- The dissertation has researched and clarified some key theoretical and practical issues regarding human resources in Vinh Phuc province. Based on a selective overview of some basic viewpoints of scientists worldwide, some international organizations, and some Vietnamese scholars, combined with practical experience, the author has formulated a concept of human resources.

- The thesis presents some assessments of the process by which the Vinh Phuc Provincial Party Committee led the development of human resources from 2001 to 2013.

- This dissertation contributes to summarizing the theory and practice of human resource development in Vinh Phuc province during the period (2001 – 2013).

- Drawing on some lessons that can be applied to the leadership in building human resources for the province in the future.

- This dissertation can serve as a research and reference document for leadership in human resource development in Vinh Phuc province in particular and other localities nationwide in general. It can also be a valuable resource for research and teaching at training institutions in Vinh Phuc province in the current context.

- Based on the selective overview, the thesis has explained theoretically and practically the number of issues in human resources of Vinh Phuc province. In addition, with the help of various experts from Vietnam and international organizations in the world, the thesis is the combination of many scientists' explanations about the concept of “human resources”.

- From this point, the thesis has evaluated on the process of Vinh Phuc Provincial Communist Party Committee's leadership in establishing the human resources from 2001 to 2013.

- The thesis has also contributed to summarize theoretical and practical about the human resource development in Vinh Phuc Province during 2001 - 2013.

- Furthermore, the thesis has drawn out some experiences that can be applied in the leadership in building the human resources of Vinh Phuc province in the meantime.

- All and all, the thesis could be used as reference material around issue of human resource development in Vinh Phuc province in particular and other provinces in the country in general. At the same time, it will also become document for research and teaching activities at the training institutes of Vinh Phuc province today.
