- The thesis researches and proposes to perfect the policy of developing human resources in science and technology based on the framework of analyzing the policy of developing human resources in science and technology according to the model of Human resource development theory that Leonard Nadler (1984) summarized with the following basic contents: i) Training and fostering human resources; ii) Using human resources and iii) Creating an environment for human resources to develop.
- The thesis has developed the concept of science and technology human resource development policy in the context of international integration and the framework for analyzing human resource development policy, adding to the theoretical treasure of analyzing science and technology human resource development policy under the impact of international integration factors.
- From the practices of other countries, the Thesis has generalized into groups of policy solutions for developing human resources in science and technology.
- Based on the analysis and evaluation of Vietnam's reality, the Thesis has pointed out the problems in developing Vietnam's S&T human resources in terms of both quantity and quality as well as the advantages, limitations and shortcomings in Vietnam's current S&T human resource development policies.
- Proposing groups of solutions as well as conditions for implementing policies on developing human resources for science and technology in Vietnam. - The thesis approaches from the perspective of System Theory and Policy Science to analyze policies for developing Vietnam's Science and Technology human resources. The Policy Science is applied to analyze policies for developing Science and Technology human resources in the process of international integration on practical aspects.
- The thesis has built an analytical framework for Science and Technology human resource development policies on the basis of Leonard Nadle's Human Resource Development Theory. The thesis analyzes theoretical views on Science and Technology human resource development in the international integration process with a number of key contents: i) the concept and characteristics of Science and Technology international integration; ii) current trends, impacts and and several forms of Science and Technology international integration; iii) the analysis of certain theoretical measures and policies for developing Science and Technology human resources in the international integration process which have been verified in current practices.
