1. Purpose and research objects of the thesis

Develop a policy assessment framework to promote startups in the context of globalization to serve as a basis for assessment and recommendations to improve Vietnam's startup promotion policy system.

2. Research methods used

-Document research method: To obtain information on the research history as well as the theoretical basis (concepts and relationships between related concepts) and practical basis (data on activities and policies to promote startups in Vietnam and some countries) of the topic, the thesis has studied published works domestically and internationally, policy documents and related reports.

-In-depth interview method: To obtain information and policy assessments, and comments on the main assessment framework proposed by the study, the thesis conducted in-depth interviews (the in-depth interview content is in the Appendix) with the following groups of subjects:

+ Expert in the field of startups

+ Expert in the field of policy research

+ Management staff at nurseries, universities, research institutes

+ Individuals/organizations starting a business in Vietnam.

-Expert group discussion method: To obtain comments on the proposed policy evaluation framework, the thesis used the expert group discussion method with experts in the field of policy science and experts in the field of startups.

3. Main results and conclusions

3.1. Main results

- Overview of research on building a policy evaluation framework to promote startups in Vietnam and the world

- Clarify the nature of startups, point out the different needs of startups, and the factors that promote startups;

- Clarify the theoretical basis for building an evaluation framework in policy evaluation, thereby providing methods for applying it to building an evaluation framework for policies to promote startups;

- Reviewing experiences in evaluating policies to promote startups in some countries;

- Propose a framework and criteria system to evaluate policies to promote startups (including 5 major criteria): Ability to encourage creativity and entrepreneurial spirit, Ability to support startups, Ability to connect components in the startup ecosystem, Ability to remove legal and administrative barriers, Ability to help startups integrate into international markets);

- Apply the proposed policy evaluation framework to evaluate a number of policies promoting startups in Vietnam, thereby providing suggestions for the process of perfecting Vietnam's startup promotion policies.

3.2. Conclusion

- Applying this assessment framework to the overall review of policies to promote startups in Vietnam shows that Vietnam is basically developing policies to promote startups.

- To promote startups in Vietnam, the State needs to further promote its role in addressing market shortcomings and supporting startups through regular review and improvement of policies, creating a transparent legal and business environment, and nurturing a strong startup ecosystem.

- To promote startups in Vietnam, the Goverment needs to play a greater role in addressing market shortcomings and supporting startups through regular review, completion of policies, and creation of an open legal environment, nurturing a strong startup ecosystem.
