1. Purpose and research objects of the thesis

The purpose of the thesis is to propose a policy framework to develop the Science and Technology Information System in the field of Vietnam Maritime. It proposes to amend and complete a number of current policies and supplement a number of new policies.

Research object: The thesis focuses on studying policies on systems and activities of scientific and technological information in the maritime sector of Vietnam.

2. Research methods used

- Document research method: Survey and research documents related to policies, activities, and structures of the Vietnam Science and Technology Information System. Analyze and evaluate policies on the development of information systems, information sources, information centers, and science and technology libraries at maritime agencies under the management of the Ministry of Transport.

- Expert interview method:

Conduct interviews with leaders of science and technology information agencies in the field of Vietnam's maritime sector, the Board of Directors, leaders of faculties and departments in Vietnam Maritime University, and managers of units in the maritime sector. It is expected that there will be 8-10 interviews at different levels depending on the interviewees.

Interview content: to clarify the history of promulgating policies for science and technology information activities and current and future policy trends of each specific research agency.

- Questionnaire survey method: Interview information users who are students, sailors, officials, managers in the Vietnam Maritime sector and 3-5 units in the maritime sector to determine information needs, propose policies and the impact of current policies on S&T information activities in the maritime sector. Forecast the trend of information needs of information users to serve as a basis for proposing a policy framework.

- Observation and comparison method: Through field surveys at units, the author conducts research visits, records, and evaluates the advantages and disadvantages of current policies to draw conclusions about their effectiveness.

3. Main results and conclusions

3.1. Main results

- Comprehensive assessment of the research situation on topics related to the development policy of the Science and Technology Information System in the maritime sector of Vietnam

- Complete the theoretical basis for proposing policies to develop the Science and Technology Information System in the Vietnamese maritime sector.

- Detailed survey of the current status of information needs and development policies of the Science and Technology Information System in the current Vietnamese maritime sector.

- Propose to amend and perfect a number of policies to develop the Science and Technology Information System in the Vietnamese maritime sector.

- Propose to add some new policies to develop the Science and Technology Information System in the Vietnamese maritime sector. Analyze and forecast the impacts of the policies on society.

3.2. Conclusion

Policy plays a decisive role in the development of science and technology information systems in the maritime sector. Research has shown that the lack of policies combined with incomplete policies cannot form a complete science and technology information system, the fragmented pieces only meet a few aspects while the information needs of users in the maritime sector through survey results are very large.

The policy has a direct impact on all activities of maritime science and technology information in the context of the world moving towards the industrial revolution 4.0, and Vietnam cannot put itself outside that trend. The Vietnam marine strategy towards 2030 has been proposed, so it is necessary to have complete policies for the development of the science and technology information system as the basis for the development of the country's marine economy.

The study also delved into application scenarios, policy issuance by analyzing and evaluating policies using SWOT scientific methods, assessing the positive, negative, and peripheral impacts of issued policies to develop the S&T information system in the Vietnamese maritime sector. These assessments apply specialized knowledge of S&T management to bring the topic to a higher level of practical application. Policy makers can clearly see 3 issues in policy issuance: first is the current situation, second is the necessity, third is the barriers when issuing specific proposed policies.

The topic has been researched for 3 years with many domestic and international documents, documents, policies, statistical data, many users, managers, scientists were surveyed and interviewed. Based on the basic knowledge of science and technology management, the topic has assessed in detail the current policy status and proposed a suitable policy framework to develop the science and technology information system in the maritime sector of Vietnam.
