1. Purpose and scope of the thesis

The research objective of this dissertation is to propose a policy framework for developing a science and technology information system in the Vietnamese maritime sector. This includes proposing revisions and improvements to some existing policies and adding some new ones.

Research subject: This dissertation focuses on studying policies regarding the system and activities of science and technology information in the Vietnamese maritime sector.

2. Research methods used

- Documentary research method: Survey and research documents related to the policies, activities, and structure of Vietnam's Science and Technology Information System. Analyze and evaluate policies on the development of information systems, information sources, information centers, and science and technology libraries at maritime agencies under the management of the Ministry of Transport.

- Expert interview method:

Conduct interviews with leaders of science and technology information agencies in the Vietnamese maritime sector, the Board of Directors, heads of faculties and departments at Vietnam Maritime University, and management staff from units in the maritime sector. Approximately 8-10 interviews are planned at different levels depending on the interviewees.

Interview content: aims to clarify the history of policy issuance for science and technology information activities and the current and future policy trends of each specific research institution.

- Questionnaire survey method: Interviewing information users including students, seafarers, officials, and managers in the Vietnamese maritime sector, as well as 3-5 units within the maritime sector, to determine information needs, propose policies, and assess the impact of current policies on science and technology information activities in the maritime sector. Forecasting trends in information user needs to serve as a basis for proposing a policy framework.

- Observational and comparative method: Through on-site surveys at various units, the author conducted research, recorded observations, and evaluated the advantages and disadvantages of current policies to draw conclusions about their effectiveness.

3. Main results and conclusions

3.1. Main results

- A comprehensive assessment of the research status on topics related to the development policy of the Science and Technology Information System in the Vietnamese maritime sector.

- To refine the theoretical framework for proposing policies to develop the Science and Technology Information System in Vietnam's maritime sector.

- Conduct a detailed survey of the current information needs and development policies for the Science and Technology Information System in Vietnam's maritime sector.

- Proposing revisions and improvements to several policies aimed at developing the Science and Technology Information System in Vietnam's maritime sector.

3.2. Conclusion

Policies play a decisive role in the development of scientific and technological information systems in the maritime sector. Research has shown that a lack of policies, coupled with incomplete policies, makes it impossible to form a complete scientific and technological information system. The fragmented pieces only address a few aspects, while the information needs of maritime users, as reflected in survey results, are enormous.

This policy directly impacts all activities related to maritime science and technology information in the context of the world moving towards the Fourth Industrial Revolution, a trend that Vietnam cannot ignore. The Vietnamese maritime strategy, oriented towards 2030, necessitates comprehensive policies for developing a science and technology information system as a foundation for the country's maritime economic development.

The study also delved into application scenarios and policy-making by analyzing and evaluating policies using scientific SWOT methods, assessing the positive, negative, and peripheral impacts of policies issued to develop the science and technology information system in Vietnam's maritime sector. These assessments applied specialized knowledge in science and technology management to make the topic more practically applicable. Policymakers can clearly see three issues in policy-making: firstly, the existing situation; secondly, the necessity; and thirdly, the barriers to the implementation of the proposed specific policies.

The research project spanned three years, utilizing numerous domestic and international documents, policies, and statistical data. Many users, managers, and scientists were surveyed and interviewed. Based on foundational knowledge in science and technology management, the project provided a detailed assessment of the current policy situation and proposed a suitable policy framework for developing a science and technology information system in Vietnam's maritime sector.
