document submission. This involves establishing criteria for eligible agencies that should submit foreign documents to national archives. Another important theoretical aspect is the research into the standards and methods for determining the components of foreign documents that need to be submitted to national archives; and the research and definition of several concepts related to foreign documents.

The results of this dissertation can serve as a reference for managers in developing documents related to the management of data collection and providing guidance on data collection practices.

- Regarding some recommendations:

+ The State needs to promptly research, develop, and issue a list of agencies that are sources for depositing audiovisual materials into the National Archives Centers.

+ The State Archives and Records Department should promptly draft and issue a list of audiovisual materials to be submitted to the National Archives Centers and guidelines for organizing audiovisual materials. This is an important basis for carrying out professional processing of audiovisual materials;

+ A separate National Audiovisual Documentation Center should be established to collect and preserve audiovisual materials, preventing their dispersion, loss, and destruction. The State needs to pay attention and invest appropriately in building the infrastructure for preserving audiovisual materials in large agencies as well as the Audiovisual Documentation Archive Center;

+ Departments and agencies need to plan and promptly collect audiovisual materials from specialized departments that are due for submission; coordinate closely with national archives centers to promptly select valuable documents for submission;

+ For agencies specializing in producing audiovisual materials, the State needs to provide funding to these agencies or to the National Archives Centers to make copies of a set of documents to serve the regular propaganda activities of those agencies and of the Party and State. The original, digitized copies of these documents must be submitted to the National Archives Centers according to their management authority. In addition to submitting the original digitized copies, these agencies need to send a list of valuable state-owned documents to the National Archives Centers for management.

The results of this dissertation can serve as a reference for managers in developing relevant documents related to the management of data collection and guidance on data collection practices in Vietnam.

a) Practical aspect:

- Review and evaluate the overall situation of conducting research on identifying sources and types of audiovisual records domestically and overseas.

- Assess the current management situation for audiovisual records in main agencies.

- Research and issue a list of agencies that regularly transfer audiovisual records, and establish their frequency of transferring records.

- Research and recommend types of historically important audiovisual records suitable for transfer to the National Archives Centers.

b) Theoretical aspect

- Researched the standards and methods for identifying suitable for receiving audiovisual records and needs organizations for transferring audiovisual materials to National Archives Centers

- Researched the standards and methods for identifying the types of audiovisual records subject to be transferred to the National Archives Centers

The results of the thesis can be used as reference for those responsible for managing acquisitions and providing guidance in the acquisition and evaluation of audiovisual records.

c. Conclusions

1. The State should at its earliest convenience identify a list of organizations as sources for transferring audiovisual records to the National Archives Centers.

2. The State Records and Archives Department should soon compile and disseminate a list of audiovisual records' types being transferred to the National Archives Centers and establish guidelines on audiovisual records. This will represent an important platform for managing the professional processing of audiovisual records.

3. It is necessary to set up a national audiovisual record center to collect and preserve audiovisual records to avoid loss and damage. The government should make the appropriate investment in infrastructure to preserve audiovisual records in various organizations and in the National Audiovisual Records Center.

4. Archives in ministries and agencies should have proper plans to collect audiovisual records from subordinate departments and closely cooperate with the National Archives Centers in selecting valuable audiovisual records for transfer to the National Archives Centers.

5. Regarding the generators of audiovisual record, the Government should create a fund to reproduce records so that copies are kept in the organizations that created them. Folllowin digitization, originals should be transferred to the proper National Archives Center. In addition to digitizing and transferring the original records, the agencies mentioned above should also send lists of valuable audiovisual records to the National Archives Centers
