The thesis studies and clarifies theoretical issues on the operational efficiency of the commune-level political system; applies it to analyze the current operational status of the commune-level political system in Ha Nam province, thereby proposing solutions to improve the operational efficiency of the commune-level political system in Ha Nam to meet the requirements and tasks in the new period.

The research object of the thesis is: The thesis focuses on studying the operational efficiency of the commune-level political system in Ha Nam province today.

2. Research methods used

Based on the methodology of Marxism - Leninism, political science methodology, the thesis uses a synthesis of research methods such as: historical method, logical method, comparative method, interdisciplinary integration method, sociological research method... to implement the tasks set out in the thesis.

3. Main results and conclusions

3.1. Main results

-Explain and clarify the nature of effectiveness as the correlation between the set goals and the achieved results, build and perfect the system of criteria to evaluate the effectiveness of the political system at the commune level.

- Survey and evaluate the current performance of the commune-level political system in Ha Nam province, summarize the issues that need to be resolved to improve the performance of the commune-level political system in Ha Nam province in the coming time.

- Forecasting development trends of the commune-level political system, thereby proposing solutions to maximize potential to improve the operational efficiency of the commune-level political system.

3.2. Conclusion

The operational efficiency of the communal political system is an important but also very complicated issue. The requirements from the practice of renewing the political system in general and the communal political system in particular require in-depth research and comprehensive interpretation from a scientific perspective, in order to create unity in perception and action, contributing to further improving the operational efficiency of the communal political system. In the development process, the operation of the communal political system in Ha Nam province always takes place in a context with many advantages, but also has to face many difficulties and challenges due to the impacts of objective and subjective factors. In that condition, the political system of communes, wards and towns in Ha Nam province has achieved many remarkable achievements, creating a solid foundation for the overall development of the locality. However, besides those results, there are still certain limitations. Improving the operational efficiency of the commune-level political system in Ha Nam is currently facing four issues that need to be resolved. These are: the quality and operational efficiency of the staff in the commune, ward and town political system still have many shortcomings; The coordination between the components of the commune-level political system still has overlaps and omissions; The content and operation methods of the components have basically been innovated and achieved efficiency, but are not really uniform among the components and components in the commune-level political system; the model and operation methods of the commune-level political system are applied according to the general template of the political system without taking into account the specific characteristics of the operating area, and this limits the operational efficiency of the political system in communes, wards and towns in general and in Ha Nam in particular.

To improve the operational efficiency of the communal political system in Ha Nam province, it is necessary to thoroughly grasp the principled viewpoints and synchronously implement basic solutions, including creating a change in awareness and responsibility of all levels and sectors, promoting the strength of organizations and forces participating in the process of innovation, perfecting and improving the operational efficiency of the communal political system; innovating the content and methods of operation of grassroots party organizations, grassroots authorities, the Fatherland Front and socio-political organizations, especially the coordination of activities between components of the political system of communes, wards and towns. Innovating and improving the operational efficiency of the communal political system in Ha Nam province is a complex and long-term process that requires flexible application of a system of basic solutions, focusing on further promoting the leadership capacity, fighting strength and prestige of grassroots party organizations, improving the management and administration effectiveness of the government; create close coordination between the Party, government, Fatherland Front and socio-political organizations to carry out socio-economic tasks, improve people's knowledge and material life for all people.

Improving the performance of the commune level political system in Ha Nam Province needs to thoroughly grasp the principle view and conduct to synchronize basic solutions. While it is necessary to create changes in awareness and responsibility of all levels, branches, promote the strength of organizations and forces involved in the innovation process, complete and improve the performance of the commune level political system, renew the contents and mode of operation of party administration organizations, Fatherland Front and socio-political organizations; especially the coordination between the components of the political system of communes, wards and towns. Renovating and improving the effectiveness of the commune-level political system in Ha Nam is a complex and long-term process; it requires to apply flexibly basic solutions, focus on promoting the leadership capacity, fighting power and prestige of party organizations, enhance the effectiveness of management and administration of government; creating a close cooperation between the Party, the Government, the Fatherland Front and socio-political organizations to carry out socio-economic tasks, raise the people's intellectual level and material life for all people.
