1. Purpose and scope of the thesis

Develop a policy evaluation framework for promoting entrepreneurship in the context of globalization to serve as a basis for assessing and proposing recommendations for improving Vietnam's entrepreneurship promotion policy system.

2. Research methods used

ButDocumentary research methodTo obtain information on the research history, theoretical basis (concepts and relationships between related concepts), and practical basis (data on activities and policies promoting entrepreneurship in Vietnam and some other countries) of the topic, the thesis has studied published works domestically and internationally, policy documents, and relevant reports.

ButIn-depth interview methodTo obtain information and policy assessments, and feedback on the proposed evaluation framework, the thesis conducted in-depth interviews (the content of the in-depth interviews is included in the Appendix) with the following groups of subjects:

+ Expert in the field of entrepreneurship

+ Expert in the field of policy research

+ Management staff at nurseries, universities, and research institutes.

+ Individuals/organizations starting up in Vietnam.

ButExpert group discussion methodTo obtain feedback on the policy evaluation framework to promote the proposal, the thesis used a focus group discussion method with experts in the field of policy science and experts in the field of entrepreneurship.

3. Main results and conclusions

3.1. Main results

- Overview of research on developing a policy evaluation framework to promote entrepreneurship in Vietnam and around the world.

- Clarify the nature of entrepreneurship (startup), identify the different needs of entrepreneurs, and the factors that drive entrepreneurship;

- Clarify the theoretical basis for constructing evaluation frameworks in policy evaluation, and then propose methods for applying them to the development of policy evaluation frameworks to promote entrepreneurship;

- Reviewing the experience of evaluating policies to promote entrepreneurship in several countries;

- Propose a framework and criteria system for evaluating policies promoting entrepreneurship (including 5 major criteria).Ability to encourage creativity and entrepreneurship, ability to support startups, ability to connect components within the startup ecosystem, ability to remove legal and administrative barriers, ability to help startups integrate into international markets.);

- Apply the proposed policy evaluation framework to assess several policies promoting entrepreneurship in Vietnam, thereby providing suggestions for improving Vietnam's entrepreneurship promotion policies.

3.2. Conclusion

- Applying this evaluation framework to an overall review of policies promoting entrepreneurship in Vietnam reveals that, fundamentally, Vietnam is only in the process of developing policies to promote startups.

- To promote entrepreneurship in Vietnam, the State needs to play a more active role in addressing market shortcomings and supporting startups by regularly reviewing and improving policies, creating a transparent legal and business environment, and fostering a strong entrepreneurial ecosystem.

3.2.Revisions

- Applying the evaluation framework to the overall review of policies to promote startups in Vietnam finds that Vietnam is developing basically startup policies.

- To promote startups in Vietnam, the Goverment needs to play a greater role in addressing market shortcomings and supporting startups through regular review, completion of policies, and creation of an open legal environment, nurturing a strong startup ecosystem.
